2018/04/24 City Council Resolution 2018-051RESOLUTION NO. 2018-051 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AUTHORIZING AND APPROVING AMENDMENT ONE TO THE MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF ROHNERT PARK AND THE ROHNERT PARK PUBLIC SAFETY OFFICERS' ASSOCIATION (RPPSOA) WHEREAS, on March 28, 2017, the City Council adopted Resolution No. 2017-035 approving and adopting a Memorandum of Agreement with the Rohnert Park Public Safety Officers' Association (RPPSOA); and WHEREAS, the RPPSOA and City staff have met and conferred in good faith to amend certain terms and conditions of the Agreement effective April 13, 2018; and WHEREAS, staff prepared the attached Amendment One (Side Letter Agreement dated April 13, 2018) to the Memorandum of Agreement; and WHEREAS, the attached Amendment One (Side Letter Agreement dated April 13, 2018) has been approved by representatives of RPPSOA. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert Park that it does hereby authorize and approve Amendment One (Side Letter Agreement dated April 13, 2018) to the Memorandum of Agreement for the RPPSOA, effective April 13, 2018, which is attached hereto as Exhibit "A" and incorporated by this reference. BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed to execute documents pertaining to same for and on behalf of the City of Rohnert Park. Section 10.4(a)(i) provides as follows: A Field Training Officer shall be defined as a Public Safety Officer who has been fully qualified to train newly -hired Public Safety Officers. To be eligible to apply for FTO, the officer must currently be assigned to the Patrol Division or due to return to the Patrol Division from a specialty assignment within one (1) year or less; must be off probation; and have at least three (3) years full-time experience as a peace officer in the State of California. Field Training Officers will be selected through a three- phase testing process. The process will include a written test, an oral examination, and supervisory and command staff review. After a candidate has been selected, he or she will be required to successfully complete a P.O.S.T. certified FTO School before final appointment. Effective April 13, 2018, the parties agree to amend Section 10.4(a)(i) of the current MOA to reduce the experience requirement from at least three (3) years full-time experience as a peace officer in the State of California to at least two (2) years full-time experience as a peace officer in the State of California by amending Section 10.4(a)(i) as follows: A Field Training Officer shall be defined as a Public Safety Officer who has been fully qualified to train newly -hired Public Safety Officers.
