City Council Resolutions for Adoption: 1. 2015 -175 Authorizing and Approving Elimination of the Part -Tune Technical Advisor and the Creation of a Permanent Part-Tune Fire Inspector; and Associated Job Description and Salary Range in the Rohnert Park Employee Association D. Authorize Agreement for Sewer Pump Station Grinder Repair and Retrofit with JWC Environmental in the amount not to exceed $41,000 and Authorize the City Manager to Execute said Agreement E. INTRODUCTION OF ORDINANCE — Consideration of Amending Rohnert Park Municipal Code 9.66 (Bingo Games) City Manager Jenkins presented the item. Recommended Action(s): Approve recommended amendments to Title 9, Chapter 9.66 of the Rohnert Park Municipal Code relating to bingo games and introduce Ordinance No. 892. Public Comment: None. ACTION: Moved /seconded (Callinan/Stafford) to introduce Ordinance No. 892, an Ordinance of the City Council of the City of Rohnert Park Amending Title 9 Chapter 9.66 of the Rohnert Park Municipal Code Relating to Bingo Games Motion carried unanimously by the following 5 -0 roll call vote: AYES: Callinan, Mackenzie, Stafford, Belforte, and Ahanotu, NOS: None, ABSTAINS: None, ABSENT: None. 10. Consider Authorizing and Approving the Adoption of the Public Agencies Post - Employment Benefits Trust Program Administered by Public Agency Retirement Services (PARS) City Manager Jenkins and Mitch Barker, Executive Vice President of PARS (Public Agency Retirement Services) presented the item. Recommended Action(s): 1) adopt a Resolution establishing an IRS Section 115 Trust with the PARS Post- Employinent Benefits Trust Program to be used to pre -fund pension obligations to be administered by Public Agency Retirement Services (PARS) and U.S. Bank; 2) appoint the City Manager as the City's Plan Administrator; and 3) authorize the City Manager to execute the documents and take other actions necessary to implement the Program. Public Comment: None. ACTION: Moved /seconded (Mackenzie /Callinan) to adopt Resolution 2015 -176 Authorizing and Approving the Adoption of the Public Agencies Post - Employment Benefits Trust Administered by Public Agency Retirement Services (PARS). Motion carried unanimously by the following 5 -0 vote: AYES: Callinan, Mackenzie, Stafford, Belforte, and Ahanotu, NOS: None, ABSTAINS: None, ABSENT: None. 11. Discussion and Direction of the Future of the Sister Cities Relations Committee and the Cultural Arts Commission Community Services Supervisor Austin presented the item. Recommended Action(s): Combine the charge of Cultural Arts Commission with the Parks and Recreation Commission and dissolve the Sister Cities Relation Committee Public Comment: General Comments on Cultural Arts Commission- Jud Snyder. Opposed to dissolving the Sister Cities Relations Committee- Tadao Kunishi City of Rohnert Park Joint Regular Meeting Minutes November 10, 2015 for City Council / Rohnert Park Financing Authority/Successor Agency Page 4 of 5 ACTION: By Consensus (none opposed), City Council directed staff to combine the charge of Cultural Arts Commission with the Parks and Recreation Commission and to retain the Sister Cities Relations Committee as a City committee and reduce membership requirements to five (5). 12. Reconsideration of Resolution 2015 -145, Designating the Use of Proceeds from the Sale of 5870 Labath Avenue (Stadium Lands) City Manager Jenkins presented the item. Recommended Action(s): adopt a resolution repealing Resolution 2015 -145 and adopt a new resolution designating the use of proceeds from the sale of 5870 Labath Avenue to repay the principal and interest of the sewer revenue bonds used to purchase the property, but not designating the remaining funds at this time. Public Comment: Gerard Giudice; Richard Pope, Development Director of Sonoma Mountain Village; and Amee Sas. ACTION: Moved /seconded (Stafford /Mackenzie) to approve Resolution 2015 -177 Repealing Resolution 2015 -145. Motion carried by the following 3 -2 -0 vote: AYES: Mackenzie, Stafford, and Ahanotu, NOS: Callinan and Belforte, ABSTAINS: None, ABSENT: None. Direction on Proposed Restroom Re- Opening Strategy at City Parks Director of Public Works and Community Services McArthur and Project Coordinator Zwillinger presented the item. Recommended Action(s): Approve a phased approach for the opening of restrooms, consisting of constructing and opening the currently funded restrooms (Benicia Pool, Alicia Park, and Colegio Vista Park) and appropriating an additional $69,672 from the Parks Operating Budget to fully fund the construction at Colegio Vista Park. Public Comment: None. ACTION: By Consensus (Belforte opposed), City Council directed staff to open three restroom locations, Benicia Pool, Alicia Park, and Colegio Vista Park on a trial basis. COMMITTEE / LIAISON/ OTHER REPORTS Councilmember Mackenzie reported November 4, 2015, SMART tested a train that traveled through the City of Rohnert Park. Vice Mayor Belforte reported the Golden Gate Bridge was hit by lightning causing minimal damage. Councilmember Stafford announced Rohnert Park's Veterans' Day ceremony starts at 11:00 am at the Community Center. 15. COMMUNICATIONS None. Councilmember Callinan returned 7:39 pm 16. MATTERS FROM /FOR COUNCIL Councilmember Mackenzie reported Jim Leddy, Special Projects Director with the Sonoma County Community Development Commission, will be presenting to City Councils throughout Sonoma County to discuss the affordable housing proposals that have come before the Board of Supervisors. Councilmember Mackenzie requested affordable housing be agendized; Council supported agendizing the item. 17. PUBLIC COMMENTS None. 18.
