Introductions Chair Hensel commenced self -introductions. Committee Members present were Tim Hensel, Stephen Gold, and Katie Musick; City staff present were Eydie Tacata, Management Analyst, and Mary Grace Pawson, Development Services Director/City Engineer; also present was Jerry Griffin, Parks & Recreation Commission Liaison. 3. Approval of Minutes of Meeting of August 24, 2015 A correction to the Minutes of the meeting of August 24, 2015 was requested for Item 5: Public Comments to reflect that there was a report by a member of the public of an uneven junction between the bike/ped bridge and adjoining pavement at the Laguna Channel and Commerce Boulevard Bike Path. Committee Member Stephen Gold moved to approve the August 24, 2015 meeting minutes with correction; the motion was seconded by Committee Member Katie Musick and carried unanimously (3- 0-2-0). 4. Snyder Lane Pedestrian Improvements North of Rohnert Park Expressway Chair Hensel introduced the item. Staff member Mary Grace Pawson updated the Committee and answered questions about the Snyder Lane Pedestrian Improvements North of Rohnert Park Expressway, including: Reporting on the bicycle and pedestrian improvements planned for the project section between Camino Corto and San Francisco Way, such as new or replacement street lighting; new traffic signal and crosswalk at Camino Corto; enhanced crosswalk at Copeland Creek (2 crosswalks) with median pedestrian refuge and user -activated in -ground warning lights; enhanced crosswalk with in -ground warning lights at Medical Center Drive; new center median curb on Snyder Lane north of intersection at Rohnert Park Expressway; replacement of on -street bike lanes Rohnert Park Bicycle Advisory Committee FINAL September 28, 2015 Meeting Minutes • Project communication to public such as use of construction message board The committee and staff also discussed the section of Snyder Lane north of San Francisco Way, including: • Complexity of integrating bicycle facilities, crosswalk placement and traffic signals between San Francisco Way and Keiser Avenue • Future of protected bike lane on east side Snyder Lane, that the developer of the Northeast Specific Plan would be responsible for the widening of Snyder Lane in this section, including provision of a bicycle facility to replace the existing The Committee and staff also discussed the general absence of crossing guards at schools. Staff was asked to inquire with the school district about the provision of crossing guards. The Committee requested staff to add the members to the e-mail alerts for the Snyder Lane Widening project. 5. Bicyclists and Pedestrians on East Cotati Avenue: Crossing from Sonoma State University to Wolf Den Plaza Chair Hensel introduced the item. Staff member Eydie Tacata said that the Committee asked for this item to be agendized, which is a discussion about pedestrians crossing mid -block on East Cotati Avenue, east of the intersection at Bodway Parkway (between the Sonoma State University campus and the Wolf Den Plaza and Canon Manor subdivision on the south side of East Cotati Avenue). The discussion included: • Crosswalk or other control, difficulty of getting warrants (i.e. technical criteria that justifies installation of traffic controls) at this mid -block location; potential accident data • Striping (i.e. double yellow lines) east of curbed median, condition of striping • City and County limits, State of California (i.e. Sonoma State University) property lines in the vicinity of pedestrian activity in this area • Jurisdictional responsibilities and interjurisdictional relationships and funding needed to address issue • Sonoma State Universities Campus Facilities and Sonoma State University Transportation Committee potential role to address issue with engineering or other solutions such as a barrier (e.g. short fence) on the campus side of East Cotati Avenue to prevent mid -block crossing or to physically direct pedestrians to use intersection at Bodway Parkway 6. New Matters for Future Consideration Chair Hensel requested that staff look into potential safety hazards at northwest corner of Snyder Lane and East Cotati Avenue, in the area where the sidewalks converge and the trees were removed, creating holes. Rohnert Park Bicycle Advisory Committee September 28, 2015 Meeting Minutes FINAL Committee Member Musick mentioned potential safety hazards on sidewalks on Southwest between Snyder and Country Club Drive. Committee Member Gold added the report of tree root damage in the protected bike lane on Southwest. There was additional discussion about the presence of schools along Southwest Boulevard and the need to review bicycle and pedestrian improvements along this corridor. Committee Member Gold asked about the status of training on the Brown Act. Parks and Recreation Commissioner Jerry Griffin mentioned that the Parks and Recreation Commission was also anticipating the same training to be delivered. 5. Public Comments There were no public comments. 6. Adjournment Chair Hensel moved to adjourn the meeting; the motion was seconded by Committee Member Musick and carried unanimously (3-0-2-0).
