CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Belforte called the joint regular meeting to order at 5:00 pm, the notice for which being legally noticed on October 20, 2016. Present: Gina Belforte, Mayor Jake Mackenzie, Vice Mayor Pam Stafford, Councilmember Amy O. Ahanotu, Councilmember Absent: Joseph T. Callinan, Councilmember Staff present: City Manager Jenkins, Assistant City Manager Schwartz, City Attorney Marchetta-Kenyon, Finance Director Howze, Development Services Director Pawson, Director of Public Works and Community Services McArthur, Director of Public Safety Masterson, and City Clerk Buergler. 2. PLEDGE OF ALLEGIANCE Led by Shelley Melville and Jack Costello. 3. PRESENTATIONS A. Mayor's Certificate of Recognition: Honoring John Umland for His Service to the Community through Neighbors Organized Against Hunger (NOAH) B. Mayor's Certificate of Recognition: Honoring Darlene Phillips for Her Service to the Community through Neighbors Organized Against Hunger (NOAH) Mayor Belforte read and presented certificates of recognition to John Umland and Darlene Phillips. 4. PUBLIC COMMENTS William Deeths requested City Council consider amending the ordinance banning backyard chickens to allow chickens. 6. CONSENT CALENDAR A. Approval of Minutes for: 1. City Council/RPFA/Successor Agency Joint Regular Meeting, October 11, 2016 B. Acceptance of Reports for: 1. City Bills/Demands for Payment dated October 25, 2016 2. City – Cash Report for Month Ending August 2016 3. City Councilmembers Quarterly Expense Report (July, August, September) C. City Council Resolution for Adoption: 1. 2016-101 Approving the Second Amendment to the Employment Agreement Between the City of Rohnert Park and Victoria Perrault for Human Resources Director Services 2. 2016-102 Approving the City of Rohnert Park Current Pay Rates and Ranges Revised October 12, 2016 3. 2016-103 Authorizing the Removal and Replacement of Trees in Landscape Medians on Country Club Drive Based on Exemption from CEQA Requirements Pursuant to Section 15304 4. 2016-104 Rescinding Acceptance of a Grant Deed Conveying 53 Acres and Rescinding Acceptance of the Crane Creek Trail Easement Agreement and Accepting a Grant Deed for 128 Acres from the University District LLC D. Ordinance for Adoption: 1. No. 900 An Ordinance of the City of Rohnert Park, California Approving a Second Amendment to the Development Agreement Between the City of Rohnert Park and University District LLC and Vast Oak Properties L.P. Regarding the Construction of Twin Creeks Park and a Potable Water Tank E. Authorize Approval of Donation Request from Reverend Samuel Tharpe for the Christmas Basket Program in the amount of $500.00 ACTION: Moved/seconded (Ahanotu/Stafford) approve the Consent Calendar. Motion carried by the following unanimous 4-0-1 Roll Call Vote: AYES: Ahanotu, Stafford, Mackenzie, and Belforte, NOS: None, ABSTAINS: None, ABSENT: Callinan. 7. Discussion and Direction on the City’s Representation on the Proposed Santa Rosa Groundwater Management Agency Development Services Director Pawson presented the item. Recommended Action(s): Commit to City Council representation on the Board of Directors of a proposed joint powers authority that will serve as the Santa Rosa Plain Groundwater Management Agency. ACTION: By Consensus (none opposed, Callinan absent) City Council supported the Recommended Action. 8. Consideration of a Project to Develop Regulations for Single Family Home Rentals Development Services Director i'awson presented the item. R,ecomn}ended Action(s): Direct staff to proceed with a project working with the City Council to develop and or update regulations related to various rental housing issues over the next six to nine months. Public Comment: None. ACTION: By Consensus (none opposed, Callinan absent) City Council supported the Recommended Action. 9. Sonoma County Mayors' & Councilmembers' Association Matters City Manager Jenkins presented the item. Recommended Action(s): Create a list of `Regional Issues of Significance' topics for submission to the Mayors' and Councilmembers' Association Board on November 17, 2016 for further consideration. Public Comment: None. ACTION: By Consensus (none opposed, Callinan absent) City Council listed revenue reform, transportation, and housing as issues of significance for submission for further consideration. City Council directed staff to include a request to the Board to reconsider the meeting schedule for 2017 to hold meetings every other month as opposed to the current quarterly meetings. 10. COMMITTEE / LIAISON/ OTHER REPORTS A. Standing Committee Reports 1. WaterlWastewater Issues Committee (10/24) Vice Mayor Mackenzie reported the Committee supported the recommended action of Item 7 on this agenda. B. Liaison Reports 1. Chamber of Commerce (Board of Directors) (10/ Councilmember Stafford reported Jake Mackenzie, representing SMART, and Paul Gullixson, representing the Press Democrat, will be Chamber of Commerce Noon Times speakers November 2, 2016. The annual tree lighting event will take place in December and the crab feed in January. 2. Library Board l 011 S None. 3. Mayors & Councilmembers Legislative Cornmittec 10/21 None. Other Reports Mayor Belforte reported the Health Action group is now officially a Health Action Chapter which allows thein to apply for grants. Mayor Belforte reported the suicide barrier project has been delayed because the cost is more than anticipated and five more officers have been employed to help reduce the number of people jumping. Vice Mayor Mackenzie reported representing the City at Sonoma State's Sustainability Week event and sat on a panel that discussed potential careers for Sonoma State students. Mayor Belforte reported sitting on a panel for Impact Sonoma regarding housing. Vice Mayor Mackenzie presented an award to North Bay Industries at the National Disabilities Week ceremony. ,Mayor Belforte reported she and Vice Mayor Mackenzie represented the City at the Green Music Center for Don Green's book signing. Mayor Belforte purchased a book which was signed for "The people of Rohnert Park" and she will give to the City. 11. COMMUNICATIONS Councilmember Ahanotu read a portion of a letter he received from Arnold Vondrak regarding traffic control on Lancaster and Lords Manor Way. 12. MATTERS FROM/FOR COUNCIL . Vice Mayor Mackenzie reported discussing informally the establishment of quiet zones with regards to the Sonoma Marin Area Rail Transit (SMART) with Mayor Belforte and City Manager Jenkins and requested the topic be agendized. City Council (Callinan absent) supported agendizing the discussion for further consideration at the November 22, 2016 meeting. 13. PUBLIC COMMENTS None. 14. CLOSED SESSION A.
