A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ROHNERT PARK
INITIATING AMENDMENTS TO THE CITY'S HOUSING ELEMENT
WHEREAS, on July 27, 2000, the City Council'adopted Resolution No. 2000 -152 approving
General Plan 2000; and
WHEREAS, a Housing Element was included as part of General Plan 2000; and
WHEREAS, the City Council was required to adopt a Housing Element without benefit of
either the regional housing needs determination established by the Association of Bay Area Governments,
or the comments of the State Housing and Community Development Department; and
WHEREAS, on December 29, 2000, the City of Rohnert Park received a letter from the
State Department of Housing and Community Development providing its comments on the Housing
Element pursuant to Government Code Sec. 65585; and
WHEREAS, the City Council adopted Resolution No. 2001 -30 on February 13, 2001 stating
its intent to amend the City's Housing Element; and
WHEREAS, City staff met with staff from the State Department of Housing and Community
Development on February 28, 2001 to discuss the comments provided in the State's letter of December
29, 2000; and
WHEREAS, City staff unsuccessfully appealed the preliminary regional housing needs
determination assigned by the Association of Bay Area Governments and those numbers were adopted as
the final numbers by the Association of Bay Area Governments on March 15, 2001.
NOW, THEREFORE, the City Council of the City of Rohnert Park does hereby resolve as
follows:
SECTION ONE. The City Manager, Planning Director, and City Attorney are directed to proceed with
the processing of the General Plan amendments necessary to address the comments from the State
Department of Housing and Community Development as noted above and as summarized in the Exhibit
A, Memorandum dated March 20, 2001 regarding HCD Comments and proposed Housing Element
Revisions. The March 20 memorandum is only an overview of the proposed amendments; those
amendments may be expanded or revised prior to and during the public review process to better address
the HCD comments.
SECTION TWO. The Planning Commission is directed to hold a public hearing on the proposed
amendments at their April 26, 2001 meeting or soon thereafter and forward their recommendation to the
City Council by May 22, 2001.
