MEETING - CALL TO ORDER/ROLL CALL
Mayor Stafford called the joint regular meeting to order at 5:00 pm, the notice for which being
legally noticed on March 8, 2018.
Present: Pam Stafford, Mayor
Joseph T. Callinan, Vice Mayor
Amy O. Ahanotu, Councilmember
Gina Belforte, Councilmember
Absent: Jake Mackenzie, Councilmember
Staff present: City Manager Jenkins, Deputy City Attorney Rudin, Assistant City Manager
Schwartz, Development Services Director Pawson, Finance Director Howze, Human Resources
Director Perrault, Public Safety Director Masterson, Director of Public Works and Community
Services McArthur, Environmental Coordinator Bennett, Project Coordinator Zwillinger, and
City Clerk Buergler.
2. PLEDGE OF ALLEGIANCE
Led by Ellen Giunchigliani's 2°a Grade Class from Richard Crane Elementary
School with Introductory Rohnert Park Song.
Mayor Stafford presented the students with a special pen as a token of appreciation.
3. PRESENTATIONS
A. Mayor's Proclamation: Recognizing the 25th Anniversary of The Community Voice
Mayor Stafford read and presented the Proclamation to Yatin Shah, owner of The
Community Voice.
B. Mayor's Certificate of Recognition: Recognizing Jud Snyder, The Community Voice
Columnist, as an Honorary Citizen

Mayor Stafford read and presented the Certificate of Recognition and Honorary
Citizens plaque, which will be displayed in the lobby at City Hall, to Yatin Shah,
owner of The Community Voice.

5. DEPARTMENT HEAD BRIEFING
A. Public Works: 2018 Creek Clean Up Announcement
Public Works and Community Services Director McArthur and Environmental
Coordinator Bennett reported on the event which will be held on March 22 and 24,
2018, from 9:00 am to 12:30 pm.
6. PUBLIC COMMENTS
Wayne Reed requested City Council support the creation of a community garden in
Caterpillar Park.
Virginia Benson requested the installation of speed bumps on Bernice Avenue in order to
slow down traffic and help to prevent speeding.

C. City Council Resolutions for Adoption:
2. 2018-032 Approving an Agreement for Farmers' Market Management with
Agricultural Community Events Farmers Markets
Public Works and Community Services Director McArthur and Kelly Smith, Agricultural
Community Events Farmers Markets, answered questions from City Council.
Recommended Action(s): Adopt a resolution approving an agreement with Agricultural
Community Events Farmers Markets (ACEFM) for operation of a seasonal farmers'
market (June through August) at City Center Plaza.
ACTION: Moved/seconded (Belforte/Ahanotu) to approve Resolution 2018-032.

9. Update on the City's Traffic Signal Upgrade Program
Development Services Director Pawson presented the item. Recommended Action(s): Receive
report.

report.
10. Consideration of Reaffirming the City's Intent to Reduce Greenhouse Gas Emissions as
Part of a Coordinated Effort through Sonoma County's Regional Climate Protection
Authority
Development Services Director Pawson presented the item. Recommended Action(s): Adopt a
resolution reaffirming the City's intent to reduce greenhouse gas (GHG) emissions as part of a
coordinated effort through the Sonoma County Regional Climate Protection Authority
(RCPA) and to support local implementation measures as identified in Climate Action 2020 as
appropriate.
Vice Mayor Callinan stepped away from the dais 6:09 p.m. and returned at 6:11 p.m.

the City's Intent to Reduce Greenhouse Gas Emissions as Part of a
Coordinated Effort through the Sonoma County Regional Climate Protection
Authority and to Adopt Local Implementation Measures as Appropriate.
Motion carried by the following unanimous 4-0-1 vote: AYES: Ahanotu,
Belforte, Callinan, and Stafford NOS: None, ABSTAINS: None, ABSENT:

11. PUBLIC HEARING (NO EARLIER THAN 6 PM) (Noticed: 2/23/2018)
Consideration of a Service Agreement and On -Bill Financing Loan Agreement between
the City of Rohnert Park and Pacific Gas and Electric Company to Purchase and Install
1,631 Light Emitting Diode Street Lights for Replacement Purposes and Make Findings
Public Works and Community Services Director McArthur and Project Coordinator Zwillinger
presented the item. Recommended Action(s): Conduct a public hearing, 1) Authorize and
approve a service agreement between the City of Rohnert Park and Pacific Gas and Electric
Company (PG&E) to purchase and install light emitting diode (LED) street lights for
replacement purposes; 2) Authorize and approve an On -Bill Financing Loan Agreement
between the City of Rohnert Park and PG&E to purchase and install LED street lights for
replacement purposes; 3) Make findings that the service agreement is an energy finance contract
and is in the best interest of the City; and 4) Make findings that the funds for repayment of the
loan are projected to be available from revenues available from funding that would have been
used for purchase of electrical energy.

Councilmember Ahanotu reported he forwarded the meeting agenda to the City
Council so they can easily access the legislative platform and reported the Board
changed item number 8, rebuilding burned structures to include any disaster.
