2016/10/20 Parks and Recreation Commission Minutes (3)PARKS AND RECREATION COMMISSION OF THE CITY OF ROHNERT PARK REGULAR MEETING MINUTES Thursday, October 20, 2016 The Parks and Recreation Commission of the City of Rohnert Park met this date atRohnert Park City Hall, 130 Avram Avenue, Rohnert Park, for a regular meeting to commence at 6:00pm. Call to order The meeting was called to order by Vice-Chair Griffin at 6:04 p.m. Item 1. Roll Call Present: vice-chair Griffin; commissioners Bird, Black, canterbury Absent: Chair Borr Staff Present: Nelle Herman, Acting Community Services Manager John McArthur, Director of Public'Works and Community Services Mary Grace Pawson, Director of Development Services Norm'Weisbrod, Contract Planner TJ Machado, Landscape Supervisor Renée Eger, Administrative Assistant Item2. Pledge of Allegiance The Pledge of Allegiance was led by Vice-Chair Griffin. Item 3. Acknowledgment of Meeting Agenda Posting Acting Community Services Manager Herman acknowledged posting of the regular meeting agenda in the required public places per Brown Act requirements. Item 4. Public Comment None. Item 5. Approval of Minutes This item is reserved for next month's meeting Q{ovember 17) agendawhen a quorum of attending members can review. Item 6. Public Meeting: Five creek, Final Development plan, park Design ^. Staff Report Director of Development Services Pawson presented a PowerPoint to the Commission with a request to review and approve the Five Creek, Final Development Plan, Park Design. The development affords the City with a turnkey 0.65 acre park, which will hc the first west side park. The Commission collectively thanked the design architects for including the requested amenities and incorporating them into the final design. b. Review and Recommendation Action: Moved/Second (Black/Canterbury) to approve the resolution accepting conformance of the Five Creek, Final Development Plan, Park Design as presented. Motion carried by the following 4-0-0-1 vote: AYES: Griffin, Bird, Black, Canterbury; NOS: None; ABSTAIN: None; ABSENT: Bon. Item 7. Parks Update a. StaffUpdate Landscape Supervisor Machado provided an update on City Parks for the Commission. Highlights of recent projects include: structure repairs and improvements; Sunrise Park picnic table and BBQ rebuilding, repainting of basketball hoops and light poles; and completion of the fence repair at Rohnert Bark Dog Park. b. Review and Discuss Director McArthur provided information and an update on the Parks Restroom reopening project. The Commission noted improvements throughout City parks and thanked staff for timely responsiveness to requests. Item 8. Dorotea Park Play Equipment ^. StaffUpdate Manager Herman advised the Commission that the Dorotea Playground Replacement project would entail removal and replacement of tot and school age playground structures. In November, staff will review design concepts and begin public outreash. Final selection of playground structures will occur in December/January with construction beginning in February/March. b. Review and Discuss The Commission requested a unique feature if the budget and spacing allows. Item 9. Matters tolfrom Commissioners ^. Commissioner's 2017 Request for Reappointment forms The Commissioner received Reappointment forms which are due back to City Hall on November 1,2016. b. Youth Advisory Update With Chair Borr's absence, this item is deferred until the November meeting. c. Cultural Arts Cultural Arts commissioning is added to the topics for the retreat in January. d. Commissioner Liaison Reports Commissioner Griffin attended the Golf Course Oversight Committee meeting and advised the GCOC reviewed costs for improving the bunkers and cart paths, stating that the budgeted amount is $30,000 for all City repairs. Manager Herman informed the Commission that despite the rain, approximately 40 participants.attended the Pumpkin Splash held at Honeybee Pool on Saturday, October 15th. The Sports Center's 30th Anniversary Celebration is scheduled for Friday, December 9th, from 5 to 7 p.m. Commissioner Black requested an update on staffing. Manager Herman advised that by Spring season, Community Services should be fully staffed. Item 10.
