2015/08/05 Parks and Recreation Commission Minutes (3)PARKS AND RECREATION COMMISSION OF THE CITY OF ROHNERT PARK SPECIAL MEETING MINUTES August 5, 2015 The Parks and Recreation Commission of the City of Rohnert Park met this date at Rohnert Park City Hall, 130 Avram Avenue, Rohnert Park, for a special meeting to commence at 5:00pm. Call to order The meeting was called to order by Vice Chair Griffin at 5:01 p.m. Item 1. Roll Call: Present: Vice Chair Griffin, Commissioners Black, Borr, Canterbury Absent: Chair Bird (excused absence) Staff Present: Mitch Austin, Community Services Manager John McArthur, Director of Public Works and Community Services Kimberly Roberts, Part -Time Administrative Assistant Item 2. Pledge of Allegiance: The Pledge of Allegiance was led by Vice Chair Griffin Item 3. Acknowledgment of Meeting Agenda Posting: Manager Austin acknowledged posting of the special meeting agenda in the required public places per Brown Act requirements. Item 4. Public Comment: None. Item 5. Park and Facility Improvement Priority of Projects in Redevelopment Area Staff Report: Director John McArthur led a PowerPoint presentation on the proposed list for the Facility Capital Project. Director McArthur started the presentation with a list of current projects and their prospective start dates, and then moved onto how staff created the prioritization methodology for new projects. High Priority projects are urgent projects that need to be started within 2 years. Priority projects need to be completed within 3-5 years. The objective of this priority matrix is to eliminate unfunded liabilities, reduce net operating expenses, and include Park Master Plan priorities. Below is a list of the proposed project list from City staff that will be presented to City Council on August 25, 2015: High Priority: • Replacement of stadium lighting in parks • ADA path of travel rehabilitation in parks • Animal Shelter exterior coating/siding • Animal Shelter HVAC replacement • Community Center exterior coating • Community Center HVAC replacement • Community Center Floor replacement • Ladybug Recreation Building roof replacement • PAC exterior coating • PAC HVAC replacement (5 units) • Public Safety Main mini -split AC replacement • Senior Center exterior coating/siding • Senior Center HVAC replacement • Senior Center parking lot overlay • Sports and Fitness Center exterior coating Priority: • Park field/irrigation renovation • Picnic area renovation • Community Center courtyard renovation • Public Safety Main interior coating • Public Safety Main floor replacement • Sports and Fitness Center weight room equipment/floor • Sports and Fitness Center Activity Room equipment/floor • Sports and Fitness Center HVAC system • Street paving rehabilitation in project area • ADA Compliance (transition study sidewalk repair) • Skate feature in project area Discussion: Consensus amongst the Commissioners was the list seemed to be a thorough representation of projects that need to be completed; however, they as Commissioners aren't privy to all the information regarding building maintenance and maintenance needs to fully make an informed recommendation or comment. Commissioner Borr suggested restructuring the list into 5 categories: 1.) Safety, welfare, compliance 2.) Differed maintenance that will preserve integrity of a building 3.) Improve access to existing facilities 4.) Preserving existing assets 5.) Adding new assets Vice Chair Griffin would like to see the proposed High Priority and Priority project list redone with Commissioner Borr's recommended categories. Item 6. Review 2015 Agenda Plan Manager Austin reviewed the 2015 Agenda Plan. The only proposed change is the re -prioritized Redevelopment Bond will be added to the agenda for the regularly scheduled Parks and Recreation Commission meeting on September 17, 2015. Item 7. Matters to/from Commissioners a. Draft Minutes for 7/30/15 A draft of the meeting minutes from the Parks and Recreation Commission Special meeting on 7/30/15 was presented for the Commissioners review. Staff wanted to confirm that the items the Commissioners would like to see added to the joint meeting with City Council was properly documented. Commissioner Borr would like to expand on the last sentence in Item 6 which currently reads "Director Pawson explained that some of the projects were started several years ago. She can find the dates of the projects and bring the information before the Commission." Commissioner Borr would like it reflect clarification that the "dates of projects" means when review of the park projects were presented before the Parks and Recreation Commission, the Planning Commission, and City Council. Commissioner Borr also added clarification to Item 7 is the discussion around the philosophy of acceptance and use of fees to ensure City Council and the Parks and Recreation Commission are in agreement about when fees are acceptable, what the position is on fees, and how the fees can be used. Commissioner Black would like clarification on the degree of amenity oversight the Commission possesses (ex. which amenities are going into the parks and cost of amenities/use of park credits). b. Golis Park Fields Update Per comments made at the Parks and Recreation Commission Special meeting on 7/30/15, Director McArthur had been in communication with General Services Supervisor Tom Kelley to add adobe to the sand holes in the field at Golis Park. Commissioners Black and Canterbury commented that they noticed and appreciated the improvement to the field. Manager Austin reported that the City has been investigating ways to bring play space services to Rohnert Park for various social services and health programs. Rohnert Park City facilities have been toured by contingency providers and there is interest in using Meeting Room #3 at the Community Center. It would be used on an intermittent basis for the County to provide its services.
