2018/04/24 City Council Resolution 2019-058RESOLUTION NO. 2018-058 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK APPROVING PROPOSED PROJECT LIST FOR SB 1 FUNDING FROM THE STATE ROAD MAINTENANCE AND REHABILITATION ACCOUNT (RMRA) AND AUTHORIZING SUBMITTAL OF THE PROJECT LIST TO THE CALIFORNIA TRANSPORTATION COMMISSION WHEREAS, on April 28, 2017 the Governor signed Senate Bill ("SB I"), also known as the Road Repair and Accountability Act of 2017 to address basic road maintenance, rehabilitation and critical safety needs on both the state highway and local streets and road system by increasing per gallon fuel excise taxes, diesel fuel sales taxes and vehicle registration fees; and WHEREAS, California cities and counties are eligible to receive funding from the Road Maintenance and Rehabilitation Account ("RMRA") created by SB 1 for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system; and WHEREAS, the City is expected to receive an estimated $698,567 in RMRA funds in Fiscal Year 2018-19; and WHEREAS, the RMRA funds provide a significant boost to the City's local streets and roads, especially for basic maintenance and safety, investing in complete streets infrastructure, using cutting-edge technology, materials and practices, and will have significant positive benefits statewide; and WHEREAS, SB 1 emphasizes the importance of accountability and transparency in the delivery of California's transportation programs, and therefore requires cities and counties to provide basic annual RMRA project reporting to the California Transportation Commission ("CTC") in order to be eligible for RMRA funding; and WHEREAS, prior to receiving an apportionment of RMRA funds from the Controller in a fiscal year, the City must submit to the CTC a list of projects proposed to be funded with these funds, and include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert Park that the City Manager is hereby authorized and directed to submit the list of projects shown as Exhibit A to Resolution to the CTC in the form required by the State Controller in order to qualify them for RMRA funding.
