MEETING - CALL TO ORDER/ROLL CALL
Mayor Belforte called the joint regular meeting to order at 5:00 pm, the notice for which being
legally noticed on March 3, 2016.

2. PLEDGE OF ALLEGIANCE

3. PRESENTATIONS
A. Mayor's Certificate of Recognition: Honoring Rancho Cotate High School Teacher Bill
Hartman and his Wood Shop Students for their Community Building Efforts in Support
of Social Advocates for Youth's New Dream Center
Mayor Belforte read and presented the Certificates. Teacher Bill Hartman and students
Jessica Levacque, Patrick Urteago, Brianna Phy, Stephan Tumminia, Evan Weise, and
Kimberley Rowley were present and received their certificates.

4. SSU STUDENT REPORT
Shannon Garcia, Legislative Representative, Sonoma State University Associated Students,
Inc. (SSU ASI) reported on numerous Join Us Making Progress (JUMP) volunteer
opportunities available in March and some students have expressed concern regarding
lighting in the Copeland Creek area.
5. DEPARTMENT HEAD BRIEFING
City Manager Jenkins announced Bear Republic Brewing Company will be opening in
Rohnert Park.
6. PUBLIC COMMENTS
Rocky Burks, Cotati Lions Club Secretary, presented Mayor Belforte and Councilmembers
Ahanotu and Stafford with certificates of appreciation for helping with the first phase of the
student speaker contest on February 20, 2016.
Speaker requesting to be unnamed spoke about a shoplifting incident at the Walmart in
Rohnert Park.

9. Consideration of Letter Opposing Sonoma County Agricultural and Open Space
Preservation District's Young-Armos Incubator Farm
City Manager Jenkins presented the item. Recommended Action(s): Approve sending a
letter opposing the Young-Armos Incubator Farm.

Public Comment in Support: Joe Netter provided a homeowners and residents petition
containing 122 signatures; and Willie Newman.
Public Comment: Tornio Endo, Farnsters.
ACTION: Moved/seconded (Mackenzie/Ahanotu) to table the item until Sonoma
County Agricultural and Open Space Preservation District provides a
presentation to the City Council.
Motion carried by the following 3-1-1 vote: AYES: Ahanotu, Stafford, and
Mackenzie, NOS: Belforte, ABSTAINS: None, ABSENT: Callinan.
ACTION: By Consensus (none opposed, Callinan absent), City Council reordered the agenda,
moving Item 13 after Item 9.
13. PUBLIC HEARING (NO EARLIER THAN 6PM- Noticed February 26, 2016)
Central Rohnert Park, Priority Development Area Plan and Related Final
Environmental Impact Report, Amendments to the General Plan, and Amendments
to the Zoning Map and Ordinance
Plamiing Manager Beiswenger presented the item. Recommended Action(s): Open the
public hearing on the Central Rohnert Park, Priority Development Area plan and related
environmental impact report, general plan updates and zoning ordinance amendments, take
public comments and continue the public hearing to March 22, 2016.

Vice Mayor Mackenzie stepped away from dais 6:25 pm and returned 6:30 pm
Public Hearing Opened 6:37 pm
Public Comment in Support: Wulff Reinhold spoke to a balance between housing and
business and supports creation of a downtown. Cindy Wise supports the creation of a
downtown. Richard Pope, Director of Codding Investments and Sonoma Mountain Village,
supports the creation of a downtown; suggested making a provision for the main street to
extend and not be blocked; and will be watching this item to see how Raley's fits in. Terri
Mazzanti supports the creation of a downtown, balance between housing and business, and
plan the project correctly and remember the vision.
Public Comment: Chris Meyer asked what the SMART station will look like. Cheryl
Campos expressed concern for how the project will impact her because she lives near the
proposed downtown; call it Central Rohnert Park if it will be mostly housing and not a
downtown.
ACTION: Moved/seconded (Stafford/Mackenzie) to continue the Public Hearing to a
date certain, March 22, 2016.

Stafford, Mackenzie, and Belforte, NOS: None, ABSTAINS: None,
ABSENT: Callinan.

10. Consideration of City Video Surveillance Cameras and Policy
Assistant City Manager Schwartz and Fire Marshal Adam presented the item.
Recommended Action(s): 1) Approve the use of video cameras at the exterior of park
restrooms as they are remodeled, including most immediately B pool, Alicia Park, Collegio
Vista Park, and sewer pump station; 2) Approve the expanded use of video cameras at
intersections and railroad crossings; 3) Approve expansion of the storage capacity of
existing video systems to comply with state law; and Adopt the attached "Video
Surveillance Policy.

ACTION: By Consensus (none opposed, Callinan absent), City Council directed staff
to move forward with the Recommended Actions.
11. Acceptance of Comprehensive Annual Financial Report Fiscal Year 2014-15, and
Proposition 4 Article XIII -B (GANN) Limit Agreed -Upon Procedures Report for
Fiscal Year 2015-16

Finance Director Howze presented the item. Benjamin Lau, Macias Gini & O'Connell, was
present. Recommended Action(s): Accept the Comprehensive Annual Financial Report
(CAFR) for FY 2014-15 and Proposition 4 Article XIII -B (GANN) Limit Agreed -Upon
Procedures Report for FY 2015-16.
Public Comment: None.
ACTION: By Consensus (none opposed, Callinan absent), City Council received the
report and directed staff to move forward with the recommended transfers to
Infrastructure Reserve, Vehicle Replacement Reserve, and IT Reserve at
Mid -year.
12. Graton Mitigation Program Budget 2014-15 Year -End Update
Management Analyst Atkins presented the item.

ACTION: By Consensus (none opposed, Callinan absent), City Council received the
report.

Mayor Belforte reported a topic of discussion was a potential tax or health district
be created to help fund health services in Sonoma County.

Sonoma Marine Area Rail Transit (SMART) (3/2)
Vice Mayor Mackenzie reported the utilities to the station platforms are being installed.
University District
Councilmember Stafford reported she, Mayor Belforte, Vice Mayor Mackenzie, and
Councilmember Ahanotu participated in the University District, Richmond American
Homes groundbreaking ceremony.
Miss Sonoma County Scholarship Pageant (3/5)
Mayor Belforte reported on the pageant, Hannah Maffia was named Miss Sonoma
County and Siobhan Hauff was named Miss Sonoma County's Outstanding Teen.
Sonoma State Sorority Alpha Gam Alumnae Lip Jam Event (3/4)
Mayor Belforte reported the event was fun and sold out.

Mayor Belforte reported she, Vice Mayor Mackenzie, Commander Bates, and Chief
Masterson participated in the reading event at Monte Vista Elementary School.
15. COMMUNICATIONS
Councilmember Stafford announced Education Foundation of Cotati and Rohnert Park's
fundraiser, Sharing of the Green, is March 12, 2016.
16. MATTERS FROM/FOR COUNCIL
Vice Mayor Mackenzie reported he will be attending the Local Government Commission's
Annual Conference in Yosemite and Metropolitan Transportation Commission annual
legislative trip to Washington DC.
