1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Mackenzie called the joint regular meeting to order at 5:00 pm, the notice for which being
legally noticed on February 23, 2017.

Staff present: City Manager Jenkins, Assistant City Manager Schwartz, City Attorney

of Public Works and Community Services McArthur, Director of Public Safety Masterson,
Human Resources Director Perrault, Public Safety Commander Johnson, Animal Shelter

3. PRESENTATIONS
A. Mayor's Certificate of Recognition: Honoring Wes Claassen for His Volunteer Work
and Outstanding Community Service
Mayor Mackenzie read and presented the certificate of recognition to Wes Claassen.
4. DEPARTMENT HEAD BRIEFING
City Manager Jenkins invited residents to participate in the Community Survey, which is
available online at 4�_wwa1pcity,o1Vw vey. Survey will close Sunday. City Manager Jenkins
also reported almost 2000 people have taken the survey thus far and the survey will close on
March 5, 2017.

5. PUBLIC COMMENTS
Reverend Pam Novelly read a letter to the editor from the February 24, 2017, edition of the
Community Voice she wrote regarding the lack of affordable housing and the need for rent
control in Rohnert Park.
Peter Alexander expressed concern for various social issues such as marijuana, rent control,
Federal increase in funding for the military, vaccines, California Care, and human trafficking.
Carleen Woerner expressed concern for the rent increases at Citadel Apartments and would
like to make people aware of what is happening at the complex.

Finance Director Make Appropriations and Increase Budgeted Revenue
to Account for Developer Reimbursements
2. 2017-025 Approving of the Amended and Restated Joint Exercise of Powers
Agreement for the Sonoma County Waste Management Agency
3. 2017-026 Authorizing an Increase in Budget Appropriations from Senior Center
Donations and Sports Center Capital Facility Fee Fund
ACTION: Moved/seconded (Ahanotu/Stafford) to approve the Consent Calendar.
Motion carried by the following unanimous 3-0-2 Vote: AYES: Ahanotu,
Stafford, and Mackenzie, NOS: None, ABSTAINS: None, ABSENT: Belforte
and Callinan.
7. CLOSED SESSION
A. Mayor Mackenzie made the closed session announcement pursuant to Government Code
§54957.7 and Council recessed to Closed Session at 5:21 p.m. in Conference Room 2A to

Mayor Mackenzie reported: no reportable action.
Discussion and Direction on Aquatics Program and Pool Facilities
Director of Public Works and Community Services McArthur presented the item.
Recommended Action(s): M pool to remain open this upcoming swim season with the
addition of the proposed extended programming. During the upcoming swim season, staff
will carefully track attendance at each pool, along with revenue and expenditures, in order to
evaluate each pool's performance and overall community benefit. After the swim season
concluded, staff would return to the Parks and Recreation Commission and City Council to
report on the performance outcomes of the pools.

Public Comment: None.
ACTION: By Consensus (none opposed, Belforte and Callinan absent), City Council
supported the Recommended Action and directed staff to notify the residents
in M Section that Magnolia Pool was built at the request of the residents and
staff will be monitoring the use of all City pools including Magnolia to assess
utilization.
PUBLIC HEARING (NO EARLIER THAN 6PM — Noticed on 2/17/2017 and
2/24/2017)
Consideration of Animal Shelter Fee Schedule Update
Public Safety Commander Johnson and Animal Shelter Supervisor Zeldes presented the item.
Recommended Action(s): Approve resolution approving an increase to the current Animal
Services fee schedule pursuant to Rohnert Park Municipal Code Section 6.02.030.

Public Comments: Janet Lowery spoke in opposition of the 50% increase in licensing fees.

ACTION: Moved/seconded (Stafford/Ahanotu) to adopt Resolution 2017-027 Approving
an Increase to the Animal Shelter Fee Schedule.

INTRODUCTION OF ORDINANCE — An Ordinance Amending the Title and Sections
8.32.020 and 030 of Chapter 8.32 (Use of Tobacco) of the Municipal Code to Include
Regulation of Electronic Cigarettes
Development Services Director Pawson presented the item. Recommended Action(s): Waive
the first reading and introduce an Ordinance amending the title and certain sections of
Chapter 8.32 (Use of Tobacco) of the Municipal Code to include regulation of electronic
cigarettes.

1. Chamber of Commerce (Board of Directors
Councilmember Stafford reported Chamber is doing well financially. There is a Noon
Times Wednesday, March 1, 2017. A ribbon cutting ceremony will be held March 2,
2017, for the opening of Chick-fil-A.
2. Library Advisory Board (2/21)
Councilmember Ahanotu reported there was a discussion on the use of the funds the
tax measure will bring in. Other topics discussed included the budget, equity and
equality for all Sonoma County Libraries, and potential decision to open libraries on
Mondays.
3. Russian River Watershed Association (RRWA) (2/24)

Vice Mayor Stafford reported they reviewed the work plan for the FY 17/18 budget.
There was a recommendation to expand membership to Caltrans for example.
Medicine disposal was a topic also.
4. Sonoma County Waste Management Agency (SCWMA) (2/15)
Vice Mayor Stafford noted the Council passed the SCWMA agreement to continue
participation in the Agency. The Agency discussed organic waste processing.
Location information was presented. However, no recommendations were made. The
work plan, website, and branding were also discussed. The Agency is looking for a
north site for Household Hazardous Waste.
C. Other Reports
Proposed Santa Rosa Plain Groundwater Management Agency
City Manager Jenkins provided an update on the effort to create a joint powers authority
that would serve as the Santa Rosa Plain Groundwater Management Agency.
Mayor Mackenzie announced he attended a Claudia Luke, Watershed Academics to
Enhance Regional Sustainability WATERS meeting at Sonoma State University on
February 27, 2017.
Metropolitan Transportation Commission (2122}
Mayor Mackenzie reported he was elected as the Chair with a term ending February
2019.
Mayor Mackenzie reported the Highway 37 working group will meet on March 2, 2017,
to discuss alternative design possibilities.
