LETTER OF PROMULGATION
The purpose of the Civil Defense and Disaster Plan of the City of
Rohnert Park is to enable the City to help itself and to offer the
maximum protection for its residents in a natural or war caused
disaster. The plan conforms to the State Civil Defense Operations
Plan and is an extension of that plan. It is based on the concept
that Civil Defense is civil government, properly organized and
adequately augmented, with all the people of the City participating
and operating in an emergency.
All departments and employees of the City government are integrated
into the Civil Defense organization and it shall be the duty of all
employees to comply with this plan. The full cooperation and sup-
port of all residents of Rohnert Park is also urged in order that
we may individually and collectively be prepared should disaster
ever strike our City.
The need for periodic review and revision is recognized, and this
plan will be modified when circumstances so require.

CIVIL DEFENSE OPERATIONS PLAN
CITY OF ROHNERT PARK
BASIC PLAN
SITUATION
A. Enemy Capabilities
A potential enemy has the capability of attacking
any location in California with nuclear weapons in
the megation range. Chemical, biological, and con-
ventional weapons may also be used.
B. Natural Disasters
In addition to a possible enemy attack, the City of
Rohnert Park could be affected by other disasters,
such as fire, earthquake, flood, or epidemic.
C. Civil Defense Situation
There is no certain way of predicting in advance
where an enemy attack might occur. However, it is
reasonable to assume that those areas which a poten-
tial enemy might consider to be renumerative targets
are at such a distance from Rohnert Park that the
city would not be affected by the initial effects of
a nuclear attack.
However, a major secondary effect of a nuclear attack,
radio- active fallout, could be received in Rohnert
Park following a nuclear denotation many miles away.
Furthermore, there is possible danger from a weapons
error or from the accidents of war.
It may be noted that high altitude winds would not,
for most of the year, carry radioactive fallout from
the San Francisco Bay Area, or from other areas which
may be presumed to include renumerative targets.
Because of its favorable location with respect to
likely nuclear targets and to the most probable fall-
out patterns, Sonoma County, including Rohnert Park,
may, under certain conditions, expect to receive
large numbers of refugees from the San Francisco Bay
Area following an enemy attack upon the United States.
Should there be adequate warning before an attack,
such as might be provided by a badly deteriorating
international situation, large numbers of people from
the San Francisco Bay Area, and possibly other areas,
could be expected to arrive in Sonoma County. Some
of these could be expected to seek refuge in Rohnert
Park.
Warning of an actual or threatened enemy attack would
be received from the California Disaster Office by
the Sonoma County Sheriff's office, and would be re-

layed to the Rohnert Park Police Department by tele-
phone and by police radio. Methods by which the
public will receive warning are stated in the Warn-
ing Annex.
MISSION
A. Threatened or Actual Enemy Attack
When an attack on the United States is probable,
imminent or actual, the city government and all em-
ployees thereof, all public and private agencies
in the City of Rohnert Park, with full public parti-
cipation, will direct their immediate and complete
effort to the conduct of civil defense operations to
minimize casualties and property damage and facili-
tate recovery from attack by:
1. Cooperating with the Sonoma County Emergency
Welfare Service in providing care for evacuees;
2. Conducting operations to minimize exposure to
radioactive fallout either by movement from the
city or by using existing structures as refuge
(It must be recognized that now existing struc-
tures in the City of Rohnert Park would provide
very little protection against high intensity
gamma radiation);
3. Conducting post- attack operations of rescue,
evacuation and care of survivors, controlling
fires and carrying out emergency recovery oper-
ations in our city if this is necessary;
4. Assisting neighboring jurisdictions in post-
attack emergency recovery operations, when re-
quested and where possible.
5. Providing for continuity of city government.
B. Natural Disaster
It is our mission, in the event of a natural disaster
to minimize the effects of the disaster upon our
people and resources by conducting the operations
necessary in saving lives and property, caring for
casualties, preserving law and order, and bringing
about the recovery of our city as soon as possible.
In the event a neighboring jurisdiction suffers a
natural disaster, we will render assistance in accord-
ance with mutual aid agreements.
III. ORGANIZATION
A. The Civil defense organization of the City of Rohnert
Park, which is based on the city government, is shown
in Enclosure I, Organization Chart. It conforms in
general to that of the State of California and to those
of intermediate level civil defense organizations for
the purpose of conducting operations under a mutually
understood staffing pattern.

B. The Mayor is the Chief of Civil Defense and Disaster;
C. The City Manager is Director of Civil Defense and
Disaster;
D. The Civil Defense and Disaster Council is composed
of the Director of Civil Defense and Disaster ;Chair -
man) the Assistant Di rector of Civil Defense and
Disaster (Vice-Chairman), and the Chiefs of Civil
Defense Services..
E. Civil Defense Services
1. The operating services of the City of Rohnert
Park form the basic organization for civil de-
fense services as follows:
a. F-Ire Department - Fire and Rescue
b. City Clerk - Manpower and Supply
C. Police Department - Law Enforcement, Attack
Warning and Communications
d. Public Works Department - Publicly ozimed
Utilities and Engineer.
e. Building Inspector - Transportation
2. Civil Defense services having no similar city
departments shall be formed from qualified city
employees not otherwise assigned, or volunteers,
or both.
a. Information and Education

3. Two or more services or activities may be com-
bined when appropriate and feasible.
4. As provided in the Sonoma County Civil Defense
operations plan, the following civil defense
operations shall be conducted by the County
of Sonoma:
a. Radiological y
(l) A radiological safety liaison officer
shall be stationed in the City of
Rohnert Park Control Center to advise
the Civil Defense Director and service
chiefs on Tatters of radiological safety.
b. Medical and Health (including Mortuary)
C. Emergency Welfare
�. All city officials and paid employees of the city
of Rohnert Park are assigned to the civil de-
fense organization. They are assigned to civil
defense services by the Manpower Service in co-
ordination with other services, under the follow-

ing priorities:
a. Service corresponding to city department
in which employed, if needed;
b. Service which needs their qualifications*
(1) These assignments are kept current
by the Manpower Service.
IV. GENERAL PLAN AND OPERATIONAL CONCEPT
A. Threatened or Actual Enemy Attack
1. Since the City of Rohnert Park may expect to es-
cape the initial effects of an enemy attack and
may expect to receive large numbers of refugees
in the event of threatened or actual enemy attack,
operations provides for:
a. Cooperation with the Sonoma County Civil
Defense Organization the reception, care,
and rerouting of refugees as provided in
the Sonoma County Civil Defense Operations
Plan;
b. Conducting operations in accordance with
advise from official sources to minimize
exposure of people and resources to radio-
active fallout.
2. Actions under various conditions
a. Strategic Warnin&
(1) -The civil defense organization will be
mobilized to the extent necessary.
(2) Evacuees from the San Francisco Bay
Area are expected to enter the city.
Sonoma County Civil Defense Organiza-
tion reception,points will be- activated
and operated to receive and care for
the evacuees. In addition, evacuees
from'any area may enter the city to
live with relatives or friends. They
may require some assistance. The City
of Rohnert Park civil defense organi
zation shall render such assistance as
is required.
b. Actions to be taken under specific condi-
tions of warning of actual expected attack
are= stated- iii the Attack Warning Annex.
(Annex I)
C. Post- Attack
(1) Until such time as adequate fallout
shelter may exist within the City of
Rohnert Park, dispersal from the city
will be necessary should we be in the
path of radioactive fallout. This
would apply both to our resident popu-

V. TASKS
A.
lation and to evacuees who are tempo-
rarily in our area. Information of
predicted and actual fallout will be
furnished by the State Radiological
Safety Service and by the Sonoma County
Radiological Safety Service. The con-
trol section will advise whether move-
ment should be used, and which routes
will be used. Evacuation will be by
US 101 to the north, or by the Graven -
stein Highway and State 12 to the Coast
or both. (See Map 1).
(2) The City of Rohnert Park Civil Defense
organization will be prepared to assist
civil defense organizations of stricken
areas in post - attack and emergency
recovery operations. Should our city
be in need of assistance, elements of
the civil defense organizations from
unaffected jurisdictions may function
in our area.
d. Summary
The four main types of civil defense activi-
ties to be conducted by the City of Rohnert
Park are:
(1) Cooperation with the Sonoma County
Civil Defense Organization in the re-
ception, care, and rerouting of evac-
uees;
(2) Operations to minimize exposure to
radioactive fallout;
(3) Post - attack emergency recovery opera-
tions, in neighboring jurisdictions or
in our city.
Accomplishment of the above operations will
require the concerted effort of all compon-
ents of our emergency organization. Our
sharing of resources with evacuees will be
based on what we would hope for if the
situation were reversed and our people were
evacuees.
Natural Disaster
In the event our city suffers a natural disaster, our
civil defense organization will carry out such opera-
tions as the character of the disaster makes necessary.
We will also prepare to assist other jurisdictions
when they suffer a natural disaster.
General
It is the intent of this plan that tasks, or actions

to be taken, in the event of an emergency will be as
nearly automatic by all concerned as can be brought
about by perfection of organization and by indoctrin-
ation and training of all concerned.
1. Under conditions of strategic warning, the civil
defense organization shall mobilize to the extent
necessary.
2. Actions to be taken upon receipt of warning of
actual or impending attack are stated in the
Attack Warning Annex.
3. Post - Attack
a. The civil defense organization shall mobilize
and start operations, if this has not al-
ready been done (this would be appropriate
for an attack without warning).
b. Movement out of this area or the use of re-
fuge shall be advised, depending on the
radiological situation.
C. Personnel from the services of other juris-
dictions who make themselves available shall
be integrated into our civil defense ser-
vices or assisted in returning to their
jurisdiction as appropriate.
d. Remedial and emergency recovery operations
shall, as necessary, be conducted in this
or neighboring jurisdictions.
B. Specific
1. The control section shall:
a. Receive and evaluate operational information
and disseminate this information to inter-
ested agencies.
b. Coordinate operations within the city and
effect necessary coordination with other
jurisdictions.
C. Disseminate public information and insi.:-t7
tions.
d. Initiate and forward requests for assistance
to the Sonoma County Operational Area.
e. Coordinate post - attack operations necessary
to minimize exposure to radioactive fallout.
f. Initiate and coordinate post - attack emergency
recovery operations, if this city is direct-
ly affected by the attack.
g. Keep Region II of the California Disaster
Office, through the Sonoma County Opera-
tional Area, informed of actions being taken
In the city.

2. City Officials
In the event this city is directly affected by
an attack, surviving city officials or duly
appointed "standby" officials shall proceed to
reconstitute and continue the government of the
City of Rohnert Park. (See Annex XII, Continuity
of Government.)
3. Services
The Civil Defense services shall support the
Civil Defense Operations. The tasks assigned
to each service are given below. Detailed tasks
for each service are contained in the appropriate
service annex attached to this Plan.
a. Communications Service shall provide com-
munication facilities to support civil de-
fense operations. This service is under
the direction of the Police Department.
(Annex II).
b. Emergency Welfare Service (Sonoma County)
C. The Engineering Service shall perform all
emergency engineering functions, assist Law
Enforcement Service in Traffic Control dur-
ing dispersal movements, provide necessary
engineering support to assist in the activ-
ation and maintenance of welfare centers,
perform radiological monitoring in cooper-
ation with Radiological Safety Service, and
provide engineering assistance to other
services as required. This service is under
the direction of the Director of Public
Works. (Annex III).
d. Supply Service shall control and allocate
materials and supplies in accordance with
the requirements of Civil Defense operations.
This service is under the direction of the
City Clerk (Annex IV).
e. Information and Education Service shall
process and disseminate public information
and official instructions and provide ad-
vice and assistance to other agencies and
services. This service is in the control
section under the direction of the City
Manager. (Annex V).
f. Law Enforcement Service shall protect lives
and property, enforce law, rules and regu-
lations, maintain order, detect and prevent
sabotage and other subversive activities,
regulate and control traffic, perform radio-
logical monitoring in cooperation with the
Sonoma County Radiological Services, shall
receive and disseminate attack warnings, and
assist other services as required. This

service is under the direction of the Police
Chief (Annex VI).
g. Manpower Service shall recruit, register,
classify and place personnel to augment
emergency services and to meet essential
manpower requirements and shall arrange
for maximum utilization and deployment of
all employees of the City not otherwise
assigned specific emergency duties under
the Civil Defense programs. This service
is under the direction of the City Clerk.

h. Medical and Health (Sonoma County)
I. Radiological a Service (Sonoma County)
j. Fire and Rescue Service shall conduct op-
erations to control and suppress fires, con-
duct operations to rescue persons trapped
in damaged or destroyed structures, per-
form first aid, deploy fire fighting units
not required for primary functions to per-
form decontamination, radiological monotor-
ing in cooperation with the Sonoma County
Radiological Safety Service, and assist
other services as required. This service
is under the direction of the Fire Chief.
(Annex VIII).
k. Transportation Service shall provide and
coordinate the use and assignment of all
transportation other than that which is
normally assigned to, or part of, any emer-
gency service. This service is under the
direction of the Building Inspector. (An-
nex IX)
1. The Utilities Service shall coordinate
emergency functions of the utilities. The
Public Works Department shall provide water
and sewer service. The utilities industry
will provide gas and electricity as requir-
ed. This service is under the direction of
the Director of Public Works.
Me Operational Information Service shall direct
the operational information collection
effort; evaluate, record, interpret and pro-
cess the collected information into concise
and relevant operational information and
disseminate required operational information
to operational area. The collection, eval-
uation and dissemination of operational in-
formation shall be performed directly under
the supervision of the Assistant Director
of Civil Defense. (Annex XI).

U. Whenever buildings within the City of
Rohnert Park qualify as, and are marked
and stocked as, fallout shelters, under
Federal regulations, a shelter service shall
be added to the above list.
4. Families and individuals
Families and individuals shall be advised to
conform to the actions listed in Annex XIII,
Individual Actions.
C. Natural Disasters
For natural disasters, tasks for the Control Section,
City officials and the services shall conform in
general to those indicated above, modified to meet
the special conditions which may exist.
D. Pre - Disaster
All components of the civil defense organization shall
organize and conduct the necessary training to enable
them to carry out the emergency tasks listed in this
section of the plan.
SUPPLY AND TRANSPORTATION
This section is for the information of the entire civil
defense organization. The tasks of the components of these
two services are detailed in their respective service
annexes.
A. Supply
1. Requests (requisitions) for supplies, equipment,
facilities and services required by the civil
defense services shall be submitted to the sup-
ply service.
2. Services having stocks of supplies, equipment
and facilities peculiar to the city departments
forming the basis for these services shall have
the use of such supplies, equipment and facili-
ties for their civil defense activities.
B. Transportation
1. For movement to minimize exposure to radioactive
fallout, all means of transportation within the
city except military vehicles and commercial tran-
sportation on a military mission are under the
control of the City of Rohnert Park. For other
purposes, this city controls only such transpor-
tation facilities as normally operate within its
boundaries.
2. Transportation requirements of a service, other
than transportation owned by or assigned to a
service, will be submitted to the Transportation
Service.
C. State Assistance
All requests for State assistance will be processed
through the Control Section to the Sonoma County
Operations Area.

VII. COMMUNICATIONS AND CONTROL CENTERS
This section is for the information and guidance of the
entire civil defense organization. The tasks of compon-
ents of the communications service are detailed in the
Communications Annex.
A. Communications
1. Communications available for civil defense oper-
ations are:
a. Fire radio
b. Police radio
c. Amateur radio stations
d. Commercial telephone
2. The Communications Service shall provide communi-
cations service for those services which do not
have their own means of communication.
