1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Mackenzie called the joint regular meeting to order at 5:00 pm, the notice for which being
legally noticed on January 19, 2017.

3. PRESENTATIONS
B. Mayor's Certificate of Recognition: Honoring Rohnert Park Public Safety Officers
Association for Their Work with the December 2016 Toy Drive
Mayor Mackenzie read and presented the certificate of recognition honoring Rohnert
Park Public Safety Officers Association to Sergeant Jerrod Marshall and Officer
Casey Thompson.

C. Sonoma State University Presentation on SMART Cities Collaboration
Dr. Christopher Halle, Sonoma State University (SSU), presented Nature! Tech Lead
an SSU technology collaboration program. SSU is working with the Smart City
Project Manager on an environmental awareness platform and is seeking a
partnership with the City.
ACTION: By consensus, (none opposed), Council was supportive of working
with SSU and directed the City Manager to keep Council informed of
possibilities and provide progress reports.
A. Mayor's Proclamation: Recognizing January 2017 as Human Trafficking Awareness
Month
Mayor Mackenzie read and presented the proclamation to Suzanne Caflisch, Verity
Human Trafficking Victim Advocate.
SSU STUDENT REPORT
Erin Jasper, Legislative Representative, Sonoma State University Associated Students, Inc.
(SSU ASI) reported the Academic Senate and Associated Student Government Senate passed
a resolution to develop the Good Neighbor Program to assist students with transitioning from
on campus housing to off campus housing. Ms. Jasper is seeking ideas from Council. A
resolution was also passed in opposition the Board of Trustees' decision to raise tuition.
Mayor Mackenzie stated he welcomes an invitation to the Associated Students meeting and
requested she keep City staff informed as the Good Neighbor Program is developed.
DEPARTMENT HEAD BRIEFING
A. Public Safety: Annual Crime Report and North Rohnert Park Neighborhood Meeting.
Director of Public Safety Masterson presented the Annual Crime Report and reported on
the North Rohnert Park Neighborhood Meeting.
6. PUBLIC COMMENTS
Mayor Mackenzie spoke to the guidance of the City Council Protocols for the Public
Comments portion of the Agenda.
Reverend Pam Novelly provided an update regarding the eviction of residents at the Citadel
Apartments located on Country Club Drive. The residents are working with legal aid. She
expressed concern for the lack of affordable housing in Rohnert Park and Sonoma County.
Jan Kirby expressed concern for the way emergency information is disseminated to the
residents of Rohnert Park. She suggested that the City also use Channel 26 to distribute
emergency information not everyone has smart phones or computer access to receive
notification. City Manager Jenkins suggested signing up for SoCo Alert which is an
emergency alert system.

Rebekah Webster, Citadel Apartments resident, received a notice to vacate and expressed
concern for the lack of affordable housing in Rohnert Park and Sonoma County.
Cassey Zarate, Citadel Apartments resident facing eviction, spoke in favor of rent control as
a way to deal with the negative effects of the housing market.
Mayor Mackenzie called for the speaker who submitted a speaker card marked "void." No
one came forward, therefore, the Mayor closed public comment.

E. Authorize the City Manager to Execute an Acknowledgement of Expiration and
Termination of Development Agreement with KSL Rohnert Park II, LP
F. Authorize the City Manager to Execute the Second Amendment to Design Professional
Services Agreement with STRATA ap, Inc. for City Buildings Roof Replacement
Projects

8. Discussion and Direction Regarding the Possible Regulation of Short Term Rentals
(STRs)
Planning Manager Beiswenger and Planner Tusinger presented the item. Recommended
Action(s): Direct City staff to develop limited regulations for STRs that still allow them
under certain circumstances. Specific regulations that might be appropriate to implement
include: Requiring a business license and paying TOT (transient occupancy tax); Limiting
concentrations so as to maintain neighborhood character; Requiring an administrative pennit
at minimum, with associated noticing requirements; and Applying different regulations to
whole house rentals versus room rentals.
Public Comment: None.
ACTION: By Consensus (none opposed), City Council supported the Recommended
Action and adding an owner present and occupied requirement and
neighborhood notification. This item will come back for Council
consideration.
9. Discussion and Direction Regarding Animal Shelter Fee Schedule Update
Public Safety Commander Johnson and Animal Shelter Supervisor Zeldes presented the item.
Recommended Action(s): Directing staff to bring back an increase to the fees as outlined in
the staff report.
Councilmember Callinan stepped away from dais 7:02 pm and returned 7:04 pm.
Mayor Mackenzie stepped away from dais 7:07 pm and Vice Mayor Stafford assumed the
gavel.
Public Comment: None.
Mayor Mackenzie returned 7:09 pm and reassumed the gavel.
ACTION: By Consensus (none opposed), City Council supported the Recommended
Action.
10. 2017 City Council Committee Appointments and Liaison Assignments to Various
Outside Agencies
Mayor Mackenzie presented the item. Recommended Action(s): Announce Mayor's
assignment of Councilmembers to the City's various standing, ad hoc committees and liaison
assignments; and confirm the Mayor's appointment of Councilmembers to various outside
agencies and liaison assignments.
Public Comment: None.
Mayor Mackenzie distributed a list of assignments to City Council committees and liaison
assignments, and appointments to various outside agencies for 2017.

Mayor Mackenzie reported the Committee was presented with the data on water
revenue, cash balance, and noted an increase in 2008 and 2015.

Councilmember Belforte reported the Committee received an update on two projects,
the Peace Garden and paving of the Senior Center front parking lot.

Sonoma Couiity City Selection Committee 1/12
Mayor Mackenzie reported the Committee held a special meeting to consider letters of
interest for the vacancy on the California Coastal Commission. Two names, Sebastopol
Councilmember Gurney and Santa Rosa Councilmember Rogers, were forwarded for
consideration.
Mayor Mackenzie announced the Mayors' and Councilmembers' Association will hold a
meeting on February 9, 2017 in Cotati_ He noted Prue Draper, one of the
founders/historian of the City of Cotati, recently passed away.
12. COMMUNICATIONS
Councilmember Callinan reported the Rohnert Park Public Safety Officers' Association Crab
Feed was held on January 14, 2017 and the Chamber of Commerce is holding a crab feed
February 11, 2017.
