A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT
PARK ACCEPTING THE PROPOSED COST ALLOCATION PLAN AND
AUTHORIZING AND APPROVING THE DIRECTOR OF FINANCE TO INCREASE
APPROPRIATION BY $757,329 WITHIN VARIOUS FUNDS AND MAKE ANY
ADMINISTRATIVE ADJUSTMENTS NECESSARY TO REIMBURSE THE GENERAL
FUND FOR ADMINISTRATIVE SERVICES PROVIDED IN FY 2014 -15, AMOUNTS
AS DETERMINED BY THE FY 2014 -15 COST ALLOCATION PLAN
WHEREAS, the City has centralized certain administrative functions that serve all of the
City's programs; and
WHEREAS, those centralized support services are funded by the General Fund and it is
reasonable that the General Fund recoup the costs to provide services to non - General Fund
functions; and
WHEREAS, the City contracted with MGT America, a professional firm, to prepare a
Cost Allocation Plan (CAP) for FY 2014 -15 based on the FY 2014 -15 Adopted Budget; and
WHEREAS, MGT of America has completed the CAP to the satisfaction of the Finance
Director; and
WHEREAS, the City was using an allocation of salary and benefits costs through the
payroll system that partially reimbursed costs to the General Fund, and full cost has been
calculated by the CAP; and
WHEREAS, the City adopted a final budget for FY 2014 -15, and Council has the
authority to amend the budget.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert
Park that it does hereby authorize and approve the Director of Finance to increase appropriations
for the net difference of reimbursement due to the General Fund for the CAP and appropriate
funds in the amount of $757,329 and make any administrative adjustments necessary to
reimburse the City's General Fund.
BE IT FURTHER RESOLVED that the following amounts will be appropriated from
Retained Earnings: $503,927 in the Sewer Fund 510- 0000 - 400 -6425, $164,286 in the Water
Fund 511- 0000 - 400 -6425, $82,940 in the Information Technology Fund 610- 0000 - 400 -6425,
and $6,176 in the Fleet Operations Fund 630- 0000 - 400 -6425.
