2001/11/13 City Council Resolution (6)RESOLUTION NO. 2001- 235 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AUTHORIZING THE CITY MANAGER TO ISSUE REQUESTS FOR QUALIFICATIONS FOR CONSULTANTS TO PROVIDE SOLID WASTE AND RECYCLING EDUCATION AND DIVERSION SERVICES FOR THE YEAR 2002, TO CONDUCT INTERVIEWS AND NEGOTIATIONS TO SELECT PROVIDER(S) AND TO EXECUTE AGREEMENTS WHEREAS; the State of California has found and declared that the amount of Refuse generated in California, coupled with diminishing disposal site space and potential adverse environmental impacts from landfilling and the need to conserve natural resources, have created an urgent need for state and local agencies to enact and implement an aggressive integrated waste management program, and WHEREAS, the State has, through enactment of the AB 939, directed the responsible State agency, and all local agencies, to promote disposal site diversion, to maximize the use of feasible waste reduction, re -use, recycling and composting options in order to reduce the amount of refuse that must be disposed of in disposal sites, and for the City to achieve diversion of 50% of the waste stream by December 31, 2003 (with the time extension granted the City); and WHEREAS, the City Refuse and Recycling Request for Proposals issued in 2000 and the current Refuse Contract with Rohnert Park Disposal require the City to provide an ongoing diversion and education consultant during the term of the refuse contract, and to expend $100,000 in the first year and $25,000 to $75,000 annually thereafter for education services, and WHEREAS, the City has previously collected the $100,000 through its refuse rates to fund the required education and diversion services, and said funds are held in a Special Utility Set Aside Reserve for expenditure, and WHEREAS, City staff has developed a comprehensive program to provide diversion and recycling education to residential and commercial customers which was highly effective during the last year, and which is closely coordinated with, but does not duplicate, education services that Rohnert Park Disposal is required to provide under its Refuse Agreement with the City, and WHEREAS, Council wants to solicit proposers to implement the City education program. NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Rohnert Park that the City Manager is hereby authorized to Issue Requests for Qualifications for Consultants to Provide Solid Waste and Recycling Education Services for the Year 2002; and BE IT FURTHER RESOLVED, that the City Manager is authorized to conduct interviews and negotiations, to select providers and to execute Agreements in an amount not to exceed $100,000.00 on behalf of the City of Rohnert Park to provide said services.
