Mayor Pro Tempore Stafford called the joint regular meeting to order at 5:00 pm, the notice for
which being legally noticed on March 9, 2017.

1. Health Action Council (3/3)
Councilmember Belforte reported the County is conducting a committee needs
assessment. Councilmember Belforte requested City Council provide direction on
two (2) or three (3) top priorities for Rohnert Park. The item will be agendized for a
future Council meeting.
2. Teclmic�I Advisory Connmittee (TAC) (3/6)
Development Services Director Pawson reported that the TAC not Sonoma County
Water Agency (WAC) met. TAC reviewed the Sonoma County Water Agency
Draft FY 2017/18 Budget.
C. Other Reports
Mayor Pro Tempore Stafford reported on the grand opening of Chick-fil-A.
Mayor Pro Tempore Stafford reported she and Councilmember Ahanotu attended the
Education Foundation Sharing of the Green event.
Mayor Pro Tempore Stafford reported the Rohnert Park-Cotati Library is currently
holding an art exhibit.
11. COMMUNICATIONS
Councilmember Belforte stated a letter to City Council was received requesting a fee
reduction for the use of the Spreckels Performing Art Center for the Miss Sonoma County
Pageant. Councilmember Belforte requested the facility use fee schedule and/or fee waiver
and co-sponsorship policy be reviewed by City Council. This item will be agendized for a
future City Council meeting.
12. MATTERS FROM/FOR COUNCIL
A. Council Reconsideration of Proposed FY2017-18 Budget Work Session Schedule
Item not heard. Item will be agendized for the March 28, 2017, City Council meeting.
Councilmember Belforte provided a County land use map of the Rohnert Park area
displaying the greenbelt areas; greenbelt areas allow marijuana cultivation. Councilmember
requested City Council consider sending another letter to the County Board of Supervisors
requesting reconsideration of their decision allowing Marijuana growing in the greenbelt.
Matter will be agendized for a future City Council meeting.

INTRODUCTION OF ORDINANCE — Amendments to the Northwest Specific Plan
and Zoning Ordinance to Eliminate Storage Facilities from the List of Allowed Land
Uses in the City
Development Services Director Pawson presented the itein. Recommended Action(s): 1)
Approve a resolution amending the Northwest Specific Plan to eliminate Self -Storage
Facility, Vehicle Storage Yard, and Boat, R.V. and Outdoor Storage Facility from the list
of allowed land uses and 2) Waive the first reading and introduce an ordinance amending
Section 17.06.100 and 17.07.050 of the Municipal Code to eliminate Self -Storage Facility,
Vehicle Storage Yard, and Boat, R.V. and Outdoor Storage Facility from the list of allowed
land uses.

ACTION: Moved/seconded (Ahanotu/Belforte) to adopt Resolution 2017-030
Amending the Northwest Specific Plan to Eliminate Self Storage Facilities,

the List of Approved Land Uses.

ACTION: Moved/seconded (Ahanotu/Belforte) to waive full reading and introduce
Ordinance 905 An Ordinance of the City of Council of the City of Rohnert
Park, California, Amending Chapters 17.06. 100 "Permitted Uses" and
17.07.020 (E) and (Y) "Footnotes" of the Zoning Ordinance of the
Municipal Code. Title read by Mayor Pro Tempore Stafford.
