Call to Order Chair Tim Hensel called the meeting to order at 5:33 PM. 2. Introductions FINAL Chair Hensel commenced self -introductions. Committee Members present were Tim Hensel, Stephen Gold, Carson Williams, and Katie Musick. City staff present were Eydie Tacata, Management Analyst and Art da Rosa, Deputy City Engineer. 3. Public Comments No members of the public were present. There were no public comments. Approval of Minutes of Meeting of February 22, 2016 Committee Member Gold moved to approve the February 22, 2016 meeting minutes; the motion was seconded by Committee Member Williams and was approved (4-0-1-0). 5. Snyder Lane Rehabilitation — Keiser Ave to Moura Lane — Bicycle Facilities Chair Hensel introduced the item. Staff member da Rosa explained that he was seeking input on a proposed rehabilitation project on Snyder Lane between Keiser Avenue and Moura Lane, just south of the "G" section neighborhood. The Committee discussed various issues including: • Removal of the asphalt concrete separator dike between the path and car travel lanes on the eastern side of the project segment • Provision of a wider bike lane on the western side of the segment, as the existing lane seems to be narrow • Observations by Deputy City Engineer of little to no pedestrian activity eastern side of segment • Existence of bus stop on eastern side and no pedestrian facilities like sidewalk or crosswalk in relation to bus stop usage; pedestrian activity related to bus stop, including mid -block crossings to and from bus stop and residents of apartments and senior living facility ori west side; users waiting in Class I area for bus • Desire for a pedestrian facility, safety/warning features or other appropriate measures to make mid -block crossing to bus stop more safe Rohnert Park Bicycle and Pedestrian Advisory Committee DRAFT April 4, 2016 Meeting Minutes Deputy City Engineer da Rosa said that the scope of this paving project does not include constructing a sidewalk on the eastern side, as this is segment will be widened and sidewalk provided by future development. However, the project would include a bus turnout. Also, a raised pad for the waiting area could be created utilizing the full -depth reclamation process to build up the pavement for this purpose. Committee Member Gold requested review of preliminary plans for the project. Chair Hensel asked about the project schedule. Deputy City Engineer da Rosa said that a Request for Qualifications for project design is being prepared for release shortly. The project would be designed through winter, bid out in early spring, with construction to start in May 2017. 6. 2016 Agenda Items Calendar Chair Hensel introduced the item. Staff member Tacata called attention to the memorandum for the item, which listed the remaining months of the calendar year and suggested agenda items for the Committee's consideration. There was general concurrence about the topics and scheduling. There was also concurrence about adjusting meeting dates as follows: • Regular meeting of June 27 rescheduled to June 20 (for staff availability) • Regular meeting of July 25 to July 18 (for workshop with City of Cotati Planning Commission) • Regular meeting of December 26 (City of Rohnert Park office closed for holiday) to December 19 Committee Member Gold requested field visits during the summer with the lengthened daylight hours, especially to review project areas in advance of the development of project plans. 7. Staff and Committee Member Updates on Previous Matters Chair Hensel reported on the progress of Sonoma State University addressing the pedestrian mid -block crossing activity on East Cotati Avenue between the campus and the south side of the street. A consulting firm is being hired to study campus circulation, including the front of the campus. He also reported on discussions with University officials to consider warning signage for vehicles, and also fencing, which he is told the Campus Architect would have to approve. 8. New Matters for Future Consideration There were no new matters put forth for consideration at this time. 9. Adjournment Committee Member Gold moved to adjourn the meeting; the motion was seconded by Committee Member Musick and carried unanimously (4-0-1-0).
