1. CITY COUNCIL /RPFA/SUCCESSOR AGENCY TO THE CDC JOINT
REGULAR MEETING - CALL TO ORDER/ROLL CALL
Mayor Ahanotu called the joint regular meeting to order at 5:02 pin, the notice for which being
legally noticed on August 20, 2015.

Staff present: City Manager Jenkins, Assistant City Manager Schwartz, Assistant City
Attorney Visick, City Clerk Buergler, Senior Analyst Atkins, Finance Director Howze,
Human Resources Director Perrault, Acting Development Services Director and City
Engineer Pawson, Director of Public Works and Community Services McArthur,
Director of Public Safety Masterson, and Project Coordinator Zwillinger.

A. Mayor's Certificates of Recognition: Honoring Cal Ripken Baseball Teams, 8U Blue

Mayor Ahanotu read and presented certificates to: 8U Blue Team remembers
Tanner Bradley, Dante Vachini, Kade Spomer, Seiji Harris, Jerry Moser, Colin
Demers, Jaren Brown, Riley Clark, Adam Pengel, Jacob Tucker, and Zach Raia. 11U
Blue Team members Joe Brown, Brice Cox, Mason Cox, Carson Crawford,
Cameron Duran, Russell Freedheim, Aidan Hickman, Jake McCoy, Brody Smith,

4. DEPARTMENT HEAD BRIEFING
A. Department of Public Safety: Explorer Pancake Breakfast & Open House — Saturday,
August 29, 2015 from Sam — 11:30am at 5200 Country Club Drive
Department of Public Safety - Public Safety Director Masterson provided a briefing
regarding the upcoming event.
5. PUBLIC COMMENTS
Mike Frey suggested creation of a website to would allow citizens to provide input on
their interaction with the police department.
Rich Klingbeil spoke in support of the Rohnert Park's public safety officers and stated his
disagreement with KTVU's story.

2. 2015 -136 Authorizing and Approving the City of Rohnert Park Current Pay

3. 2015 -137 Authorizing and Approving a Public Improvement Agreement by
and between the University District LLC and Vast Oak Properties
L.P. for Various Surface and Landscape Improvements within the
Vast Oak Property Phase 1 Project and Finding These Projects
Covered by the Updated Final Environmental Impact Report for the
University District Specific Plan Project As Amended
4. 2015 -138 Authorizing the City Manager to Execute Change Orders up to
Twenty Percent (20 %) of the Original Contract Amount for the
Benicia Pool Renovation Project (Project No. 2014 -06)

D. Authorize the City Manager to Execute an Intergovernmental Services Agreement
with the County of Sonoma for Material Testing and Inspection Services
E. Authorize the City Manager to Execute the First Amendment to the Design
Professional Services Agreement Re: Public Outreach with Data Instincts for Various
Construction Projects within the City for $30,000
ACTION: Moved /seconded (Callinan/Belforte) to approve the Consent Calendar.
Motion carried unanimously by the following 5 -0 vote: AYES: Callinan,
Stafford, Mackenzie, Belforte, and Ahanotu, NOS: None, ABSTAINS:
None, ABSENT: None.
7. Consideration of a Resolution Urging the State to Provide New Sustainable Funding
for State and Local Transportation Infrastructure
City Manager Jenkins presented the item. Recommended Action(s): Adopt the
Resolution.
Public Comment: None.
ACTION: Moved /seconded (Callinan/Stafford) to adopt Resolution 2015 -139 urging
the State to Provide New Sustainable Funding for State and Local
Transportation Infrastructure.
Motion carried unanimously by the following 5 -0 vote: AYES: Callinan,
Stafford, Mackenzie, Belforte, and Ahanotu, NOS: None, ABSTAINS:
None, ABSENT: None.
8. Consideration of a City of Rohnert Park Legislative Platform 2015 -16
City Manager Jenkins presented the item. Recommended Action(s): Adopt a legislative
platform to provide guidance regarding State legislative matters and allow the City to
weigh in on such matters in a timely fashion.
Public Comment: None.
ACTION: By Consensus (none opposed), City Council directed staff to move
forward with finalizing the policy and bring back for consideration at the
next City Council meeting.
9. Consideration of Draft Bond Project List for Use of Former Community
Development Commission Tax Allocation Bonds
Director of Public Works and Community Services McArthur and Project Coordinator
Zwillinger presented the item. Recommended Action(s): Approve the Draft Bond
Projects List for use of former Community Development Commission (CDC) 2007RTax
Allocation Bonds ( "bonds "), subject to review and approval by bond counsel, the
Successor Agency Oversight Board, and the State Department of Finance.

ACTION: By Consensus (none opposed), City Council directed staff to move
forward with updating the list to bring back for consideration.
10. Consideration of a City of Rohnert Park Grant Support Policy
City Manager Jenkins presented the item. Recommended Action(s): Adopt a policy
regarding grant support.
Mackenzie stepped away from Dias 6:22 pm
Public Comment: None.
ACTION: By Consensus (none opposed, Mackenzie absent), City Council directed
staff to move forward with finalizing the policy and bring back for
consideration at the next City Council meeting.
Mackenzie returned 6:25 pm
11. Designation of Proceeds from the Stadium Lands Property Sale
City Manager Jenkins presented the item. Recommended Action(s): Council designate
the use of the sales proceeds from the sale of Stadium Lands property located at 5870
Labath.
Public Comment: None.
ACTION: By Consensus (none opposed), City Council directed staff to come back
with the necessary action item that would move $184,557.95 of the
proceeds to the sewer enterprise fund.
ACTION: By Consensus (Mackenzie and Stafford opposed), City Council directed
staff to bring back for consideration a Resolution stating City Council
intends for the remaining proceeds to be used towards the development of
a City Hall in Central Rohnert Park.
12. COMMITTEE / LIAISON/ OTHER REPORTS
Water Issues Committee (8/20) -Vice Mayor Belforte reported on various State and
regional water conservation programs. Councilmember Mackenzie reported that the
North Coast Resource Partnership Grant funds (prop 84) were successfully obtained for
Sonoma County.
13. COMMUNICATIONS
Councilmember Stafford announced that the Mary Poppins performance is this weekend
at Spreckels Performing Arts Center.
Councilmember Mackenzie announced Sonoma State University President Ruben
Annifiana will be retiring at the end of this academic year.
Mayor Ahanotu announced a town hall meeting will be held Thursday, October 15, 2015.

15. PUBLIC COMMENTS
Alan Moody acknowledged the closed captioning of the meeting and commented on the
condition of the Mayor's vehicle.
16. CLOSED SESSION
A. Mayor Ahanotu made the closed session announcement pursuant to Government
Code §54957.7 and Council recessed to Closed Session at 6:56 pm in Conference
Room 2A to Consider:
