A RESOLUTION AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE A PURCHASE CONTRACT FOR
PRESERVATION AND RESTORATION WETLANDS BANK CREDITS
WHEREAS, the State Water Resources Control Board and the U.S. Department of Fish
and Game require mitigation of lands identified as wetlands when such lands are considered for
development, and
WHEREAS, an approved method of mitigation is to create additional wetlands to replace
the wetland areas taken by development, and
WHEREAS, the creation of replacement wetlands is a long and laborious process
requiring many government approvals, and
WHEREAS, the demand for wetland replacement lands far exceeds the amount of
acceptable and approved wetland replacement lands, and
WHEREAS, wetland replacement banks are being created to assist developers in the
availability of lands to mitigate identified wetlands, and
WHEREAS, wetland credits can be purchased from approved wetland banks which is an
approved mitigation measure for the replacement of identified wetland lands, and
WHEREAS, City Staff have been working with Consultant, Marco Waaland of Golden
Bear Biostudies and Nathan Botwinik of Vernal Pool Technologies, LLC, to identify available
wetland banks, and
WHEREAS, it is the City of Rohnert Park's desire to purchase both preservation wetland
bank and restoration wetland bank credits to replace the .26 acres of identified wetlands on the
City owned lands being sold to Costco for a Costco warehouse facility, and
WHEREAS, it has been determined that the wetland bank credits necessary to mitigate
this loss of wetlands on the City owned site is between 2.5 and 3.0 credits.
NOW, THEREFORE BE IT RESOLVED that the City Manager is hereby authorized to
negotiate and execute purchase contracts for preservation and restoration wetland bank credits
to mitigate the .26 acres of identified wetlands on the City owned site being sold to Costco.
BE IT FURTHER RESOLVED that the City Manager is authorized to offer for purchase
of preservation wetland bank credits an amount not to exceed $10,000 per credit and to offer for
purchase of restoration wetland bank credits an amount no to exceed $40,000 per credit solely
for the mitigation of the .26 acres identified on the City owned land being sold to Costco.
