Mayor's Certificate of Recognition: Honoring Hannah Maffia for Earning the Title of Miss Sonoma County for 2016 Mayor Belforte announced that these two presentations will be rescheduled to a future. Department of Public Works and Community Services: Update on Farmer's Market and Party on the Plaza Beginning on June 3, 2016 Community Services Supervisor Herman provided the report and gave a presentation. 5. PUBLIC COMMENTS None. 6. CONSENT CALENDAR A. Approval of Minutes for: 1. City Council/RPFA/Successor Agency Joint Regular Meeting, May 10, 2016 B. Acceptance of Reports for: 1. Annual Review of the Growth Management Program 2. City Bills/Demands for Payment dated May 24, 2016 3. Successor Agency to the CDC Bills/Demands for Payment dated May 24, 2016 C. City Council Resolutions for Adoption: 1. 2016-044 Approving the City of Rohnert Park Current Pay Rates and Ranges Revised May 11, 2016 2. 2016-045 Approving an Agreement of Purchase and Sale and Joint Escrow Instructions for 435 Southwest Boulevard with A&J Investments, LLC and Authorizing the Mayor to Execute the Agreement and Take All Other Actions Necessary to Consummate the Transaction Contemplated by this Resolution 3. 2016-046 Approving and Adopting the Plans and Specifications for Structure Demolition at 100 Avram Avenue, 120 Avram Avenue, and 6750 Commerce Boulevard (Project Number 2016-02); Awarding the Contract to AFM Environmental, Inc.; Finding the Project Exempt from CEQA; and Amending Task Order No. 2016-01 with GHD, Inc. Authorize the City Manager to Execute a Task Order Agreement with GHD, Inc. for Professional Services for Design of the Performing Arts Center HVAC Replacement Project No. 2015-05 for a Not to Exceed Amount of $84,200 E. Authorize the City Manager to Execute All Documents and Take All Actions Necessary to Purchase a Rosenbauer EXT Body 101' Platform Commander 4000 Chassis Aerial Apparatus (Ladder Fire Truck) and Additional Equipment in an Amount Not to Exceed $1,200,000 ACTION: Moved/seconded (Callinan/Stafford) to approve the Consent Calendar. Mayor Belforte made the closed session announcement pursuant to Government Code §54957.7 and Council recessed to Closed Session at 5:14 p.m. in Conference Room 2A to Consider: 1. Conference with Legal Counsel — Anticipated Litigation - Significant exposure to litigation pursuant to Govertunent Code §54956.9(d)(2): (One Case) 2. Conference with Legal Counsel — Anticipated Litigation — Initiation of litigation pursuant to Government Code §54956.9(d)(4): (One Case) B. Reconvened Joint Regular Meeting Open Session in Council Chamber at 5:59 p.m. C. Report on Closed Session (Government Code § 54957.1) Mayor Belforte reported: no reportable action. 8. Discussion and Direction Regarding a Policy for the Use of Recreation Facility Fee Revenue Director of Public Works and Community Services McArthur presented the item. Recommended Action(s): Staff is seeking direction from the City Council for uses of the revenue generated from the $2 facility fee at the Callinan Sports and Fitness Center and Spreckles Perfonning Arts Center. Councilmember Callinan left the meeting at 6:00 p.m. Public Comment: None ACTION: By Consensus (none opposed, Ahanotu and Callinan absent), City Council directed staff to move forward with the recommended action. 9. Consideration of Proposed Purchasing Policy Changes Finance Director Howze presented the item. Recommended Action(s): Discussion and direction on the proposed purchasing policy changes and approve policy changes. This change will increase authority approval levels and limits, increase staff productivity, provide more time to research and evaluate purchases, and reduce credit card use. Public Comment: None. ACTION: By Consensus (none opposed, Ahanotu and Callinan absent), City Council directed staff to move forward with the recommended action. 10. PUBLIC HEARING: (NO EARLIER THAN 6PM —Noticed 5/13/2016 and 5/20/2016) Consideration of an Amendment to the Recreation Facility and Program Fee Schedule Community Services Manager Austin presented the item. Recommended Action(s): City Council direction to staff on recommended adjustments to the Recreation Facility and Program Fee Schedule (Fee Schedule). The final updated and amended fee schedule would be brought back to City Council on June 14, 2016 for public hearing and final approval. Adjust Fee Schedule as recommended to increase youth camp fees for cost recovery purposes and add new City of Rohnert Park Joint Regular Meeting Minutes May 24, 2016 for City Council/Rohnert Park Financing Authority/Successor Agency Page 4 of 6 fees to allow more camp programming options, and to lower group swim lesson fees to encourage participation and align with current regional market rates. Hearing Opened 6:31 p.m. Public Comments: None ACTION: By Consensus (none opposed, Ahanotu and Callinan absent) City Council continued the Public Hearing to a date certain, June 14, 2016. City Council directed staff to correct the errors regarding resident/non-resident rates and a.m./pan. charges for the Youth Camp Extended Care Program. City Council directed staff to hove forward with the recommended action after snaking the specified adjustments. Hearing Continued to a date certain, June 14, 2016. 11. PUBLIC HEARING: (NO EARLIER THAN 6PM —Noticed 5/13/2016 and 5/20/2016) Conduct a Weed Abatement Protest Hearing to Consider Abatement of Weeds Constituting a Nuisance within the City of Rohnert Park Fire Marshal Adam presented the item. Recommended Action(s): Conduct the required Protest Hearing and adopt the resolution finding no defensible protests and ordering the abatement of the noticed lots or properties. Hearing Closed 6:36 p.m. ACTION: Moved/seconded (Stafford/Mackenzie) to Approve Resolution 2016-047, Ordering the City Manager to Abate Nuisances Existing within the City of Rohnert Park with an updated exhibit showing the most current abatement list. Motion carried unanimously by the following 3-0-2 vote: AYES: Stafford, Mackenzie, and Belforte NOS: None, ABSTAINS: None, ABSENT: Ahanotu and Callinan. 12. PUBLIC HEARING: (NO EARLIER THAN 6PM —Noticed 5/13/2016) Adoption of a Negative Declaration and Approval of a General Plan Amendment and First Reading of An Ordinance Amendment to Rezone from Public Institutional to High Density Residential for Property Located at 435 Southwest Boulevard Development Services Director Pawson presented the item. Planning Manager Beiswenger was present to answer questions. Recommended Action(s): Staff recommends that the City Council conduct a public hearing and consider the following actions as recommended by the Planning Commission: 1) Adopt resolution to certify the Negative Declaration; 2) Adopt resolution to amend the General Plan map; and 3) Waive first reading and introduce City of Rohnert Park Joint Regular Meeting Minutes May 24, 2016 .fbr City Council/Rohnert Park Financing Authority/Successor Agency Page 5 of 6 ordinance to amend the City of Rohnert Park zoning snap to rezone 435 Southwest Boulevard from P -I Public Institutional to R -H High Density Residential. ACTION: Moved/seconded (Stafford/Mackenzie) to approve Resolution 2016-049 Approving an Amendment to the General Plan Diagram for the Land Use for the Project Site from Public Institutional to High Density Residential. ACTION: Moved/seconded (Stafford/Mackenzie) to introduce Ordinance 899 An Ordinance of the City of Rohnert Park, California, Amending the City of Rohnert Park Zoning Map to Rezone 435 Southwest Boulevard (APN: 143- 370-010) from P -L• Public Institutional to R -H: High Density Residential. COMMITTEE / LIAISON/ OTHER REPORTS A. Standing Committee Reports None. B. Liaison Reports 1. Association of Bav Area Government (ABAG) General Assembly (5/19 Vice Mayor Mackenzie reported on the merger between the Metropolitan Transportation Commission (MTC) and Association of Bay Area Government (ABAG) and provided an update on the consolidation process of the two agencies. Legislative Committee (Mayors & Councilmembers (5/20) Mayor Belforte discussed her concerns with upcoming proposed legislation including Assembly Bill 2501 (AB 2501), Senate Bill 876 (SB 276), and Senate Bill 1102 (SB 1102). A copy of the League of California Cities Sonoma County Legislative Matrix was provided as Supplemental Item 13.B.2. Chamber of Commerce (Board of Directors) (5/17) Councilmember Stafford reported the Business Showcase was held at Foxtail Golf Club and received positive reviews. Councilmember Stafford also commended City Manager Jenkins on his speech at the Noon Times meeting. 4. Senior Citizens Advisory Committee (5/19) No report. C. Other Reports Health Action Council Mayor Belforte expressed her concerns about the decision making process for liaisons and confirmed Council's preference to hear matters as a group rather than individually acting on Council's behalf. Mayor Belforte also discussed preschool taxes in relation to the City's finances. 14. COMMUNICATIONS Vice Mayor Mackenzie reported that Jimmy Smith, former 1st District Humboldt County Supervisor and co-founder of North Coast Resource Partnership, passed away at age 67. 15.
