ITEM NO. 5A
1
Meeting Date: January 9, 2018
Department: Administration
Submitted By: Betsy Howze, Treasurer
Prepared By: Leonardo Tacata, Senior Analyst
Agenda Title: Submission of 2017 Financial Report
RECOMMENDED ACTIONS:
Accept the Treasurer’s 2017 Financial Statements and Report
STAFF REPORT:
The City of Rohnert Park Foundation By-Laws require the submission of an annual financial
report that provides the corporation’s assets, liabilities, expenses, and disbursements during the
fiscal year.
Summary of Activities
In Fiscal Year 2017, the primary activity of the Foundation was to receive donations on behalf of
the Performing Arts Center through concessions donations and proceeds from the sale of those
concessions. The main expense for the PAC donations activity is for the alcoholic beverage
license to sell and serve wine at PAC concessions. The activity also incurs some expense for
supplies (such as serving utensils and condiments) to serve the concessions. In 2017,
approximately $8,300 was earned in concessions revenue, $2,000 was expended in permits and
licenses, and approximately $780 was expended in concessions supplies. The transfer of the net
of the proceeds for the PAC concessions donations will be reflected in the 2018 financial
statement.
On May 2, 2017, the Board authorized a $5,000 donation to the 2017 Project Grad Event. The
source of this donation was from the available fund balance of the Foundation.
At the end of the Fiscal Year, the Foundation received its first “Community Investment
Recurring Contribution” as agreed upon in the Memorandum of Understanding with the
Federated Indians of Graton Rancheria. Although the recurring contribution is not guaranteed,
the Tribe has made all expected payments to the Graton Mitigation Fund established by the State
Compact, and the City is fairly confident that the recurring contributions will continue through
the next fiscal year.
On June 13, 2017, the Board adopted the Foundation’s Operating Budget for Fiscal Year 2018.
The annual budget appropriated the transfer of concessions proceeds to the PAC. It also
budgeted to receive the projected Community Investment Recurring Contributions for the year;
however, the Board elected not to appropriate any programmatic expenses from the recurring
contributions until sufficient funds have been received to determine how the MOU moneys
would be spent.
The Financial Statements attached will be included in the City of Rohnert Park’s annual financial
audit. All 2017 Accounts Receivables have been booked. Furthermore, the Foundation did not
