2016/11/17 Parks and Recreation Commission Minutes (3)PARKS AND RECREATION COMMISSION OF THE CITY OF ROHNERT PARK REGULAR MEETING MINUTES Thursday, November 17, 2016 The Parks and Recreation Commission of the City of Rohnert Park met this date at Rohnert Park City Hall, 130 Avram Avenue, Rohnert Park, for a regular meeting to commence at 6:00pm. Call to order The meeting was called to order by Chair Borr at 6:01 p.m. Item 1. Roll Call Present: Chair Borr, Vice-Chair Griffin; Commissioners Bird, Black Absent: Commissioner Canterbury Staff Present: Nelle Herman, Acting Community Services Manager John McArthur, Director of Public Works and Community Services Renée Eger, Administrative Assistant Item?. Pledge of Allegiance The Pledge of Allegiance was led by Chair Bon Item 3. Acknowledgment of Meeting Agenda Posting Acting Community Services Manager Herman acknowledged posting of the regular meeting agenda in the required public places per Brown Act requirements. Item 4. Public Comment Rohnert Park resident Bill Petrie addressed the Commission regarding interest in utilizing two City tennis courts for outdoor Pickleball. The Commission had questions and briefly discussed with Mr. Petrie options regarding funding, placement, and next steps. Item 5. Approval of Minutes The approval for Regular Meeting minutes of September 15, 2016, is reserved for next month's meeting (December 15th) agenda when a quorum of attending members can review. Action: Moved/Second (Griffin/Bird) to approve the Regular Meeting minutes of October 20, 2016 as presented by the following 3-0-1-1 vote: AYES: Griffin, Bird, Black; NOS:None; ABSTAIN: Borr; ABSENT: Canterbury. 1. Item 6. Memorials in Parks Poticy a. StaffReport Community Services Manager Herman advised the Commission regarding recent renewed interest in the Brick Memorial program. b. Discussion Discussion by the staff included development of a policy regarding acceptable memorial guidelines in order to provide consistent streamlined response to requests. Item 7. a. b. Item 8. Item 9. a. b. In addition to acceptable features, guidelines should encompass approved locations, style, charges, and naming conventions. Dorotea Park Playground Staff Update Community Services Manager Herman presented the Commission with options received from Ross Recreation in order to narrow down replacement of both the tot lot and school age playgrounds at Dorotea Park. Review and Recommendation Three tot lot options were presented which included 1) train theme, 2) standard structure to include a swingset, and 3) smaller train theme with a swingset. After discussion, the Commission concurred that Options I (train theme) and2 (standard structure with swings) should be presented in the next steps. Three school age playground options were presented which included 1) merry-go- round feature, 2) Traditional playground with okoodsy" theme, and 3) Traditional playground without swings but included merry-go-round feature. After discussion, the Commission was in agreement that Options 1 (meny-go-round feature) and 3 (traditional playround without swings but included merry-go-round feature) should be presented in next steps. Agenda Plan Review The Commission reviewed the2016 Agenda plan, adding "Community Benefit Methodology" to the items for the December regular meeting agenda. Matters tolfrom Commissioners Commissioner Liaison Reports The Commission did not have any liaison reports to review or discuss. Youth Advisory Committee (YAC) Workplan The Commission and staff discussed tabling the YAC worþlan due to staffing. Commissioner Black discussed the upcoming Crafts Faire. Manager Herman stated this is the 3 7th annual event on Novemb er 25th and 26th from 1 0 a.m. to 4 p.m. with over 65 local vendors selling handmade goods. Commissioner Bird mentioned the upcoming Sports and Fitness 30th Anniversary celebration. Manager Herman advised the date as December 9th from 5 to 7 p.m. Commissioner Griffin inquired regarding the Myles Ahead program. Manager Herman stated that set-up was complete and new members to date was at 63, with more anticipated. Chair Borr complimented on a recent observation of four soccer teams, softball, and a picnic were all being enjoyed at Eagle Park. Item 10. Adjournment There being no further business, Chair Borr adjoumed the regular meeting of the Parks and Recreation Commission at 7:10 p.m. Chair
