2001/06/26 City Council Resolution (9)RESOLUTION NO. 2001-141 A RESOLUTION OF THE COUNCIL OF THE CITY OF ROHNERT PARK SETTING RESIDENTIAL RUBBISH OR REFUSE COLLECTION RATES WHEREAS, the City has contracted with Rohnert Park Disposal to provide refuse collection service beginning July 1, 2001; and WHEREAS, the cost for this collection service is less than the current provider; and WHEREAS, A public hearing was held on June 26, 2001 to consider a rate decrease and a notice (attached to this resolution) was sent to all refuse collection customers and to all owners of property; and WHEREAS, No written or oral protests to the proposed rate decrease were received by the City Council. NOW THEREFORE, BE IT HEREBY RESOLVED by the Rohnert Park City Council as follows: Any persons from whom solid waste, rubbish or refuse is collected under the provisions of this article shall pay to the City the following fee for such services: A. Single Family Residences Duplex. Triplex, and Fourplex. Persons may select a 95, 68, 32, or 20 gallon container service. (1) For the 95 gallon container service the monthly charge shall be $18.68 which shall include all solid waste, rubbish and refuse which has been placed within the receptacles with the receptacles placed at the curb for pick up. (2) For the 68 gallon container service the monthly charge shall be $12.19 which shall include all solid waste, rubbish and refuse which has been placed within the 68 gallon receptacle with the receptacle placed at the curb for pick up. (3) For the 32 gallon container service the monthly charge shall be $9.36 which shall include all solid waste, rubbish and refuse which has been placed within the 32 gallon receptacle with the receptacle placed at the curb for pick up. City of Rohnert Park Resolution No. 2001 -141 (Page 2 of 2) (4) For the 20 gallon container service the monthly charge shall be $7.00 which shall include all solid waste, rubbish and refuse which has been placed within the 20 gallon receptacle with the receptacle placed at the curb for pick up. (5) For users of 20, 32, 68 and 95 gallon containers, there shall be a charge of $5.00 per bag for additional refuse placed outside the container. (6) There shall be a $15.00 charge if refuse is placed into the yard waste container (7) There shall be a $5.00 charge for each request for a change in container size per year subsequent to the first request each year. The first request for change in container size per year shall be at no charge. B. Effective Dates. At the public hearing on June 26, 2001, the City Council will consider a proposed decrease in residential refuse collection rates effective July 1, 2001 for residential customers. The decrease is due to the lower contract price with the City's new garbage provider, Rohnert Park Disposal. However, there are two charges that are being proposed to increase, extra garbage and contaminated yard waste. There is also a new charge being proposed for change in container size ($5.00). Customers will be allowed to change their garbage container size once a year free of charge. Each additional change will cost $5.00. The following is a comparison of the current and proposed refuse collection rates. Residential rates are composed of new automated 20 gallon containers, as well as 32, 68 or 95 gallon containers, 95 gallon automated yard waste containers and new 68 or 95 gallon automated recycling containers, replacing the 3 recycling bins. The protest must be signed by the property owner and must include the assessor's parcel number(s) or street address(es) of the property(ies). The mailing address is City Clerk, PO Box 1489, Rolmert Park, CA 94927 -1489. Before the hearing, protests may be delivered to the City Clerk's office. A listing of the proposed changes will be published in the Community Voice on Wednesday, June 6, 2001.
