CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Belforte called the joint regular meeting to order at 5:02 pm, the notice for which being legally noticed on December 8, 2016. Present: Gina Belforte, Mayor Jake Mackenzie, Vice Mayor Amy O. Ahanotu, Councilmember Joseph T. Callinan, Councilmember Pain Stafford, Councilmember Absent: None. Staff present: City Manager Jenkins, Assistant City Manager Schwartz, City Attorney Marchetta-Kenyon, Finance Director Howze, Development Services Director Pawson, Director of Public Works and Community Services McArthur, Human Resources Director Perrault, Director of Public Safety Masterson, City Clerk Buergler, Senior Analyst Tacata, Executive Assistant to the City Manager Adams, Executive Assistant to the City Manager Drolet and Deputy City Clerk Saldanha. 2. PUBLIC COMMENTS Brad Silvestro, American Medical Response, thanked Council for their support and commended the collaborative efforts of the Rohnert Park Public Safety Department. Chris Borr, Parks and Recreation Commissioner, encouraged Councilmembers to attend the Callinan Sports Center 30t" Anniversary celebration and participate in a free throw challenge against the Parks and Recreation Commission. 6. Approve a Letter Requesting Revisions to Sonoma County's Proposed Cannabis Regulations and Authorize the Mayor to Sign F. Formation of a Council Ad -Hoc Committee to Review City Commission, Committee, and Board Member Terms of Office ACTION: Moved/seconded (Callinan/Stafford) to approve the Consent Calendar. Motion carried by the following unanimous 5-0 vote: AYES: Ahanotu, Callinan, Stafford, Mackenzie, and Belforte, NOS: None, ABSTAINS: None, ABSENT: None. City of Rohnert Park Joint Regular Meeting Minutes December 13, 2016 for City Council/Rohnert Park Financing Authority/Successor Agency Page 3 of 4 6.C.3 2016-115 Amending the City Council Protocols Councilmember Callinan raised the issue of adding a timeline on how quickly staff should notify Councilmembers via text message about significant incidents. ACTION: Moved/seconded (Callinan/Stafford) to adopt Resolution 2016-115 Amending the City Council Protocol and Council directed staff to send notifications via text message as soon as possible. Motion carried by the following unanimous 5-0 vote: AYES: Ahanotu, Callinan, Stafford, Mackenzie, and Belforte, NOS: None, ABSTAINS: None, ABSENT: None. 5. PUBLIC COMMENTS Kimberley Fields expressed her concerns regarding high rent increases in Rohnert Park and requested Council to consider adopting rent control regulations. 7. CEREMONY FOR INSTALLATION OF OFFICERS FOR THE YEAR 2017 A. Installation of Councilmembers Elect 1. Certificates of Appointment as if Elected City Clerk Buergler presented Certificates of Appointments as if Elected to Councilmember Belforte, Callinan and Mackenzie. 2. Administration of Oaths of Office City Clerk Buergler administered oaths of office to Councilmember Belforte, Callinan and Mackenzie. B. Reflections 2016 1. Year's Highlights (slide show) Video presentation. 2. Councilmembers' Comments Councilmembers Ahanotu, Callinan, Stafford and Vice Mayor Mackenzie commented on 2016. Mayor's Comments Mayor Belforte commented on 2016. C. Presentation to Mayor Gina Belforte for 2016 Year as Mayor Vice Mayor Mackenzie presented Mayor Belforte with a memento of the past year and thanked her for her service. D. Installation of Mayor Mackenzie and Vice Mayor Stafford for 2017 Outgoing Mayor Belforte presented the gavel to incoming Mayor Mackenzie. Mayor's Comments Mayor Mackenzie expressed his vision for 2017. December 13, 2016 Page 4of4 2. Councilmembers' Comments Councilmembers Ahanotu, Belforte, Callinan and Vice Mayor Stafford expressed their vision for 2017. Mayor Mackenzie announced that the next regularly scheduled City Council meeting will be on January 10, 2017. 8.
