DEPARTMENT HEAD BRIEFING City Manager Jenkins invited residents to participate in the Community Survey, which is available online at www.rpcity.or /shy. Survey will close Sunday. City Manager Jenkins also reported almost 2000 people have taken the survey thus far and the survey will close on March 5, 2017. PUBLIC COMMENTS Reverend Pam Novelly read a letter to the editor from the February 24, 2017, edition of the Community Voice she wrote regarding the lack of affordable housing and the need for rent control in Rohnert Park. Peter Alexander expressed concern for various social issues such as marijuana, rent control, Federal increase in funding for the military, vaccines, California Care, and human trafficking. Carleen Woerner expressed concern for the rent increases at Citadel Apartments and would like to make people aware of what is happening at the complex. 6. CONSENT CALENDAR A. Discussion and Direction on Aquatics Program and Pool Facilities Director of Public Works and Community Services McArthur presented the item. Recommended Action(s): M pool to remain open this upcoming swim season with the addition of the proposed extended programming. During the upcoming swim season, staff will carefully track attendance at each pool, along with revenue and expenditures, in order to evaluate each pool's performance and overall community benefit. After the swim season concluded, staff would return to the Parks and Recreation Commission and City Council to report on the performance outcomes of the pools. ACTION: By Consensus (none opposed, Belforte and Callinan absent), City Council supported the Recommended Action and directed staff to notify the residents in M Section that Magnolia Pool was built at the request of the residents and staff will be monitoring the use of all City pools including Magnolia to assess utilization. 9. PUBLIC HEARING (NO EARLIER THAN 6PM — Noticed on 2/17/2017 and 2/24/2017) Consideration of Animal Shelter Fee Schedule Update Public Safety Commander Johnson and Animal Shelter Supervisor Zeldes presented the item. Recommended Action(s): Approve resolution approving an increase to the current Animal Services fee schedule pursuant to Rohnert Park Municipal Code Section 6.02.030. Chamber of Commerce (Board of Directors) (2/21) Councilmember Stafford reported Chamber is doing well financially. There is a Noon Times Wednesday, March 1, 2017. A ribbon cutting ceremony will be held March 2, 2017, for the opening of Chick-fil-A. 2. Library Advisory Board (2/21) Councilmember Ahanotu reported there was a discussion on the use of the funds the tax measure will bring in. Other topics discussed included the budget, equity and equality for all Sonoma County Libraries, and potential decision to open libraries on Mondays. 3. Russian River Watershed Association (RRWA)(2/24) City of Rohnert Park Joint Regular Meeting Minutes February 28, 2017 for City Council/Rohnert Park Financing Authority/Successor Agency Page 5 of 5 Vice Mayor Stafford reported they reviewed the work plan for the FY 17/18 budget. There was a recommendation to expand membership to Caltrans for example. Medicine disposal was a topic also. 4. Sonoma County Waste Management Agency (SCWMA)(2/15) Vice Mayor Stafford noted the Council passed the SCWMA agreement to continue participation in the Agency. The Agency discussed organic waste processing. Location information was presented. However, no recommendations were made. The work plan, website, and branding were also discussed. The Agency is looking for a north site for Household Hazardous Waste. C. Other Reports Proposed Santa Rosa Plain Groundwater Management Agency City Manager Jenkins provided an update on the effort to create a joint powers authority that would serve as the Santa Rosa Plain Groundwater Management Agency. Mayor Mackenzie announced he attended a Claudia Luke, Watershed Academics to Enhance Regional Sustainability WATERS meeting at Sonoma State University on February 27, 2017. Metropolitan Transportation Commission2( /22) Mayor Mackenzie reported he was elected as the Chair with a term ending February 2019. Mayor Mackenzie reported the Highway 37 working group will meet on March 2, 2017, to discuss alternative design possibilities. 13. COMMUNICATIONS None. 14. MATTERS FROM/FOR COUNCIL None. 15. BACKGROUND: The City's General Plan envisions significant residential and non-residential development in the Northeast, University District, Southeast, Wilfred Dowdell and Northwest Specific Plan Areas (SPAs). In addition, development is planned in the Stadium Lands, Sonoma Mountain Village and Central Rohnert Park Planned Development Areas (PDs). The City has been experiencing a resurgence in development activity, and in 2012 it retained Dudek, to assist with planning and environment review services in order to provide timely response to applicants. Dudek works under a Master Agreement with the City and is nearing the limit of its budget under its current Task Order. The proposed Task Order 17-01 will allow for their continued service in planning and environmental support. ANALYSIS: The City's Development Services Department is currently processing a significant number of planning applications as outlined in Table 1 on the following page. While City planning staff is active in the processing of this work, staff does not have sufficient resources to complete the required volume of reviews in a timely fashion. The City's 2016-17 budget anticipates this workload and plans for the use of outside consultant resources to allow for timely processing of development applications. Dudek has been engaged in planning and environmental review for the City for five years and brings a unique understanding of several of the City's Specific Plans and Planned Development Areas. Retaining Dudek provides the City and the applicants with continuity and value. Dudek's rates are competitive with planning and environmental consulting firms. This proposed Task Order with Dudek is in alignment with Purchasing Policy Section 3.6.1) which allows the City to engage professional services via a negotiated process. This action will allow the Development Services Department to continue to provide timely service to applicants. OPTIONS CONSIDERED: 1. Authorize the Task Order with Dudek (recommended action). This option preserves continuity and understanding and provides the resources necessary to ensure timely review of development submittals. 2. Secure proposals from other consulting firms for planning and environmental review. Because of the volume of work in Development Services, staff is securing proposals from several other consultants for support. However, staff recommends retaining Dudek for work on the projects in Table 1 because of their strong familiarity with these projects. 3. Perform all planning and environmental review with City staff. This option is not recommended because staff does not have sufficient resources to review all the development applications currently being considered, which will result in delays. The use 2 ITEM NO. 7C 1 of a consultant offers flexibility to the City to engage their services only if and when there is work to be done. FISCAL IMPACT/FUNDING SOURCE: The fiscal impact of this action is $250,000. Staff is requesting this relatively large contract amount because we anticipate the processing of several development applications and the related CEQA document concurrently (see Table 1) and it will be important to have adequate resources available to support the work. The funding source is development deposit accounts or reimbursement agreements. These are costs fully reimbursed by developers and applicants in compliance with the City's cost recovery policy (at no cost to City) and would be charged to the respective developments and projects. The requested action authorizes the Finance Director to increase budgeted revenue and appropriations as necessary to match the funding received from developers and applicants and costs incurred under this contract. The proposed amendments would include e -cigarettes in the City's definition of "tobacco product" and e -cigarette use in the City's definition of "smoking." The City Council introduced an Ordinance making the proposed amendments on February 28, 2017. A summary of the ordinance has been published in the Community Voice. Approval of this Ordinance would codify the recommended changes to the City's smoking ordinance and ensure consistency in Rohnert Park's regulations for both tobacco products and e -cigarettes. SECTION 3. Amendment of Section 8.32.030. Section 8.32.030, Definitions, is hereby deleted in its entirety and replaced with the following: "8.32.030 Definitions. A. "Business" means the sole proprietorship, partnership, joint venture, corporation, association, nonprofit or other entity formed for public interest or profit-making purposes or that has an employee as defined in this section. B. "Employee" means any person who is employed; retained as an independent contractor by an employer, as defined in this section; or any person who volunteers his or her services for any employer, association, business, nonprofit or volunteer entity. C. "Employer" means any person, partnership, corporation, association, nonprofit, or other entity who employs or retains the services of one or more persons or supervises volunteers. D. "Enclosed" means closed in by a roof and four walls (with the appropriate openings for egress and ingress). This would include but not be limited to lobbies, lounges, waiting areas, elevators, hallways, restrooms, stairwells, common areas _(e.g., laundry and recreation rooms within a multi -unit residential development), that are a structural part of the building. E. "Electronic Cigarette" means an electronic and/or battery operated device that delivers nicotine or other vaporized liquids to the person inhaling the device, including, but not limited to, an electronic cigarette, cigar, pipe, or hookah. F. "Food" means any raw or processed substance, beverage (including frozen or liquid water) or ingredient intended to be used as food, drink, confection, or condiment for human consumption. G. "Head Shop" means a retail outlet that receives 90% or more of its gross revenues from the sale of paraphernalia related to the consumption of cannabis, other recreational drugs and/or new age herbs. Products typically include but are not limited to, water pipes, bongs, roach clips, pipes, rolling papers, rolling machines, and whipped cream chargers containing nitrous oxide. H. "Hookah Bar" means a business location that provides for (1) the ingestion, inhalation or consumption of tobacco or tobacco products by way of an apparatus which includes, but is not limited to the following parts: a water vessel, a bowl for holding combustible tobacco or tobacco products and an inhalation hose or tube; or (2) the use of electronic cigarettes. I. "Multi -Unit Residential Development" means a development consisting of residential condominiums, townhouses, rowhouses or apartments, represented by one common property management group or Home Owners Association and providing for -sale, for - lease or for -rent units with complete and independent living facilities for one or more persons. 2 Ord. 904 J. "Place of Employment" means any area under the control of an employer or business where an employee can be found to frequent during the course of a work day. For example, cafeterias, conference rooms, lobbies, lounges (break rooms), elevators, hallways, restrooms, stairwells, vehicles and work areas. K. "Private Smokers' Lounge" means an area that is attached to and incidental to a tobacco store that may be occupied by persons eighteen (18) years of age or older who intend to ingest or inhale any electronic cigarette, smoking tobacco or tobacco product by means of a pipe, cigar, cigarette or any other method. Private smokers' lounges do not include hookah bars which are prohibited in the City of Rohnert Park pursuant to Municipal Code, Chapter 8.33 (Prohibition of Head Shops, Hookah Bars, Tobacco Vending Machines and Self -Service Displays). L. "Smoking" means and includes inhaling, exhaling, burning, or carrying any lighted or heated cigar, cigarette, or pipe, or any other lighted or heated tobacco or plant product intended for inhalation, whether natural or synthetic, in any manner or in any form. "Smoking" includes the use of an electronic cigarette, electronic smoking device that creates an aerosol or vapor, in any manner or in any form, or the use of any oral smoking device for the purpose of circumventing the prohibition of smoking. M. "Tobacco Paraphernalia" means cigarette papers or wrappers, blunt wraps, pipes, holders, cigarette rolling machines or other instruments or things designed for the smoking or ingestion of tobacco or tobacco products. N. "Tobacco Product" means any of the following: (i) a product containing, made, or derived from tobacco that is intended for human consumption, whether smoked, heated, chewed, absorbed, dissolved, inhaled, snorted, sniffed, or ingested by any other means, including, but not limited to, cigarettes, cigars, little cigars, chewing tobacco, pipe tobacco, or snuff; (ii) an electronic cigarette; or (iii) any component, part, or accessory of a tobacco product, whether or not sold separately. O. "Tobacco Store" means a retail or wholesale business, with or without an attached private smokers' lounge, that meets all of the following requirements: 1. Primarily sells tobacco, tobacco products, tobacco paraphernalia, or electronic cigarettes. Does not include merchandise that is generally associated with a head shop which is prohibited in the City of Rohnert Park; 2. Generates more than sixty percent (60%) of its gross revenues annually from the sale of electronic cigarettes, tobacco, tobacco products and tobacco paraphernalia; 3. Prohibits any person who is under the age of eighteen (18) years of age from being present or entering the premises unless accompanied by the minor's parent or legal guardian; and 4. Does not sell food (including alcoholic beverages) for consumption on the premises." SECTION 4. Environmental Review. The City Council finds that this ordinance is not subject to the California Environmental Quality Act (CEQA). As the only effect the amendment will have is to reduce the areas where use of e -cigarettes is allowed, the amendments will have no direct or reasonably foreseeable indirect change on the physical environment. As a result, the 3 Ord. 904 amendment is exempted from CEQA under Section 15061(b)(3) of the CEQA Guidelines (general rule exemption). To the extent that there is an effect on the environment, the effect will be to reduce aerosol emissions, which will improve air quality and protect human health. This would exempt the amendment under Section 15308 of the CEQA Guidelines. SECTION 5. Severability. If any section, subsection, sentence, clause, or phrase of this ordinance is for any reason held to be invalid or unconstitutional by a decision of any court of competent jurisdiction, such decision will not affect the validity of the remaining portions of this ordinance. The City Council hereby declares that it would have passed this ordinance and each and every section, subsection, sentence, clause, or phrase not declared invalid or unconstitutional without regard to whether any portion of the ordinance would be subsequently declared invalid or unconstitutional. The moratorium was put in place because of concerns about public health and safety within self- ITEM NO. 9 storage facilities and to allow staff and the Planning Commission the time necessary to review the need for and impacts of this type of land use. The moratorium expires on May 12, 2017. The Planning Commission conducted public study sessions and hearings on the need for and impacts of storage facilities on May 28, 2015, January 14, 2016, March 24, 2016, May 12, 2016 and September 29, 2016.. On January 14, 2016 and September 29, 2016. Based on the information provided at these meetings and its deliberations, the Planning Commission adopted Resolutions 2016-02 and 2016-26, recommending that the City Council approve changes to both the City's Zoning Ordinance and the Northwest Specific Plan in order to remove storage facilities, including the "Self -Storage", "Vehicle Storage Yard", and "Boat, RV and Outdoor Storage Facility" from the list of approved land uses within the City's Zoning Ordinance (Municipal Code Chapter 17). Unique changes to the Northwest Specific Plan are required because it contains its own list allowable commercial and industrial land uses (the other specific plans and master plans reference the Zoning Ordinance). The Council's action on the proposed resolution and ordinance is necessary to implement the Planning Commission's recommendation and prevent the introduction of additional storage facilities into the City. ANALYSIS: The City has a relatively limited supply of industrial land, which is an important resource for generating economic activity and employment opportunities for the community. Self -storage facilities, vehicle storage yards and boat, RV and outdoor storage facilities are a relatively low -quality land use that have limited benefits to the city and neighboring properties. These land use types have relatively few employees, produce little or no sales tax, and often have lower assessed valuations than other types of development permitted in I -L Industrial Zoning Districts. Unlike more active uses permitted in this zone, such as manufacturing, these uses do not create spin-off opportunities for adjacent properties. Due to the lack of on-site activity, the various types of storage facilities also pose a law enforcement challenge. The uses are not designed to support any occupancy and have very little on-going activity which creates opportunities for criminal behavior. Prior to adopting its moratorium on self -storage uses, the City Council reviewed the history of police calls for illegal activity associated with self -storage operations which included people living in self -storage units, petty theft, suspicious persons, suspicious circumstances, and grand theft. The other types of storage facilities would present similar concerns, with lack of activity and opportunity for criminal behavior. The health, safety and welfare impact from self -storage facilities is also well documented. The City has prosecuted code enforcement cases resulting from residential occupation of self -storage units. Stand-alone RV storage presents a similar risk because owners could live in the units resulting in health and safety concerns. Vehicle storage yards present risks of soil and water contamination from leaked fluids and unauthorized vehicle repairs by owners or mobile repair services. The visual character of self -storage facilities are another consideration. The design of the self - storage structures and properties are typically very rudimentary. Design details are typically lacking and site improvements are minimal. A significant concern related to security and the potential for criminal activity is the lack of "eye on the streets" inherent with this use type. This facility type is internally focused with very few people on site at any one time which doesn't allow for the property frontage to be monitored very easily from inside the facility. 2 ITEM NO. 9 Despite the negative impacts, storage facilities do serve a community need, which can continue to be met by the existing self -storage facilities combined with the fact that the City allows residents to store personal vehicles, boats and RVs on their property, provided they comply with setback and parking space requirements. In developing the recommended amendments to the Zoning Code, staff and the Planning Commission considered a wide range of factors and concluded that prohibiting additional storage uses will make the best use of the City's limited industrial land area while still providing for community needs. Effect of the Proposed Amendments: The proposed amendments would prohibit the introduction of new storage uses within Rohnert Park. The existing self -storage facilities would remain as legal, non -conforming uses and could continue to operate for the benefit of the community and undertake upgrades that do not result in expansion. There are currently no vehicle storage yards or boat, RV and outdoor storage facilities located in the City, indicating that there has not been a need for such uses. Vehicles, boats and RVs are typically stored on private property and there is storage available at some of the multi -family housing projects in the City. Availability of Storage within Existing Facilities: Staff has reviewed the number of self -storage facilities in other cities in Sonoma County and compared these to the population of each City. Table 2 illustrates that cities of Rohnert Park, Sonoma and Cotati have the highest number of self -storage facilities per 1000 population, indicating that the community is relatively well - served by storage facilities. Devoting additional area to this land use does not appear to serve a compelling need for the Rohnert Park community, although it may encourage residents of other communities to "store their stuff' in Rohnert Park, at the expense of higher value land uses. These are described below and illustrated in Attachment 2. • 698 Park Court: This 4.68 acre parcel is owned by Graton Rancheria, operators of the casino. It has been used for construction office trailers and site access during construction and is still developed with several portable buildings. Surrounding properties are developed with office/warehouse use. ITEM NO. 9 • 5300 Commerce Boulevard: This 6 acre parcel is the former site of Yard Birds and is included within the City's Priority Development Area (PDA). The PDA Plan paid special attention to this "opportunity site", which has the ability to catalyze development in the triangle area of the PDA. • 5505 Redwood Drive: This is the site of the Press Democrat offices, printing and distribution facilities. This 12.7 acre property has recently been sold and a Tentative Parcel Map has been approved that will subdivide the property into four (4) parcels, proposed for industrial/commercial development. The activity on this site indicates that there is demand for industrial land uses and that high value development can take place on vacant industrial property in Rohnert Park. • Southeast corner of Business Park Drive: This is a 6.6 acre site under the ownership of the Press Democrat. The property has frontage on both Business Park Drive and Dowdell Avenue. • Southwest corner of Business Park Drive: This is a 10.30 acre site owned by CB Properties Inc. Development here could be coordinated with the 6.6 acre site across the street (see above) to serve industrial demand. • Northwest Specific Plan: the Northwest Specific Plan includes 14.3 acres designated for industrial use. The intent of the Specific Plan is to create a flex industrial area that could include a mix of office, commercial service industrial or light industrial buildings. While there may be other undeveloped or partially developed industrial parcels in the city that could accommodate additional industrial use, the City's supply of larger properties that could accommodate a significant industrial use and its accompanying economic and employment benefits is relatively limited to approximately 50 acres on six primary sites described above. This fact, and the fact that the Rohnert Park community is currently reasonably well -served by self - storage units and residents' ability to store vehicles, boats, RVs on private property, the recommended amendments to the Northwest Specific Plan and the Zoning Ordinance provide a land use structure that will maximize benefits to the City and the community at large. ENVIRONMENTAL CLEARANCE: The proposed amendments are not subject to CEQA pursuant to Section 13060(c) (2) (the activity will not result in a direct or reasonable foreseeable indirect physical change to the environment) and 15060(c) (3) (the activity is not a project as defined in Section 15378 of the CEQA Guidelines, because it has no potential for resulting in a physical change to the environment, directly or indirectly). STRATEGIC PLAN ALIGNMENT: This action is consistent with Strategic Plan Goal D - Continue to Develop a Vibrant Community. OPTIONS CONSIDERED: The City Council has the option of not amending the Northwest Specific Plan or the Zoning Ordinance regarding self -storage facilities and boat, R.V., outdoor self -storage facilities and vehicle storage yards. This would allow storage facilities as approved land uses in industrial zoning districts when the moratorium expires on May 12, 2017, and would continue to allow vehicle storage and boat and RV storage. FISCAL IMPACT/FUNDING SOURCE: While difficult to quantify, staff expects that this action will be fiscally beneficial for the City in the long term. RV and Outdoor Storage Facilities and Vehicle Storage Yards from the list approved land uses within the Specific Plan Area; and WHEREAS, these proposed changes compliment proposed changes to the Rohnert Park Municipal Code that would remove the same land uses from the list approved uses within the I -L Zone anywhere in the City; and WHEREAS, on September 19, 2016, the Planning Commission held a public hearing at which time interested persons had an opportunity to testify either in support or opposition to the proposal and the Planning Commission recommended adoption of the Northwest Specific Plan amendments to the City Council; and WHEREAS, on March 14, 2017, the City Council conducted a duly notice public hearing to review and consider the information contained in Planning Application No. PLSP16- 0001 for the amendments to Northwest Specific Plan to eliminate Self -Storage Facilities, Boat, RV and Outdoor Storage Facilities and Vehicle Storage Yards from the list approved land uses within the Northwest Specific Plan Area. NOW, THEREFORE, the City Council of the City of Rohnert Park does hereby resolve as follows: Section 1. The above recitations are true and correct and material to this resolution. In making its findings, the City Council relied upon and hereby incorporates by reference all staff reports, presentations, and other documentation presented to the Council in the meeting. Section 2. Findings for Approval of the proposed amendments to the Northwest Specific Plan: 1. The proposed amendments to the Northwest Specific Plan are consistent with the General Plan 2020. Criteria Satisfied. The proposed amendments are consistent with the Classification of Industrial uses within General Plan 2020. This designation accommodates campus -like environments for corporate 2017-030 headquarters, research and development facilities, offices, light manufacturing and assembly, industrial processing, general service, warehousing, storage and distribution and service commercial uses. 2. That the proposed amendment to the Northwest Specific Plan will be beneficial to the public health, safety or welfare. Criteria Satisfied. The proposed amendments will benefit the public by eliminating self -storage, vehicle storage and boat, RV and outdoor storage uses as allowed land uses. These uses are low -quality land uses with limited benefits. Further, unlawful incidents at self -storage facilities have required response by Public Safety personnel. The proposed amendments will not have any detrimental impacts as existing self -storage facilities may remain in place as legal non -conforming uses and the City has not experienced a need for boat, RV and outdoor storage facilities or vehicle storage due to the ability of residents to store these items on private property. The amendments will have positive impacts on the public health, safety or welfare. 3. That with the proposed amendment adequate and available sites remain to mitigate the loss of residential density and accommodate the city's "fair share" regional housing needs used by the State Department of Housing and Development in determining compliance with Housing Element Law pursuant to Government Code Section 65863(b). Criteria satisfied. The proposed amendments will not affect the availability of housing or residential density. Section 3. Environmental Clearance. SHARED PARKING Parking can be shared between multiple uses in a mixed-use or commercial environment provided that project proponents show that parking demand will be adequately met at all times and not result in spillo- ver or other parking -related issues. The Planning Director may determine that overall parking require- ments can be reduced if parking is shared. CENTRALIZED PARKING In mixed-use areas or multi -tenant commercial areas, single parking structures or lots may be used to accommodate several uses within a single area. Shared or central parking facilities like this must be shown to adequately address parking need for a given area thereby reducing the need for dedicated on- site parking for each individual parcel, building, or use. RECIPROCAL ACCESS AGREEMENTS Where adjacent parking lots for two developments occur, parking lots should be connected to one anoth- er and shared with reciprocal access agreements. Findings for Enactment of Amendments to Chapters 17.06. 100 and 17.07.020. The City Council hereby makes the following findings concerning amendments to Chapters 17.06. 100 and 17.07.020.of the Zoning Ordinance: 1. That the proposed amendments to the Zoning Ordinance are consistent with the General Plan 2020. Criteria Satisfied. The proposed amendments are consistent with the Classification of Industrial Uses within General Plan 2020. This Ord. 905 designation accommodates campus -like environments for corporate headquarters, research and development facilities, offices, light manufacturing and assembly, industrial processing, general service, warehousing, storage and distribution and service commercial uses. 2. That the proposed amendment to the Zoning Ordinance will be beneficial to the public health, safety or welfare. Criteria Satisfied. The proposed amendments will benefit the public by eliminating self -storage, vehicle storage and boat, RV and outdoor storage uses as allowed land uses. These uses are low -quality land uses with limited benefits. Further, unlawful incidents at self -storage facilities have required response by Public Safety personnel. The proposed amendments will not have any detrimental impacts as existing self -storage facilities may remain in place as legal non -conforming uses and the City has not experienced a need for boat, RV and outdoor storage facilities or vehicle storage due to the ability of residents to store these items on private property. The amendments will have positive impacts on the public health, safety or welfare. 3. That with the proposed amendments adequate and available sites remain to mitigate the loss of residential density on the subject property to accommodate the city's "fair share" regional housing needs used by the State Department of Housing and Development in determining compliance with Housing Element Law pursuant to Government Code Section 65863(b). Criteria satisfied. The proposed amendments will not affect the availability of housing or residential density. Section 3. Environmental Clearance. This code amendments under consideration are not subject to CEQA pursuant to Sections 15060(c) (2) (the activity will not result in a direct or reasonable foreseeable indirect physical change in the environment) and 15060(c) (3) (the activity is not a project as defined in Section 15378 of the CEQA Guidelines, because it has no potential for resulting in a physical change to the environment, directly or indirectly). Section 4. Amendment of Section 17.06.100. The City Council hereby deletes and replaces Section 17.06.100, Permitted Uses, of the Rohnert Park Municipal Code in its entirety with Exhibit A, incorporated by reference as if set forth in full.
