Regular Meeting Minutes

I. Call to Order / Pledge of Allegiance Chair Reymond called the meeting of the Mobile Home
Park Rent Appeals Board to order at 7:01 p.m. and led the Pledge of Allegiance.
II. Roll Call: Present (5): Chair Reymond, Vice Chair Carlson and Board Members Engelhart,
Utter and Broadhead.
Staff Present: Linda Babonis, Economic Development Manager
III Approval of Meeting Minutes for the November 15, 2012 Special Meeting
It was moved by Board Member Engelhart, seconded by Board Member Utter, and carried
unanimously to approve the November 15, 2012, Special Meeting Minutes.
IV. Clerk's Acknowledgement regarding Posting of the Agenda
Economic Development Manager, Linda Babonis, confirmed that the agenda had been posted in
accordance with the Brown Act.
V. Adding Non - Agenda Items for Information Only None.
VI. Public Comments: For public comment on items not listed on the agenda. None.
VII. Election of Chairperson and Vice Chairperson:

Leonard Carlson was nominated to serve as Chair to the Mobile Home Parks Rent Appeals
Board. It was moved by Chair Reymond, seconded by Board Member Engelhart, and carried
unanimously to approve nomination.
Kurt Engelhart was nominated to serve as Vice Chair of the Mobile Home Parks Rent Appeals
Board. It was moved by Board Member Utter, seconded by Board Member Reymond, and
carried unanimously to approve nomination.

IX. Financial Report: Consideration and Acceptance of Calendar Year 2012 Budget Detail Report

It was moved by Board Member Engelhart, seconded by Board Member Utter, and carried
unanimously to approve the Calendar Year 2012 Budget Detail Report.

It was moved to by Board Member Engelhart, seconded by Board Member Broadhead, and
carried unanimously to adopt Resolution 2013 -01.
XL Matters for /from the Board
Chair Carlson discussed the Public Utilities Commission decision on transfer procedure for
submetered utility system.
Board Member Broadhead asked the Board to consider a review of the Mobile Home Ordinance.
The Board agreed to place this item on its March 7, 2013 agenda and advised staff to schedule a
Study Session that would follow its regularly scheduled meeting.
