CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Stafford called the joint regular meeting to order at 5:00 pm, the notice for which being legally noticed on January 5, 2018. PRESENTATIONS A. Mayor's Certificate of Recognition: Honoring Tadao Kunishi for His Many Years of Service as a Sister Cities Relations Committee Member Mayor Stafford presented a Certificate of Recognition to Tadao Kunishi, who thanked Council for honoring him. 4. PUBLIC COMMENTS Peter Alexander read a poem regarding the status of Sonoma County in 2018. Jim Duffy stated he attended the Coffee with a Cop event on December 15th and expressed his concerns about de-escalation policies. Mr. Duffy also requested the Council to consider an oversight board for the Rohnert Park Department of Public Safety. Fred Stemmler, General Manager for Recology Sonoma Marin, provided an update on new garbage services and offered to provide a presentation at a future City Council meeting. 6. CONSENT CALENDAR A. City Manager Jenkins informed Council that staff will work with the designer on the construction process and set up an appropriate timeline. ACTION: Moved/seconded (Belforte/Ahanotu) to Authorize the City Manager to Execute Task Order 2018-01 with Firma Design Group for the East Cotati Paving (Project No. 2017-17) for an amount not to exceed $183,176. Discussion on Downtown Formation Strategy Using Design Guidelines and Zoning Code Provisions Planning Manager Beiswenger presented the item. Recommended Action(s): Review design guidelines and examples of downtown building types, indicate design preferences and provide direction to staff. Public Comments: None. ACTION: By Consensus (none opposed), City Council supported the design preference of blending the Mediterranean and Modern architectural styles. Council also directed staff to bring forward additional workshops on other issues related to downtown development for Council's review and comment, including design guideline and code update proposals to better support City Council direction. For the record, Councilmember Mackenzie stated that the downtown developers will meet with Sonoma Marin Area Railroad Transit (SMART) next week. 8. INTRODUCTION OF ORDINANCE — Consideration of Amending Chapter 5.24.240 of the Rohnert Park Municipal Code to Reauthorize the Existing Public, Educational, and Government (PEG) Support Fee Senior Analyst L. Tacata presented the item. Recommended Action(s): Introduce an ordinance expressly reauthorizing the PEG support fee and automatically reauthorizing the PEG support fee upon state franchise renewal through current and future state franchise terns. Public Comments: None. ACTION: Moved/seconded (Callinan/Belforte) to waive full reading and introduce Ordinance 916 An Ordinance of the City of Rohnert Park, California, Reauthorizing the Existing Public, Educational, and Government Support Fee and Amending Section 5.24.240 of the Rohnert Park Municipal Code to Provide for Automatic Reauthorization. PUBLIC HEARING (NO EARLIER THAN 6PM) (Noticed on 12/29/2017) INTRODUCTION OF ORDINANCE — Consideration of an Ordinance Approving a Second Amendment to the Development Agreement By and Among the City of Rohnert Park and Penn Grove Mountain LLC Regarding the Southeast Specific Plan Area Development Services Director Pawson presented the item. Recommended Action(s): Conduct a Public Hearing and waive the first reading in order to introduce an ordinance approving the Second Amendment to the Development Agreement by and among the City of Rohnert Park and Penn Grove Mountain LLC regarding the Southeast Specific Plan Area. Hearing Opened 6:08 p.m. Public Comments: Tim Smith expressed his concerns about putting out fires and asked a question in regards to the water tank. Hearing Closed 6:09 p.m. Development Services Director Pawson answered questions regarding the water tank and stated that a water systems analysis was performed that allows for fire flow storage. Development Services Director Pawson also noted that a new water tank is under construction in University District and is expected to be in operation by the end of 2018. Recommended Action(s): Conduct a Public Hearing and take action regarding the Parks and Recreation Commission's request to rename Oak Grove Park to Griffin's Grove Park after Parks and Recreation Commissioner, Jerry Griffin. For the record, Councilmember Mackenzie stated that the bike bridge right down by the old City Hall is named after Dave Eck when he stepped down from the Council and the transit stop on Commerce, across from Safeway, is named after Warren Hopkins. 12. Sonoma County Mayors' & Councilmembers' Association Matters Consideration of supporting "letters of interest" for appointments to vacancies by the Mayors' and Councilmembers' Association Board of Directors on February 8, 2018. Recommended Actions: 1) Consider supporting the requests of Sonoma County mayors for appointment to the Remote Access Network (RAN) Board for a one-year term ending January 2019; 2) Consider supporting the requests of Sonoma County councilmembers for appointment to the League of California Cities North Bay Division, Executive Board for a two-year term ending February 2020; and 3) Confirm Mayor's letter designating an alternate voting representative to attend Mayors' and Councilmembers' Association and City Selection Committee meetings. 1. Russ an River Watershed Association (12/14) Mayor Stafford reported that Matt St. John, Executive Officer of the North Coast Regional Water Control Board, provided an update regarding the levels of pollutants from the fires and stated the water quality is relatively good. 3. Chamber of Commerce Board of Directors 12/19 Mayor Stafford reported that a holiday celebration took place. 4. Library Advisory Board (12/19} Councilmember Ahanotu reported that the library headquarters is moving to Rohnert Park. Golf Course Oversight Committee (1/2) Vice Mayor Callinan reported that the golf course is in good shape and spoke about the replacement of cart paths and trees. 6. Sonoma Clean Power (1/4) Councilmember Belforte reported that PG&E may have a rate increase in March, which is later than usual and Sonoma Clean Power is looking into ways to offset these increases. 7. Sonoma Cotinty Waste Management Agency (12/20). Mayor Stafford reported that Sonoma County Waste Management Agency is working on a rebranding model. C. Other Reports Councilmember Mackenzie reported on Sonoma Marin Area Railroad Transit (SMART) operations and more equipment will be added to trains in order to alleviate overcrowding issues. Councilmember Mackenzie reported on Metropolitan Transportation Commission (MTC) and spoke about toll increases under Regional Measure 3. Councilmember Mackenzie attended the Sonoma County Board of Supervisors (BOS) meeting and announced that BOS Chair James Gore was designated as the liaison for the Sonoma County Mayors' & Councilmembers' Association. Vice Mayor Callinan discussed garbage issues on the bike paths along the railroad tracks. 15. COMMUNICATIONS None.
