Call to Order Acting Chair Carson Williams called the meeting to order at 5:38 PM. Introductions Acting Chair Williams commenced introductions. Committee Members present were Stephen Gold and Katie Musick; staff present were Eydie Tacata, Management Analyst and Art da Rosa, Deputy City Engineer; also present were Chris Borr, Parks & Recreation Commission Liaison and Vin Hoagland, Sonoma County Bicycle and Pedestrian Committee, 3`d District. 3. Approval of Minutes of Meeting of June 27, 2015 Acting Chair Williams moved to approve the June 27, 2015 meeting minutes; the motion was seconded by Committee Member Musick and carried unanimously (3-0-2-0). 4. Bicycle and Pedestrian Facilities on the Snyder Lane Widening Project Acting Chair Williams introduced the item. Staff member Art da Rosa, Deputy City Engineer, gave an update of the Snyder Lane Widening and answered questions from Committee members and meeting attendees on the following aspects of the project: Project detours Outreach to public, school district, Sonoma State University, affected businesses and other constituencies regarding the project and detours Improvements on Snyder Lane at Copeland Creek Bike Path intersection, including in - pavement flashers at crosswalk, raised median / pedestrian refuge, updated ADA -compliant curb ramps, street lighting There were suggestions from the Committee and discussion among the group about other safety measures for the City to consider for Snyder Lane and the Copeland Creek Path, including: • Warning signs or pavement markings on Copeland Creek path, alerting bicyclists as they approach the street intersection • Use of crossing guards, training high school students as crossing guards • Upkeep of bike lane striping on Snyder Lane, which is presently faded to non-existent. Deputy City Engineer da Rosa explained that the bike lane segments of Snyder Lane that are Rohnert Park Bicycle Advisory Committee July 27, 2015 Meeting Minutes FINAL within the project limits would restriped, and that there is also a project being carried out by the City Public Works Department to refresh pavement markings throughout the City. Additional discussion took place regarding: • Stop signs for bicyclists • Bicycle detection, the functions of advanced loop and camera detection for vehicles. Deputy City Engineer da Rosa explained that camera detection to better detect bicycles will be part of Rohnert Park Expressway Rehabilitation project, and will to be implemented where possible with projects. He hopes to gradually equip the City's intersections with sensors that can distinguish different users. • Desire for Bicycle Advisory Committee to be involved in design decisions • Clarification that parking is not being added along Snyder with the widening project • Clarification of Snyder Lane Widening project schedule in relation to school opening. Deputy City Engineer da Rosa explained that it is a 14 -month project, but the section of Snyder Lane between Southwest Boulevard to Copeland Creek is to be completed by the start of the school district's school year in mid-August • Coordination of utilities project (water line) with street project • Clarification that intersection of Snyder Lane and East Cotati Avenue is not included in project. Committee members discussed the eastbound and westbound bike lane striping on East Cotati Avenue approaching the Snyder Lane intersection and requested that adjustments be made to the striping to mnimize conflict for bicyclists with right -turn movements by cars. 5. Construction Signs Acting Chair Williams introduced the item. Staff member Art da Rosa, Deputy City Engineer and the Committee members discussed the role of the traffic control plan for construction projects; the impact of construction signs on bicycle and pedestrian facilities; whether there are construction contract provision for removing signs after they are not needed, particularly in bike travel lanes, and how to report such signs and have them moved or removed. 6. New Matters for Future Consideration The committee members suggested the following matters to consider for future Committee agendas: Inviting to a future BAC meeting the City of Cotati's advisory committee representatives whose purview includes bicycle and pedestrian issues 5. Public Comments Vin Hoagland reported a hazardous condition of uneven junction where the bicycle/pedestrian bridge structure over Laguna de Santa Rosa Channel and the adjoining path meet. There was discussion about whether this hazard is located in the city limits of Rohnert Park or Cotati. Staff said they would contact Cotati to determine the appropriate jurisdiction to correct the situation. 6. Adjournment Acting Chair Williams moved to adjourn the meeting; the motion was seconded by Committee Member Gold and carried unanimously (3-0-2-0).
