Mayor's Certificate of Recognition: Honoring Olwen Peterson and Joan Schmutz for their Volunteer Work with Friends of the Library Mayor Mackenzie presented Certificates of Recognition to Olwen Peterson and Joan Schmutz, who both thanked Council for their recognition and acknowledged the hard work of their fellow volunteers. B. Update on Military Banner Program by Andy Durkee Andy Durkee, Military Banner Program, provided the update regarding the current installation summary. Presentation: Marin/Sonoma Mosquito & Vector Control District — Annual Financial Report Phil Smith, Marin/Sonoma Mosquito & Vector Control District Manager, presented the report. 4. DEPARTMENT HEAD BRIEFING City Manager Jenkins announced staff will be repairing a pipe to help prevent flooding on Snyder Lane in front of the Community Center. City Manager Jenkins reminded members of the public to drive safely during stormy weather and avoid driving through flood waters. 5. PUBLIC COMMENTS Mayor Mackenzie referenced the City Council Protocols and explained the public comment process to the audience. [Anonymous Speaker] expressed his dissatisfaction with the level of assistance and accommodations provided by the City related to his disability. Tony Geraldi, General Operations Manager of Sonoma County Airport Express, invited Councilmembers to the 71" Miss Sonoma County Competition at 7:00 p.m. at Spreckles Performing Arts Center on March 4, 2017. Siobahn Hauff described her duties as Miss Sonoma County's Outstanding Teen and explained the five competition stages of the Miss California Program. Reverend Pam Novelly expressed her concerns regarding eviction notices from the owners of Citadel Apartments located on Country Club Drive and opposed the conversion to luxury apartments in order to preserve existing affordable housing. Mike Steffen spoke about rent increases at Citadel Apartments located on County Club Drive and urged Council to focus on affordable housing issues. Chris Meyers expressed her concerns regarding Sonoma County's Regional Climate Action Plan 2020 and emphasized the importance of greenhouse gas reduction goals. 6. CONSENT CALENDAR A. Recommended Action(s): Provide direction regarding a proposed update of the City's Strategic Plan. Public Comments: None. Mayor Mackenzie recessed the meeting due to a power outage at 6:53 p.m. and reconvened the meeting as soon as the power was restored at 6:54 p.m. ACTION: By Consensus (none opposed), City Council directed staff to update the Strategic Plan and Goals, 2016 Accomplishments, Best Practices and 2017 Action Plan and bring back for approval at a future meeting. 8. ACTION: Council confirmed Mayor Mackenzie's designation of Vice Mayor Stafford as the alternate voting representative to attend City Selection Committee or Sonoma County Mayors' and Councilmembers' Association meetings if he is unable to attend. 9. PUBLIC HEARING (NO EARLIER THAN 6PM — Noticed on 12/30/2016) Mitigated Negative Declaration for Residences at Five Creek Project and the City Public Safety/Public Works Facility; and Residences at Five Creek Project, including General Plan Amendment, Stadium Area Master Plan Amendments, Final Development Plan and Conditional Use Permit; Introduction of an Ordinance Approving a Development Agreement Between the City of Rohnert Park and Stadium RP Development Partners, LLC, for Development of the Residences at Five Creek Project (APN 143-040-124); and Tentative Map (File No. PROJ2016-0001) City of Rohnert Park Joint Regular Meeting Minutes for City Council/Rohnert Park Financing Authority/Successor Agency January 10, 2017 Page 7of10 Assistant City Manager Schwartz and Planning Manager Beiswenger presented the item. Director Pawson addressed questions regarding storm water. Recommended Action(s): Conduct a public hearing and consider approval of a Mitigated Negative Declaration for Residences at Five Creek/City Public Safety/Public Works Facilities; and consider approval of the Residences at Five Creek Project, including approval of a General Plan Amendment, Stadium Area Master Plan Amendments, Final Development Plan and Conditional Use Permit; Development Agreement between the City and Stadium RP Development Partners LLC; and Tentative Map (File No. PROJ2016-0001). Mayor Mackenzie stepped away from the dais and Vice Mayor Stafford assumed the gavel returned at 7:17 p.m. Mayor Mackenzie returned at 7:21 p.m. and reassumed the gavel. Hearing Opened 8:00 p.m. Public Comments: Matt Waken, Stadium RP Development Partners, supports the development and commended staff for their work on this project. Matt Waken addressed questions from the Council regarding architecture, timelines, water pressure conditions, and retail tenants. Andrew Wood, Hotel Developer for Stratus Development, supports the development and emphasized that Rohnert Park is an attractive site for a new hotel. Andy Bordessa, Civil Engineer for Civil Design Consultants Inc., supports the development and commented on storm drain designs. Councilmember Ahanotu stepped away from the dais at 8:06 p.m. and returned at 8:07 p.m. Tony Saris, Fiori Estates Owner, opposes the development and expressed concerns regarding the construction of more apartments and need for more retail. Betty Saris, wife of Fiori Estates Owner, opposes the development and spoke about the project's lack of affordable housing fees. Hearing Closed 8:28 p.m. ACTION: Moved/seconded (Ahanotu/Stafford) to adopt Resolution 2017-008 Approving the Mitigated Negative Declaration for the Residences at Five Creek Project and City Public Safety and Public Works Facilities (APN 143- 040-124) For the record, Councilmember Callinan asked City Manager Jenkins to publicly address issues regarding purchase prices for the Five Creek Project. City Manager Jenkins discussed purchase prices and noted that the main focus of the project is the revenue stream generated from the development. Councilmember Callinan also questioned City Manager Jenkins on the transition from commercial property to residential property during the marketing process. City Manager reported that the property was publicly marketed to retailers, but these efforts only resulted in one interested party, which was a grocery store. Councilmember Callinan also asked City Manager Jenkins to address matters on affordable housing. City Manager Jenkins discussed recent changes City of Rohnert Park Joint Regular Meeting Minutes January 10, 2017 ,for City Council/Rohnert Park Financing Authority/Successor Agency Page 8 of 10 in case law regarding cities and rent control requirements. Councilmember Callinan highlighted the importance of Transient Occupancy Taxes (TOT) and explained how the project will benefit the long tenn goals of the City. Councilmember Belforte proposed changing the language in Section 6.6 on page 14 of the Development Agreement by adding the words "or preservation" to the sentence which currently reads "to assist in the creation of affordable housing." Councilmember Ahanotu supported the addition of language proposed by Councilmember Belforte and amended his motion to reflect this change to the Development Agreement. Vice Mayor Stafford seconded. Waste & Recycling, Committee (12/19) Vice Mayor Stafford reported on issues surrounding waste disposal and noted that the consultant services agreement with R3 Consulting Group was approved by City Council at tonight's meeting. B. Liaison Reports 1. Health Action Council (12/2) No report. 2. Chamber of Commerce Board of Directors 12/14 Councilmember Stafford announced the "Hot Crab" Crab Feed will take place on February 11, 2017. 3. Golf Course Oversight Committee 1/3 No report. 4. Sonoma County Trarispotlation Authority(SCTA) (12/12) Mayor Mackenzie reported on the renewal of the sales tax measure, "Measure M", in order to generate more funding for the improvement of road conditions in Sonoma County. Mayor Mackenzie also reported on funding efforts regarding the widening of Highway 101. C. Other Reports None. 11. COMMUNICATIONS Mackenzie Mayor attended the swearing in ceremony for the Sonoma County Board of Supervisors on January 10, 2017. Mayor Mackenzie discussed the Women's March on Washington and Council opposed placing this matter on a future agenda. 12. MATTERS FROM/FOR COUNCIL Councilmember Callinan announced that the Police Officer's Association (POA) Crab Feed will take place on January 17, 2017. A.
