Call to Order / Pledge of Allegiance: Chair Merrick called the regular meeting of the Mobile Home Parks Rent Appeals Board to order at 7:01 p.m. and led the Pledge of Allegiance. II. Roll Call: Present: (4) Chair Merrick, Vice Chair Reymond and Board Members Carlson and Engelhart. Board Member Utter was absent. Staff Present: Alexandra Barnhill, Assistant City Manager, and Linda Babonis, Economic Development Manager. III. Approval of Meeting Minutes for the October 6, 2011 Regular Meeting It was moved by,Board Member Carlson, seconded by Board Member Engelhart, and carried 4- 0-1 (Utter absent) to approve the October 6, 2011, Regular Meeting Minutes. IV. Clerk's Acknowledgement regarding Posting of the Agenda Economic Development Manager Babonis confirmed that the agenda had been posted in accordance with the Brown Act. V. Adding Non -Agenda Items for Information Only None. VI. Public Appearances: For public comment on items not listed on the agenda. None. VII. Communications: None. VIII. Financial Report: Consideration and Acceptance of 2011 Year to Date Budget Detail Report • Board Discussion /Action It was moved by Board Member Engelhart, seconded by Board Member Carlson, and carried 4-0-1 (Utter absent) to approve the Financial Report. IX. A. Valley Village Mobile Estates Tenant Petition No. 2009-01 • Staff report • Public Comment Carol Boyd, Paula Molnar and Bill Fowler spoke regarding Tenant Petition No. 2009-01. City of Rohnert Park - 130 Avram Avenue - Rohnert Park - CA - 94928 - (707) 588-2233 • Fax (707) 794-9242 • Resolution for Adoption: Resolution 2011-03: Vacating in Whole Hearing Examiner's Draft and Revised Decisions Relating to Valley Village Mobile Estates Tenant Petition No. 2009-01 and Directing Staff to Schedule New Hearing to be conducted before another Hearing Examiner pursuant to Section 7.15 (D)(3) of the Board Rules and Regulations • Board Discussion /Action Board Member Carlson pointed out that the resolution number for this item was not quoted correctly by Chair Merrick when calling for the vote. Following brief discussion, staff confirmed that the resolution number referenced in the staff report and resolution is the correct number (Resolution No. 2012-01), not the resolution number listed on the Agenda. It was moved by Board Member Engelhart, seconded by Board Member Reymond, and carried 3-1-1 (Utter Absent; Carlson) to approve Resolution No. 2012-01. B. Selection of Hearing Examiner for New Hearing Relating to Valley Village Mobile Estates Tenant Petition No. 2009-01 • Staff Report • Public Comment • Board Discussion/Direction Vice Chair Reymond moved to select Jeffrey Walter as Hearing Examiner, Engelhart seconded the motion, it was carried 4-0-1 (Utter absent). Vice Chair Reymond moved to select Anthony Cermak as a back-up Hearing Examiner, Engelhart seconded the motion, it was carried 3-1-1 (Carlson abstained, Utter absent). X.
