REGULAR MEETING - CALL TO ORDER/ROLL CALL
Mayor Ahanotu called the joint regular meeting to order at 5:00 pm, the notice for which being
legally noticed on May 7, 2015.

5. DEPARTMENT HEAD BRIEFING
City Manager Jenkins reported on the May 7, 2015, Public Safety Swearing -In
Ceremony.
6. PUBLIC COMMENTS
Jason and Maggie Alexandridis owners of Rebounderz, a trampoline park in Rohnert
Park, introduced themselves.
Alan Friedman opposes water fluoridation and requested City Council ban fluoridation in
Rohnert Park if the County of Sonoma passes it.
Dawna Gallagher- Stroch opposes water fluoridation and requests the City Council
agendize the topic.
Oriana Lieu, Blue Apple Dental Group, requested access to a building they are
purchasing from the City located at 1630 State Farm Drive.

8. Review of Street Names for the Southeast Specific Plan
Acting Development Services Director and City Engineer Pawson presented the item.
Recommended Action(s): Review and discuss the street names for the Southeast Specific
Plan and provide direction to staff for action at a future City Council meeting.
Public Comment: None.
ACTION: By Consensus (Mackenzie opposed), City Council directed staff to remove
Welcome Place, Windy Way, Whisperwood Drive, Wiley Way, Willoway
Drive, Wingstem Way and add Wendy Way, Warren, Watson, William,
Wyatt, and Walker.
9. Options for Complying with Drought Restrictions Related to Landscaped Medians
Acting Development Services Director and City Engineer Pawson presented the item.
Recommended Action(s): 1. Bodway Parkway - reduce irrigation to maintain trees and
work with Southeast Specific Plan Area developer to replace turf as appropriate, and 2.
Country Club Drive - recognize as a park and work to convert to recycled water.
Public Comment: None,
ACTION: By Consensus (Mackenzie opposed), City Council directed staff to
recognize portions of the median strip on Bodway Parkway between
Valley House Drive and Middlebrook Way and the median park on
Country Club Drive between Rohnert Park Expressway and Golf Course
Drive as parks and bring back a specific schedule for converting the sites
to recycled water.
10. Formation of a Proposed Public Safety Standing Committee and Mayor's
Appointments
City Manager Jenkins and Mayor Ahanotu presented the item. Recommended Action(s):
Consider proposal to create a City Council committee dedicated to Public Safety.

Consideration of Introduction of Municipal Code amendments relating to the
regulation of Adult Entertainment Businesses, Adult Business Performers, Massage
Businesses, and Massage Providers; the definition and location of Pawn Shops,
Payday Loan Establishments, Check Cashing Stores, and Car Title Loan
Establishments; the definition of Banks /Savings and Loan /Credits Unions; and the
regulation of Vehicles for Hire
Planner III Beiswenger presented the item. Consultant George Osner, AICP Urban
Planning, was available to answer questions. Recommended Action(s): Introduce
Ordinance 887.

ACTION: Moved /seconded (Stafford / /Callinan) to introduce Ordinance 887, an
Ordinance of the City Council of the City of Rohnert Park, California
Adopting Municipal Code Amendments Regarding Adult Entertainment
Businesses, Adult Business Performers, Massage Businesses, and Massage
Providers; the Definition and Location of Pawn Shops, Payday Loan
Establishments, Check Cashing Stores, and Car Title Loan
Establishments; the Definition of Banks /savings and Loan/credits Unions;
and the Regulation of Vehicles for Hire; and the amendments to the
Vehicles for Hire as show in Exhibit D which was provided at the
meeting.
The motion was amended, Section 8.36.050 Massage facilities and
operational regulations. B.4 Locked Doors will read:
Locked Doors. All exterior doors (except a rear entrance for staff only)
and interior doors must remain unlocked during business hours, except in
the case of sole proprietorships with no employees (not applicable to
outcall massage therapy).

12. PUBLIC HEARING: (NO EARLIER THAN 6PM- Noticed May 1, 2015)
Consideration of Adopting Interim Urgency Ordinance Establishing a Temporary
Moratorium on Storage Facilities
Planner III Beiswenger presented the item. Recommended Action(s): Adopt interim
urgency ordinance to place a forty -five (45) day moratorium on the issuance of permits or
entitlements for new or expansion of various types of storage facilities identified in the
zoning ordinance as the following use types: Boat, RV, and Outdoor Storage Facility;
Self- Storage Facility; and Vehicle Storage Yard and consider amendments of Zoning and
other regulations to such businesses and activities.

Public Comments in Opposition to the Item: Bill Cooper, Chief Operating Officer of
Sonoma Media Investments, a moratorium does not prevent existing problems.
Public Comments: Alan Moody spoke to ADA issues pertaining to civic access.
Assistant City Attorney Visick stated that the City has been making reasonable
accommodation to address the last commenter's concerns. There is a CART services
provider here at tonight's meeting, there is going to be real -time captioning at future
Council Meetings, and staff has been working with him on a regular basis to address his
concerns one on one, and finding ways to effectively communicate with him. The City
has made significant efforts to provide reasonable accommodations. Regarding Moody's
Public Records Act Requests, he has received some and has asked for more and staff is in
process of providing the records.

888, an Interim Urgency Ordinance of the City Council of the City of
Rohnert Park, California, Establishing a Temporary Moratorium on and
Prohibiting the Issuance of Permits or Other Entitlements for the
Establishment, Expansion or Relocation of Any Boat, RV, and Outdoor
Storage Facility, Self - Storage Facility, or Vehicle Storage Yard Pending
the Review and Possible Amendment of Zoning and Other Regulations to
Such Facilities, to Become Effective Immediately.

13. COMMITTEE / LIAISON/ OTHER REPORTS
Water Advisory Committee (WAC) (5/4) Councilmember Callinan and Acting
Development Services Director and City Engineer Pawson reported WAC recommended
to the Sonoma County Board of Directors to approve an extension to the agreement by
which the Marin Municipal Water District purchases off peak water from the Sonoma
County Water Agency.
Health Action Council — Vice Mayor Belforte reported on a topic of discussion, it's been
a year, what do we do next? And reported on the status of additional funding is needed to
ensure the health center will open on time.
14. COMMUNICATIONS
Councilmember Callinan was a honorary speaker at the National Collegiate Athletic
Association (NCAA) Women's Golf Division II Tournament and both men's and
women's Sonoma State teams are going to the Nationals.
Councilmember Mackenzie reported on the Tropicana fundraising event coordinated by
Founders' Day Committee and the Mary Poppins fundraising event at the Performing
Arts Center.
Vice Mayor Belforte announced sponsors are needed for Founders' Day Event and
Rotary is holding Craft Beer event May 30, Sonoma Mountain Village from 1 -5 pm.
15. MATTERS FROM /FOR COUNCIL
Sonoma Local Agency Formation Commission (LAFCO) (5/6) - Councilmember
Stafford reported the public hearing to consider Rohnert Parks' Northwest Specific Plan
Area was postponed for 30 days to allow the County of Sonoma and others more time to
comment.
16. PUBLIC COMMENTS
Alan Moody stated that he has emotional and physical disabilities and expressed concern
with the lack of progress the State of California has made recognizing the Americans
with Disabilities Act and the associated obligations. Moody asked if the Council is aware
that to receive Federal Funding the City must have an ADA Coordinator. He requested
the CART provider's name.
