A RESOLUTION REJECTING ALL BIDS FOR THE FIRE STATION #3
(WESTSIDE FIRE STATION) PROJECT (2004-13)
WHEREAS, The City's General Plan, originally adopted in 2000, identified the need for a
fire station west of Highway 101 in order to serve planned growth in the City, and a Capital
Improvement Project was identified for the facility; and
WHEREAS, in 2017, a programming document was completed by LCA Architects that
scoped Public Safety's needs for a new station and contained a conceptual design and cost estimate
that met both Public Safety's needs and the City's budget; and
WHEREAS, the conceptual design includes four bedrooms, two bathrooms, a living area,
office space, decontamination areas, and two apparatus bays on a site less than one acre; and
WHEREAS, on February 14, 2017, City Council awarded a task order to LCA Architects to
proceed with design of the fire station; and
WHEREAS, on July 27, 2017, the Fire Station #3 project site plan and architectural review
design was approved by the Planning Commission; and
WHEREAS, the City of Rohnert Park Municipal Code Title 3 Chapter 3.04 provides that the
City's purchasing functions shall be governed by the City's purchasing policy; and
WHEREAS, consistent with City of Rohnert Park Purchasing Policy Section 3.6.F Contracts
for Public Projects which defers to the Public Contract Code, an invitation for bids was
posted/published on December 13, 2017 for the Project with an engineer's estimate for construction
of $3.5-$4 million dollars; and
WHEREAS, nine bids were received on the bid opening date of February 6, 2018 and
the range of bidders were all $1.5 to $2.5 million dollars over the City's planned budget and
engineer's estimate for the project; and
WHEREAS, the City of Rohnert Park's Standard Specifications, section 3.1 and
competitive bidding laws provide that the City retains discretion to reject all bids; and
WHEREAS, Development Services staff believes that rejecting all bids and redesigning
the Fire Station #3 project to fit the new construction bidding climate would bring the station
cost back into budget;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert Park
that it rejects all bids for the Fire Station #3 project.
