A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK, CALIFORNIA,
APPROVING SITE PLAN AND ARCHITECTURAL REVIEW FOR A REDESIGN OF AN APPROVED
SELF - STORAGE FACILITY ON A 3.4 ACRE SITE LOCATED AT 6500 REDWOOD DRIVE

WHEREAS, the applicant, Steve Tangney /Shurgard Storage Centers, has submitted an
application for Site Plan and Architectural Review Approval for the property located at 6500
Redwood Drive in accordance with the City of Rohnert Park Municipal Code;
WHEREAS, on August 24, 2000, the Planning Commission held a public hearing at which
time interested persons had an opportunity to testify either in support or opposition to the proposal;
and,
WHEREAS, on September 14, 2000, the City Council held a public hearing at which time
interested persons had an opportunity to testify either in support or opposition to the proposal; and,
WHEREAS, the Planning Commission and the City Council of the City of Rohnert Park
have reviewed and considered the information contained in the Architectural and Site Plan Review
application for the proposal; and
WHEREAS, the City Council of the City of Rohnert Park makes the following findings:
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the above recitations are true and correct.
Section 2. Findings. The City Council, in approving Planning Application No. 1893:
makes the following findings, to wit;
Site Plan and Architectural Approval 1893
1. That the development's general appearance is compatible with existing development and
enhances the cityscape.
The proposed buildings would provide for a lively arrangement that would complement
developments in the immediate area, particularly the lower form mobile home park to the west.
The project has been designed so that a good deal of visual interest would be provided along
Redwood Drive. Proposed landscaping and berming will soften the appearance of the project and
enhance the Redwood Drive streetscape.
2. That the development incorporates a variation from adjacent structures in height, bulk, and area;
arrangement on the parcel; openings or breaks in the faVade facing the street; and/or the line and
pitch of the roof.
The proposed buildings would provide for a lively arrangement that would complement
developments in the immediate area, particularly the lower form mobile home park to the west.
The project has been designed so that a good deal of visual interest would be provided along
Redwood Drive. Proposed landscaping and berming will soften the appearance of the project and
enhance the Redwood Drive streetscape.
That the development incorporates a variation in materials from directly adjacent structures.
The area surrounding the proposed self - storage facility features a variety of architectural styles
and the use of various building materials. The proposed buildings would be of smooth, scored,
and split face decorative block and would feature gabled roof forms topped with red standing
seam metal roofs. The adjacent use to the west is a mobile home park, and the proposed facility
would be a departure from this in terms of style, massing, and materials.
4. That the development will be located and oriented in such a manner so as to provide consistent
relationships and avoid the chaos which results from indiscriminate location and orientation.
The proposed site plan focuses all of the self - storage functions to the interior of the site, screening
these activities from the adjacent rights -of -way. This arrangement would not impact the ability of
trucks, cars, and people to move freely through the site, or to access the mobile home park that
shares the project's public entrance.
Section 3. Environmental Clearance. The 1999 Initial Study for the previously- approved
project for this site applies to the existing application and indicates that the project will not have a
significant effect on the environment, and accordingly the 1999 Negative Declaration, therefore, is
hereby applied to this project.
NOW THEREFORE BE IT RESOLVED, that the City Council does hereby approve
Planning Application No. 1893: Site Plan and Architectural Review, subject to the following
conditions:
1. Expiration of Approval — Pursuant to the City of Rohnert Park Municipal Code, the Site Plan
and Architectural approval shall expire one year from the City Council approval date, unless an
extension is requested and approved.
2. Conformance with Municipal Code and Other Agency Plans — All improvements shall comply
with all applicable sections of the City of Rohnert Park Municipal Code and any other
applicable relevant plans of affected agencies.
3. The applicant shall obtain all necessary permits and clearances from the Rohnert Park Building
and Public Safety Departments prior to commencement of the operation at this location.
4. All applicable conditions of the use permit approval for this project shall be complied with
(File 1817).
5. On -site parking spaces shall only be utilized for short-term customer use and shall not be rented
as long -term parking or vehicle storage spaces.
6. The operation shall not include the rental of trucks or any other vehicles.
7. Site Plan and Building Elevations
a. All improvements shall be in substantial conformance with approved Exhibit Site Plan
and Elevations, dated August 4, 2000, except as modified herein.
b. The building shall utilize illuminated address signs that can be clearly read from the
adjacent rights -of -way.
C. The "faux window" elements along the frontage and side elevations of Building "B /C"
shall be extended to the base of the building.
d. The applicant shall enter into an agreement with the City to allow the installation of a
gateway monument sign on the southerly parcel. The property shall be conveyed to the
City by dedication, easement, or other mechanism acceptable to the City Attorney. The
exact size and location of the area needed for this installation shall be as determined by
Staff in cooperation with the applicant.
Landscape Plan
a. Prior to the issuance of any building permits, final landscape and irrigation plans shall be
submitted for approval by the Director of Planning and Community Development.
b. All trees within five feet of the public right -of -way shall have root barriers that are
approved by the Director of Planning and Community Development.
C. A permanent automatic sprinkler shall be utilized to maintain all landscape materials and
areas.
d. The applicant shall complete the frontage and entryway landscaping for the northerly
property as a part of the initial development. This parcel shall also be hydroseeded and
appropriately maintained until such time as it is developed.
e. The "Madrone" trees proposed along the westerly side of Building 'T" shall be replaced
with a more appropriate buffer planting, as approved by Staff.
f. A thorny plant material shall be planted at the base of the buildings along the project's
perimeter so as to discourage graffiti.
g. Sod shall be added in the frontage bermed areas, as approved by Staff.
h. The applicant shall work with the City Engineer to ensure that reclaimed water may be
used to irrigate the project's landscaping.
9. Lighting
a. The project lighting plan shall be reviewed and approved by Staff.
b. All exterior lighting shall be designed so as to prevent any spillover lighting to adjacent
properties and rights -of -way. Particular attention shall be paid to those areas nearest the
mobile home park, so as to ensure that the lighting does not spill over to this adjacent
land use.
C. Roof - mounted lights are prohibited on the building if they are placed so as to silhouette
the building and roof.
d. All building entrances shall include recessed or soffit lights.
10. Signs
a. The final sign program shall be submitted to the Planning and Community Development
Department for review and approval.
b. The applicant shall work with Staff to soften the illumination of the wall - mounted
signage. This may require the use of a lower intensity neon source, a more opaque sign
facing, or an alternative method to be approved by Staff.
C. All wall - mounted signage shall be turned off by 10 P.M. each night.
d. The monument sign shall be redesigned to incorporate a 2 -foot block base matching the
building and sign faces that only identify the company name and the telephone number.
e. The monument signfaces shall be of an opaque background that only allows the copy to be
illuminated at night.
f. The applicant shall be responsible for the removal of the existing entryway pylons and
signage for "Rancho Feliz" and the installation of a new monument sign to identify the
Mobile Home Park, with the final design and location subject to Staff review and
approval.
11. Construction Mitigation
a. The developer shall ensure that a water truck is on site during construction to suppress
the dust to an acceptable level.
b. The developer shall ensure that the heavy construction equipment has adequate mufflers
to lessen the noise impact.
C. The developer shall comply with construction hours pursuant to Municipal Code Section
9.44.120.
