MEETING - CALL TO ORDER/ROLL CALL
Mayor Pro Tempore Stafford called the joint regular meeting to order at 5:00 pm, the notice for
which being legally noticed on June 22, 2017.

Coaching Efforts and Achievements
Mayor Pro Tempore Stafford presented a certificate of recognition to Ricardo Oliva, who
thanked Council for their recognition.
B. Sonoma County Tourism Presentation
Tim Zahner, Sonoma County Tourism Interim CEO, provided a presentation on tourism
efforts in Sonoma County.

4. DEPARTMENT HEAD BRIEFING
A. Department of Public Safety: Use Only `Safe and Sane' Fireworks or Risk Fines of
$1,000
Director of Public Safety Masterson provided the briefing and spoke about fines regarding
illegal fireworks.
5. PUBLIC COMMENTS
Keith Wood, North Bay Builders Exchange CEO, congratulated Development Services
staff for being the first recipient of the Award of Excellence presented by the Construction
Coalition.
Jim Duffy requested the Council begin the discussion on creating a Civilian Oversight
Board for the Rohnert Park Public Safety Department and explained the functions of such
entity.

Authorize the City Manager to Execute Consultant Services Agreement with PerfectMind,
Inc. for Recreation Management Software not to exceed amount of $136,000
Councilmember Belforte asked for clarification on the amount and City Manager Jenkins
confirmed the not exceed amount of $136,000 covers multiple fiscal years.
ACTION: Moved/seconded (Belforte/Ahanotu) to authorize the City Manager to
Execute Consultant Services Agreement with PerfectMind, Inc. for
Recreation Management Software not to exceed amount of $136,000.

Consideration of Contract with The Design Guild for Retail Business Attraction
Services
Assistant City Manager Schwartz, Christine Walker, Design Guild Storyteller, Dean Issacs,
Peninsula Development Advisors, and Susan Barnes, Management Advisor, presented the
item. Recommended Action(s): Approve Resolution for Contract with The Design Guild for
Retail Business Attraction Services.

Approving an Agreement with The Design Guild.

8. Consideration of New Salary Structure for Miscellaneous Part -Time Hourly Positions
Effective July 9, 2017
Human Resources Director Perrault presented the item. Recommended Action(s): Approve
a resolution authorizing and approving a new salary structure for Miscellaneous Part -Time
Hourly positions effective July 9, 2017. The City would create a three step salary structure
with $.50 incremental increases between steps and adopt the proposed rates and ranges
schedule through 2022/2023. The lowest pay scale, range 38, step 1, would always reflect

the current minimum wage effective January 1St. This option (Option #1) would allow the
City to update certain classifications, address compaction between positions, and provide a
schedule that would enable departments and decision makers necessary information to plan
for services delivered by the part-time workforce.

Councilmember Callinan and Councilmember Belforte provided a report on
committee discussions regarding the contract with The Design Guild, which was
approved earlier in the evening during Item 7.
B. Liaison Reports
1. Clamber of Comrnerce Board of Directors 6/20
Mayor Pro Tempore Stafford reported that Rita Partika, Costco Wholesale, and
Robert Haley, Cotati Rohnert Park School District Superintendent, were elected as
the Chair and Vice Chair. The Board also approved the proposed budget.
2. Library Advisory Board (0/20)
Councilmember Ahanotu reported that the Acting Library Director provided an
overview of the budget and informed the Board about the ongoing recruitment for a
new Library Director.
3. Sonoma County Waste Management Agency (SCWMA) (6/21)
Mayor Pro Tempore Stafford reported on the new increased rates for wood waste
and yard debris disposal fees. Mayor Pro Tempore Stafford also noted that contracts
were awarded for both outreach services and oil programs.
C. Other Reports
Redwood Empire MuniciVal Insurance Fund (REMIF) Board (6/15)
City Manager Jenkins reported that he will continue on as Vice President alongside
President Larry McLaughlin, City of Sebastopol. City Manager Jenkins also
reported on the development of a cost allocation report, his lack of approval for the
approved budget, and upcoming interviews of General Manager candidates will
be held on July 6th. City Manager Jenkins answered various questions from
Councilmembers on rate amounts, participating cities, and budget issues.
