MEETING - CALL TO ORDER/ROLL CALL
Mayor Stafford called the joint regular meeting to order at 5:00 pm, the notice for which being
legally noticed on February 8, 2018.

A. Mayor's Certificate of Recognition: Honoring the Kindness Committee for
Performing Wonderful Acts of Random Kindness throughout the Community
Mayor Stafford read and presented the Certificate of Recognition to the Kindness
Committee.
4. SSU STUDENT REPORT
Isabelle Briseno, Legislative Representative, Sonoma State University (SSU) Associated
Students, Inc. (SSU ASI) reported on the Associated Student's semester goals which include
opposing a tuition increase and dealing with the lack of student housing; Join Us Making

Progress (JUMP) upcoming events include Sonoma Serves is March 10. Hunger and
homeless week is next week which will feature a food drive and events such as the hunger
banquet February 20.
5. DEPARTMENT HEAD BRIEFING
City Manager Jenkins announced that the 2018 Community Survey is open and available
online at www.rpcity.org/survey through February. A total of 1500 people have already
participated.
6. PUBLIC COMMENTS
Jim Duffy requested City Council to bring Law Enforcement Assisted Diversion (LEAD) to
Sonoma County and referred Councilmembers to www.leadbtieati.orfor more information.

Mayor Stafford announced an administrative oversight on Item 7.17. The welcome letter for
the Sons of Norway District Six Lodge 2018 Convention is missing from Item 7.F.
ACTION: Moved/seconded (Mackenzie/Belforte) to approve the Consent Calendar
including the welcome letter for the Sons of Norway District Six Lodge 2018
Convention.
Motion carried by the following unanimous 5-0 vote: AYES: Ahanotu,
Belforte, Mackenzie, Callinan, and Stafford NOS: None, ABSTAINS: None,
ABSENT: None.
8. Discuss Downtown Formation Strategy Using Design Guidelines within the PDA Plan
for Streetseapes and Open Space - --
Planning Manager Beiswenger presented the item. Recommended Action(s): Review design
guidelines within the Central Rohnert Park, Priority Development Area (PDA) plan and
examples of downtown streetscape and open space designs, indicate design preferences and
provide direction to staff.

ACTION: By Consensus (none opposed), City Council received the report.
9. Municipal Separate Storm Sewer Systems (MS4) Storm Water Permit & Trash
Amendments Update
Environmental Coordinator Bennett and Management Analyst Beran presented the item.
Recommended Action(s): Receive update on municipal separate storm sewer systems (MS4)
Storm Water Permit and Trash Provisions.

10. Discussion and Direction on Community Services Recreation Program Cost Recovery
Policy
Community Services Manager Bagley presented the item. Recommended Action(s): Receive
an update and provide direction regarding the adoption of a cost recovery policy using the
Community Benefit Methodology.
Councilmember Mackenzie stepped away from the dais 6:36 p.m. and returned at 6:41 p.m.
Public Comment: None.
ACTION: By Consensus, (none opposed), City Council directed staff to move forward
with bringing the Cost Recovery Policy back for adoption and after
implementation, provide City Council with a policy analysis at the end of the
fiscal year.
11. PUBLIC HEARING (NO EARLIER THAN 6 PM) (Noticed: 2/2/2018)
INTRODUCTION OF ORDINANCE — Consideration of an Ordinance of the City of
Rohnert Park, California, Amending Title 17 of the Rohnert Park Municipal Code to
Require Owner Occupancy for Internal Accessory Dwelling Unit Conversions
Planner II Tusinger presented the item. Recommended Action(s): Conduct a public hearing
and waive first reading and introduce ordinance to amend Chapters 17.07.020 (Footnotes) of
the Rohnert Park Zoning Ordinance.

1.2. Review Sewer Rate Study Draft Report and Provide Direction Regarding Rate
Adjustment Timelines and Notices
Director of Public Works & Community Services McArthur and Bob Reed, Reed Group Inc.,
presented the item. Recommended Action(s): Review and receive the Sewer Rate Study
Draft Report and provide direction on the recommended rate adjustment and actions for the
City's sewer rate adjustment process.

The Water/Wastewater Issues Subcommittee recommended City Council move forward with
the sewer rate adjustment process.
Public Comment: None.
ACTION: By Consensus (none opposed), City Council directed staff to send a Notice of
Public Hearing to City of Rohnert Park sewer utility customers and approved
the rate adjustment timeline described in the staff report, including the public
hearing date and recommended effective date of new sewer rates.

Rohnert Park Municipal Code Chapter 2.32, Parks and Recreation Commission,
Changing the Term of Office for Commissioners from Two Years to Four Years and
Extending the Terms of Office of Existing Commissioners
City Clerk Buergler presented the item. Recommended Action(s): Introduction of Ordinance
— Consideration of Amendments to Rohnert Park Municipal Code Chapter 2.32, Parks and
Recreation Commission, Changing the Term of Office for Commissioners from Two Years
to Four Years and Extending the Terms of Office of Existing Commissioners.

Ordinance of the City of Rohnert Park, California, Amending Chapter
2.32.030 Rohnert Park Municipal Code to Provide for a Change to Parks and
Recreation Commissioners' Term of Office. Title read by Mayor Stafford.

14. COMMITTEE / LIAISON/ OTHER REPORTS
A. Standing Committee Reports
1. Water/Wastewater Issues Subcomnnittee (1/3
Councilmembers Mackenzie and Belforte reported that the person accused of illegally
dumping septic waste around Sonoma County including dumping in Canon Manor is
facing sentencing. The Committee requested that a letter be sent from the City
Council to the District Attorney explaining the environmental impacts of this act on
Rohnert Park.
ACTION: By Consensus (none opposed), City Council directed staff to prepare a
letter for the Mayor to sign on behalf of the City Council.
B. Liaison Reports
1. Sonoma Clean Power (2/1)
Councilmember Ahanotu reported the on the selection of Chair, Mendocino County
Supervisor Dan Hamburg, and Vice Chair, Cotati Mayor Mark Landman. In January,
PG&E sent out notices to 8,157 of the shared residential customers informing them
they have been selected for the State of California's Default Time -of- Use Pilot. This

is the first of three letters these customers will receive notifying them of their
upcoming switch from a flat rate to a time -of -use rate starting in April 2018.
Councilmember Ahanotu also reported on the legislative platform which he will
provide to the City Council once adopted by Sonoma Clean Power.
2. Water Advisory Committee (2/5)
Councilmember Mackenzie reported the Water Agency Board of Directors appointed
Grant Davis as General Manager, Windsor Councilmember Millan was selected Chair
of the Committee, and that the City of Santa Rosa reported the potential costs of
replacing the water pipes in Fountain Grove is approximately 20 million dollars.
3. Santa Rosa Plain Groundwater Sustainability gency (2/8)
Mayor Stafford reported on the introduction of the rate study. Director of
Development Services Pawson stated a public meeting to discuss the rate study is
expected to be scheduled in March 2018.
4. Sonoma County Mayors' & Councilmembers' Association (218)
Mayor Stafford reported all Councilmembers attended and Sonoma County Office of
Emergency Services Manager Chris Helgren was a presenter.
5. Sonoma County Transportation Authority (SCTA) (2/12)
Councilmember Mackenzie reported Cloverdale Councilmember Carol Russel is
Chair and Sonoma County Supervisor Susan Gorin is Vice Chair of SCTA and
Regional Climate Protection Authority (RCPA), and Lauren Casey has resigned from
RCPA.

A. Council Consideration of Proposed Date for Town Hall Meeting — Wednesday, April

Town Hall Meeting Wednesday, April 25, 2018, from 6 pm to 8 pm.
