Regular Meeting Minutes

I. Call to Order / Pledge of Allegiance Chair Carlson called the meeting of the Mobile Home
Parks Rent Appeals Board to order at 7:00 p.m. and led the Pledge of Allegiance.
II. Roll Call: Present (5): Chair Carlson, Vice Chair Engelhart and Board Members Broadhead,
Reymond and Utter.
III. Approval of Meeting Minutes for the March 7, 2013 Regular Meeting
It was moved by Board Member Engelhart, seconded by Board Member Utter, and carried
unanimously to approve the March 7, 2013, Regular Meeting Minutes.
IV. Clerk's Acknowledgement regarding Posting of the Agenda
Economic Development Manager Babonis confirmed that the agenda had been posted in
accordance with the Brown Act.
V. Adding Non -Agenda Items for Information Only
Economic Development Manager Babonis provided a handout to the Board on Parliamentary
Procedure.

IX. A. Study Session: Consideration of Potential Amendments to
Mobile Home Ordinance No. 494 and Rohnert Park
Rent Appeals Board Rules and Regulations

(1) Board Member Engelhart moved to amend Rent Appeals Board Rule 7.15 to provide for
an additional course of action that would enable the Board to "vacate the Hearing Examiner's
award in its entirety and grant the appeal." It was seconded by Chair Carlson and carried
unanimously to approve.
(2) Board Member Engelhart moved to amend Rent Appeals Board Rule 7.15 (F) in part
eliminating the following sentence, "The appellant shall pay actual cost for staff time, additional
Hearing Examiner time, or other actual expenses relative to the appeal." It was seconded by
Board Member Reymond and carried 4-0-1. Chair Carlson abstained.

(3) Board Member Utter moved to strike rule 8.01(B). It was seconded by Board Member
Engelhart and carried 4-0-1. Chair Carlson abstained.
Staff was directed to look into inconsistencies related to fees in the Rules and Regulations; and
to make suggestions about new wording about any types of filing fees related to petitions and
appeals.
Staff was directed to bring back options with respect to housing services.
