MEETING - CALL TO ORDER/ROLL CALL
Mayor Stafford called the joint regular meeting to order at 5:01 p.m., the notice for which being
legally noticed on February 22, 2018.

Mayor Stafford read and presented the Certificate of Recognition to two of the
Animal Shelter League of Rohnert Park board members, Barbara Kohler and Cheryl
Currier.

Public Safety Director Masterson presented an update on 2017 Part I and Part II Crimes.

7. Presentation by Recology Sonoma Marin on Transition of Solid Waste Service Contract
Fred Stemmler, Recology General Manager, presented the item. Recommended Action(s):
Receive a presentation by Recology Sonoma Marin on the transition of the City's contract for
hauling solid waste from Rohnert Park Disposal.
Public Comments: None.
ACTION: By Consensus (none opposed), City Council received the presentation.
8. Acceptance of Comprehensive Annual Financial Report Fiscal Year 2016-17, and
Proposition 4 Article XIII -B (GANN) Limit Agreed Upon Procedures Report for Fiscal
Year 2017-18
Finance Director Howze presented the item. Recommended Action(s): Accept the
Comprehensive Annual Financial Report (CAFR) for FY 2016-17 and Proposition 4 Article
XIII -B (GANN) Limit Agreed -Upon Procedures Report for FY 2017-18.
Public Comment: None.
ACTION: By Consensus (none opposed), City Council received the report.
9. Discussion and Direction on Financial Crisis Response Plan
City Manager Jenkins presented the item. Recommended Action(s): Provide direction
regarding a draft Financial Crisis Response Plan.
Public Comment: None,
ACTION: By Consensus, (none opposed), City Council directed staff to bring back
Financial Crisis Response Plan for adoption as a formal policy at a future City
Council meeting.
Councilmember Mackenzie stepped away from the dais 6:12 p.m. and returned at 6:18 p.m.

Planner III Tusinger presented the item. Recommended Action(s): Conduct a public hearing
and waive first reading and introduce ordinance to amend Sections 17.10.070 — Maximum
size of housing units, 17.16.030 — Off Street Parking, Specific Requirements, 17.16.040 —
Parking Exemptions, and 17.16.050 — Space Dimensions of the Rohnert Park Zoning
Ordinance.

Ordinance of the City of Rohnert Park, California, Amending Title 17 of the
Rohnert Park Municipal Code to Regulate Additional Bedrooms, Parking, and
Garage Conversions on Single -Family Residential Parcels. Title read by
Mayor Stafford.

11. PUBLIC HEARING (NO EARLIER THAN 6 PM) (Noticed: 2/16/2018)
Consideration of Approving Two Development Area Plans (DAP) for the University
District Specific Plan (UDSP) Affordable Housing Complex and Griffin's Grove Park
Planning Manager Beiswenger presented the item. Recommended Action(s): 1) Conduct a
public hearing on two proposed Development Area Plans involving the development of a
218 -unit affordable housing project located adjacent to Griffin's Grove Park (APN 159-550-
007 and Griffin's Grove Park (portion of APN 159-550-008) (File No. PLDP2017-0003); 2)
Direct the City Manager by Minute Order to approve the Administrative Project Amendment
to the University District, Development Agreement provisions (Exhibit D, Section II,
Affordable Housing Complex) relating to minimum quality standards; 3) Adopt two
resolutions approving Development Area Plans for Affordable Housing Project and Griffin's
Grove Park.

Public Comments: Thomas Hannah spoke about his concerns regarding traffic signals near
the new development area.
Chris Grant, The Pacific Companies, stated that he represents the developer and discussed
issues surrounding parking levels, number of three bedroom units and boundary line
adjustments.
Councilmember Mackenzie read comments submitted by Parks & Recreation Commissioner,
Jerry Griffin. A copy of Mr. Griffin's statement is hereby attached as "Exhibit A" in order to
be entered into the record.

ACTION: Moved/seconded (Mackenzie/Belforte) to direct the City Manager to approve
the Administrative Project Amendment to the University District,
Development Agreement provisions (Exhibit D, Section II, Affordable
Housing Complex) Relating to Minimum Quality Standards.

ACTION: Moved/seconded (Ahanotu/Belforte) to adopt Resolution 2018-028 Approving
a Development Area Plan to Allow a 218 -Unit Affordable Rental Housing
Development on Property Located South of Keiser Avenue and Within the
University District Specific Plan Area, (APN 159-550-007).
Motion carried by the following unanimous 5-0 vote: AYES: Ahanotu,
Belforte, Mackenzie, Callinan, and Stafford NOS: None, ABSTAINS: None,
ABSENT: None.
For the record, Councilmember Mackenzie stated that the proposed plan does not represent
the original intention of University District's provision for affordable housing; instead it is
something that was arrived at later on in the process. Councilmember Mackenzie also noted
that the proposed plan concentrates affordable housing in one specific area and one particular
area of development. Councilmember Mackenzie stated that he has no fault with the
development as proposed, but he prefers the intermixing of affordable/market rate units as
demonstrated in the Southeast Specific Plan Area.
ACTION: Moved/seconded (Ahanotu/Belforte) to adopt Resolution 2018-029 Approving
a Development Area Plan for Griffin's Grove Park Located South of Keiser
Avenue and within the University District Specific Plan Area (Portion of APN
159-550-008).
Vice Mayor Callinan left the dais at 7:06 p.m. and was absent for the rest of the meeting.
Public Comments: Kevin Pohlson, University District, provided clarification on the
definition of passive parks and the use decomposed granite pavers. Mr. Pohlson also
explained the developer's flexibility on bocce ball courts.
ACTION: Moved/seconded (Ahanotu/Belforte) to adopt Resolution 2018-029 Approving
a Development Area Plan for Griffin's Grove Park Located South of Keiser
Avenue and within the University District Specific Plan Area (Portion of APN
159-550-008) including the following amendments:
1) Amending Exhibit B Conditions of Approval Line 24(d) which currently
states "Provide an alternate to the Chinese Pistache tree located within the
park, preferably a native species" to read as "use native plant species
throughout the park."
2) Provide permeable pavers for the sidewalk system.
Motion carried by the following unanimous 4-0-1 vote: AYES: Ahanotu,
Belforte, Mackenzie, and Stafford NOS: None, ABSTAINS: None, ABSENT:
Callinan.

Consideration of Amendment to Vast Oak East Development Area Plan II: Sycamore
Neighborhood at University District (File Nos. PLDP17-0005)
Planning Manager Beiswenger presented the item. Recommended Action(s): Conduct a public
hearing on the Proposed Amendment to Vast Oak East Development Area Plan II: Sycamore
Neighborhood at University District. (File Nos. PLDP17-0005) and adopt a Resolution
approving the proposed amendment to the Development Area Plan.
Councilmember Belforte stepped away from the dais 7:20 p.m. and returned at 7:22 p.m.

Public Comments: Chris Meyers spoke in opposition of the amendments and expressed her
concerns regarding the lack of single story units.

Public Comments: Steve Miller, Signature Homes, spoke in favor of the amendments to the
plan.
ACTION: Moved/seconded (Ahanotu/Belforte) to adopt Resolution 2018-030 Approving
an Amendment to Vast Oak East Development Area Plan II: Sycamore
Neighborhood at University District, Consisting of 114 -Single -Family
Residential Lots.
Motion fails by the following 0-4-1 vote: AYES: None. NOS: Ahanotu,
Belforte, Mackenzie and Stafford; ABSTAINS: None, ABSENT: Callinan.

Russian lZiver Watershed Association (2/22)
Mayor Stafford reported that a presentation was provided by Jeremiah Puget, North
Coast Regional Water Quality Control Board, on the topic of water sample testing.
2. Library Advisory Board (2/15)
Councilmember Mackenzie reported that the Sonoma County Library Commission
held a Budget Workshop at Rohnert Park City Hall on February 26th and the library
headquarters is in the process of relocating to State Farm Drive in Rohnert Park.
3. Chamber of Commerce (Board of Directors) (2/15)
Mayor Stafford reported that the Crab Feed event was a success.
4. Sonon7a CoLInty Wastc Management Agency (2/21 )
Mayor Stafford reported that the Board approved a work plan for the year, discussed
criteria for the Organics Materials Processing Request for Proposals (RFP) and
reviewed possible actions on e -waste transportation/recycling scope of work.

Councilmember Belforte reported that discussions regarding service taxes and
recalling gas taxes took place. Councilmember Belforte also stated that she will
distribute handouts to Council highlighting this information.
2. Golden Gate Bridge, Hio, & (Transportation District
Councilmember Belforte reported that the gantry is under review with the San
Francisco Historical Society and Architecture Institute for approval.
14. COMMUNICATIONS
Councilmember Mackenzie stated that the Press Democrat will be holding an event regarding
the widening of Highway 101 at the Petaluma Veterans Hall on February 28th. Both
Councilmember Mackenzie and Supervisor David Rabbitt will be speakers at this event.
15. MATTERS FROM/FOR COUNCIL
Mayor Stafford reported that the Spreckles Performing Arts Center show South Pacific was
sold out and Councilmembers commended staff.
Councilmember Belforte announced that George Eugene Bodway passed away and
Mayor Stafford noted that a proclamation has been sent to his family.
Councilmember Belforte also informed Councilmembers that Craig Harrington, Vast Oaks
Properties L.P. General Partner, passed away unexpectedly.
Mayor Stafford stated that she participated in Read Across America at Monte Vista
Elementary School and enjoyed reading books to young students.

17. CLOSED SESSION
