REGULAR MEETING MINUTES
Thursday July 16, 2015
The Parks and Recreation Commission of the City of Rohnert Park met this date at Rohnert Park City
Hall, 130 Avram Avenue, Rohnert Park, for a regular meeting to commence at 6:OOpm.
Call to order
The meeting was called to order by Chair Bird 6:01 p.m.
Item 1. Roll Call:
Present: Chair Bird, Commissioners Black, Borr, Canterbury
Absent: Vice Chair Griffin (excused)
Staff Present: Nelle Herman, Community Services Supervisor
John McArthur, Director of Public Works and Community Services

Item 2. Pledge of Allegiance:
The Pledge of Allegiance was led by Chair Bird.
Item 3. Acknowledgment of Meeting Agenda Posting:
Community Services Supervisor Herman acknowledged posting of the regular meeting agenda in the
required public places per Brown Act requirements.
Item 4. Public Comment:
None.
Item 5. Approval of Minutes:
Action: Moved/second (Borr/Black) to approve the June 18, 2015 regular meeting minutes. Motion
carried by the following 4-0-1 vote: AYES: Bird, Black, Borr, Canterbury, NOS: None, ABSENT:
Griffin
Commissioner Black requested the meeting minutes from the special meeting on July 6, 2015 reflect
more information regarding the priorities the Commissioners had mentioned regarding the possible
Eco Media grant.
Action: With this addition, moved/second (Black/Canterbury) to approve the July 6, 2015 special
meeting minutes. Motion carried by the following 4-0-1 vote: AYES: Bird, Black, Borr, Canterbury,
NOS: None, ABSENT: Griffin
Item 6. Parks Update:
General Services Supervisor Kelley presented an update on City Parks maintenance. For the parks
currently on potable water, the City is looking into getting the watering system on a smart controller.
This controller would allow Public Works to monitor flow, do audits, and remotely turn the irrigation
system on and off, amongst other beneficial features. Public Works is also looking into getting LED
lighting for the sports fields at the parks. Renovation of Sunrise soccer field is in progress. The soccer
field will be closed for about three months while the sod and seeds get established. Public Works has
also added larger signage in several parks informing the public of the areas that are watered with
reclaimed water. They are also working to resolve irrigation leaks at Gold Ridge School, Golis Park,
Caterpillar, and Magnolia Park. Lastly, they have removed one of the original play equipment pieces of
Caterpillar Park for safety reasons.
Item 7. Summer Update:
Community Services Supervisor Herman presented an update on summer activities. Camp Burton, the
youth summer camp hosted by the Community Services department is in session. Camp attendance
caps out at 24-25 kids and has been operating at 75% capacity. Camp activities include arts and crafts,
field trips, and swim days at the city pools. The adult softball summer league is currently happening as
well. This season, the Community Services department has decided to try an extended season as well
as a standard season. This change has been a popular choice with the softball teams. The aquatics
program just wrapped up the third session of swim lessons; there are five sessions scheduled for this
summer. Staff has implemented a continuing student discount for swim lessons, but an analysis on if
this has increased participant enrollment is yet to be completed.
Commissioner Canterbury asked if there are any grants for swim lessons. Supervisor Herman informed
the Commission about a program called Vamos a Nadar. The County of Sonoma hosts an
informational class regarding swimming and water safety, then provides the attendees with a discount
coupon for swimming lessons.
Item 8. Review 2015 Agenda Plan:
Community Services Supervisor Herman reviewed some changes to the 2015 Agenda Plan. There will
be Park Audit Tours on Tuesday July 21, 2015, August 20, 2015, and August 11, 2015. There will be
a Special Meeting for the Parks and Recreation Commission on Thursday July 30, 2015 to review
upcoming projects from Development Services and Park Master Plan.
Item 9. Committee Reports:
a. Golf Advisory Committee
Chair Bird reported on the recent Golf Advisory Committee meeting. Both he and
Commissioner Griffin attended. One topic of conversation was memorials at the Golf
Course. Specifically, memorials for long time members who have passed away. Other
topics of conversation included that rounds were down, but the courses are in great shape.
The Committee appreciates the City's quarterly maintenance monitoring report.
Commissioner Borr asked if walkers on the golf course were a topic of conversation.
Director McArthur came forward to inform the Commission that the tenant, with City
approval, is planning to develop an informational handout that golf course marshals can
distribute to citizens walking on the courses. This handout will list the potential hazards and
how to avoid them, educating the public on how to safely walk on the golf course.
Item 10. Matters to/from Commissioners:
a. Facility Improvement Projects, Sports Center, Benicia Pool, Senior Center
Director McArthur gave an update on some facility improvement projects. The Benicia
Pool renovation is fairly far along in construction with a potential completion date of
August 11, 2015. The department will hopefully do a soft opening this summer with a
larger grand opening next summer. The Sports Center locker room project is at 100%
design. They are working on getting a building permit and then it'll be going out to bid. The
Activity Room floor at the Senior Center is being replaced. The new floor will be
commercial grade non -slip vinyl.
b. Redevelopment Project Review Update
Director McArthur recapped the project list from the previous round of bond funded
projects. Projects included Senior Center restrooms and roof renovation, Public Safety
HVAC, Sports Center Locker room renovation, and Community Center parking lot. City
staff is currently working on another round of bond funds. Some items might be brought to
the Parks and Recreation Commission for consideration.
c. Joint City Council/Parks and Recreation Meeting August 25, 2015
Supervisor Herman informed the Commission that the joint meeting between City Council
and the Parks and Recreation Commission will be on August 25, 2015. Commissioner Borr
asked how the agenda will be decided. Director McArthur commented that staff is putting
together an agenda that the Commission can review prior to the joint meeting date.
d. Eco Media Project Concepts
Supervisor Herman shared that after the Parks and Recreation Commission's special
meeting on July 6, 2015, Manager Austin submitted the wish list of projects for the possible
grant from Eco Media. The three projects he shared with Eco Media were renovations to
Alicia Park picnic area, bocce courts, and a par course. Staff will keep the Commission
apprised of further information as it is received.
Commissioner Borr shared that he attended the Town Meeting on Tuesday July 7, 2015. He felt the
meeting went well and there was good attendance. Commissioner Black would like more clarification
given to the Committees and Commissions on who can attend. There were conflicting messages given
to different Committees and Commissions. The Planning Commission and the Parks and Recreation
Commission were told members of the Commissions could attend so long as they don't make a
quorum; however, other Commissions were told they could all participate so long as they didn't sit
together or discuss items.
Commissioner Black attended the July 14, 2015 City Council meeting to receive a proclamation from
the Mayor regarding Parks and Recreation.
Director McArthur shared that Magnolia Park tennis courts will be resurfaced in October 2015.
