A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
Supporting the Development and Adoption of the
BAY AREA ALLIANCE DRAFT "COMPACT"
WHEREAS, the City of Rohnert Park's economy, environmental resources, cultural amenities, educational
institutions, and the diversity of the population make this region a unique and special place; and
WHEREAS, the entire Bay Area is undergoing rapid changes and facing serious challenges; and
WHEREAS, traffic congestion, long commutes and overburdened transit systems, the lack of sufficient
housing and skyrocketing housing costs, loss of open space, declining neighborhoods, air and water
pollution and the increasingly inequitable distribution of benefits of our thriving economy are interrelated
problems that require integrated solutions; and.
WHEREAS, sustaining the region's environment and economy in a way that ensures for all residents
innovative thinking and "e- vision" — a balanced, integrated, inclusive and collaborative approach; and
WHEREAS, e- vision of the future that integrates the three "E's" of Sustainable Development (three E's):
prosperous economy, quality environment, and social !a ui , is inclusive of all stakeholders and celebrates
the region's diverse social, environmental, and economic strengths; and
WHEREAS, the Bay Area Alliance for Sustainable Development is a multi- stakeholder coalition established
in 1997 to develop and implement a sustainability action plan for the Bay Area; and
WHEREAS, the Bay Area Alliance for Sustainable Development defines sustainable development as the
ability "to meet the needs of the present without compromising the ability of future generations to meet their
own needs;" and
WHEREAS, the overall goal of the Bay Area Alliance draft "Compact' is to reach consensus among a
critical mass of stakeholder organizations and civic leaders regarding a new shared vision rooted in
common values about how the region can grow in a more sustainable manner.
NOW, THEREFORE, BE IT RESOLVED that the City Council the City of Rohnert Park joins the overall
goal of stakeholder organizations and civic leaders regarding a new shared local vision rooted in common
values about how the region can grow in a more sustainable manner; and
BE IT FURTHER RESOLVED, that the City Council of the City of Rohnert Park endorses and joins in
concept the draft Compact for a Sustainable Bay Area, which will serve as a new shared vision about how
the region can become more sustainable; considers and determines that the action is exempt under the
California Environmental Quality Act and recommends that the Bay Area Alliance consider the following
four revisions:
■ e- vision can also apply to additional "E's" such as education, energy, and the symbol of the digital age
(e- government and e- business
■ that the words "community members" be substituted for "citizens" throughout the text of the draft
Compact and Bay Area Alliance literature
■ Commitment should be broadened to address State fiscal reforms which would enable funding of a
world - class, multi-modal transportation system
Additional refinement of the indicators would improve implementation of the document, i.e. the
"ecological footprint" of the Bay Area be added to the list of key indicators as it would be helpful in
educating the public about resource consumption and for measuring progress toward sustainability.
