1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Mackenzie called the joint regular meeting to order at 5:00 pm, the notice for which being
legally noticed on May 18, 2017.

2. PLEDGE OF ALLEGIANCE

3. PRESENTATIONS
A. Mayor's Proclamation: Recognizing May 2017 as Community Resilience Challenge
Month.
Mayor Mackenzie read and presented the proclamation to Liz Platte-Bermeo,
Programs Coordinator with daily acts, who described the Resilience Challenge
campaign.

B. Mayor's Certificate of Recognition Recognizing Faith Adam, Margot Godolphin, and
Ann Rasmussen for their Volunteer Work with the Art Committee at Rohnert Park
Library.
Mayor Mackenzie read and presented the certificate of recognition to Faith Adam,
Margot Godolphin, and Ann Rasmussen, who expressed their passion for the Art
Committee. Barbara Mackenzie introduced the new members of the Rohnert Park -
Art Committee Mary Rita Williamson, April Renee Lynch, and Creighton Bell.
C. Sonoma County Presentation on Health and Human Services.
Division Director Brian Vaughn and Assistant Director Oscar Chavez, Sonoma
County Human Services Department, presented information regarding services
available from the Human Services Department South County Center.
4. DEPARTMENT HEAD BRIEFING
A. Development Services: Building Award of Excellence for Customer Service from the
Construction Coalition.
Development Services Director Pawson provided the briefing and presented the
City's award to the City Council.
B. Community Services: 2017 Farmers Market and Party on the Plaza.
Community Services Supervisor Herman provided the briefing.
5. PUBLIC COMMENTS
Mary Grace Semish expressed concern regarding the volume of the SMART train horn and
requested a sound wall be built to reduce the noise Valley Village Mobile Home Park is
experiencing. She also expressed concern for the safety of those who come in contact with
the police and safety of the police officers.
Susan Lamont expressed concern regarding the May 12, 2017 death of Branch Worth and
requested the Council create a civilian review board as called for in the California Advisory
Committee to the US Commission on Civil Rights May 2000 report.
Carla Greenan expressed concern regarding the death of Branch Worth and held up a sign
reading, "community oversight of law enforcement now."
Gail Simons expressed concern regarding the death of Branch Worth and the Rohnert Park
police and held up a sign reading, "community oversight of law enforcement now."
Kathleen Finigan expressed concern regarding the death of Branch Worth, law enforcement
in Sonoma County, and the use of tasers, and requested residents recall Sonoma County
Sheriff Steve Freitas.

Anita LaFollette expressed concern regarding homelessness, mental illness, poverty, and
requested review of the Branch Worth incident. She held up a sign reading, "community
oversight of law enforcement now."
Thomas Morabito expressed concern regarding the death of Branch Worth and requested an
independent investigation.
Thomas D. Bonfigh expressed concern regarding the death of Branch Worth and support for
the comments made at this meeting by his fellow friends and activists. He requested the
Council create a civilian review board as called for in the California Advisory Committee to
the US Commission on Civil Rights May 2000 report.
Eileen Morabito spoke in support of the creation of a community police oversight board and
mentioned Sonoma County's Health and Human Services' Community Intervention Team's
officer training.
Kimberly Finale spoke about the positive comments regarding the Rohnert Park Public
Safety Department in the City's Community Survey, expressed concern regarding a recent
police encounter at her home, and requested additional sensitivity training for the officers.
Frank Saiz expressed concern regarding the death of Branch Worth and police actions.
Barbara Mackenzie, Sonoma County Library Commissioner, thanked the community for
supporting Measure Y. She announced the libraries are now open on Mondays, the future
recruitment for a library director, and many library operations will be moving to Rohnert
Park.

Director of Development Services Pawson presented the item. Recommended
Action(s): Adopt the Resolution.
ACTION: Moved/seconded (Belforte/Stafford) to approve the Recommended
Action approving Resolution 2017-048. Motion carried by the
following unanimous 5-0 vote: AYES: Ahanotu, Belforte, Callinan,
Stafford, and Mackenzie, NOS: None, ABSTAINS: None, ABSENT:

7. Discussion and Direction on Updates to the City's Smoking Ordinance
Planning Manager Beiswenger presented the item. Recommended Action(s): Provide direction
to staff on possible updates to the City's smoking ordinance.
Public Comment in support of City Council updating the ordinance: Pam Granger, Coalition
for Tobacco Free Sonoma County; Anthony Taylor; and Eli & Abby Davidian,
Public Comment: Terese Voge, Department of Health Services, Tobacco Prevention Unit.
ACTION: By Consensus (none opposed), City Council directed staff to move forward
with updating the City's smoking ordinance and bring back for Council
consideration.
8. Update on Abatement Activities at the Former State Farm Office Site

Building Official Bradford and Director of Development Services Pawson presented the
item. Recommended Action(s): None, informational item.
Public Comment: None.
ACTION: City Council received the report.
Mayor Mackenzie stepped away from dais 7:28 p.m. and Vice Mayor Stafford assumed the gavel.
Mayor Mackenzie returned at 7:30 p.m. and reassumed the gavel.
9. Consideration of Community Center Digital Billboard Use Policy
Director of Public Works and Community Services McArthur presented the item.
Recommended Action(s): Adopt a Resolution approving the Community Center Digital
Billboard Use Policy.
Public Comment: None.
ACTION: By Consensus (Belforte and Stafford opposed), City Council declined staff's
recommendation to reconsider the sign design at a future meeting.
ACTION: Moved/seconded (Mackenzie/Stafford) to approve the Recommended Action
approving Resolution 2017-066 Adopting a Community Center Digital
Billboard Use Policy. Motion was amended to add a 12 month review of the
policy progress and update City Council.

Belforte, Callinan, Stafford, and Mackenzie, NOS: None, ABSTAINS: None,
ABSENT: None.
10. Sonoma County Mayors' & Councilmembers' Association Matters
Recommended Action(s): Consider supporting the requests of councihnembers submitting
letters of interest for various Mayors' and Councilmembers' Association appointments.

ACTION: Vice Mayor Stafford nominated Rohnert Park Mayor Jake Mackenzie ABAG
Executive Board for a two year term ending in June 2019 and Councilmember
Belforte seconded.
Motion carried by the following unanimous 5-0 vote: AYES: Ahanotu,
Belforte, Callinan, Stafford, and Mackenzie, NOS: None, ABSTAINS: None,
ABSENT: None.
ACTION: Vice Mayor Stafford nominated Petaluma Councilmember Kearney for
ABAG Executive Board (Alternate) for a two year term ending in June 2019
and Councilmember Callinan seconded.

ACTION: Vice Mayor Stafford nominated Healdsburg Councilmember David Hagele
for North Coast Railroad Authority (NCRA) Board for a two year term ending
in June 2019 (must be filled by a Cloverdale or Healdsburg Mayor or
Councilmember) and Councilmember Callinan seconded.

11. PUBLIC HEARING (NO EARLIER THAN 6PM — (Noticed on 5/12/2017,5/19/2017)
Conduct a Weed Abatement Protest Hearing to Consider Abatement of Weeds
Constituting a Nuisance
Fire Marshal Thompson presented the item. Recommended Action(s): Conduct a public
hearing, adopt the resolution finding no defensible protests and ordering the abatement of
weeds on the noticed lots or properties, and direct staff to implement the weed abatement
program.

Requested Extensions for University District Development Agreement
Director of Development Services Pawson presented the item. Recommended Action(s):
Receive the Annual Review of Development Agreements and Provide Direction to Staff to
Pursue an Extension Agreement for Provisions of the University District Development
Agreement.

Councilmember Belforte reported on bingo and various improvements at the Senior
Center such as sidewalk repairs, parking lot paving, and HVAC installation.

Vice Mayor Stafford reported that the Project Grad program raised enough money to hold
this year's event.

A. Council Consideration of Smart Cities Connect Conference and Expo in Austin, Texas on
