1. Call to Order
Chair Stephen Gold called the meeting to order at 5:30 PM.
2. Introductions
Chair Gold commenced self-introductions.
3. Public Comment
There were no members of the public present.
4. Consideration of Approval of Meeting Minutes of November 20,2017 and December 18,2017
Committee Member Katie Musick moved to approve meeting minutes of November 20, 2017 and
December 18, 2017;the motion was seconded by Committee Member Tim Hensel and approved by a
vote count of 4 ayes(Gold, Gutierrez,Hensel, Musick), 0 nays, 0 abstentions, 1 absence(Gault).
Chair Gold suggested recording the meetings.
5. Process of Election of Officers
Chair Gold brought up that there has not been a regular election of officers, and he was concerned that
Committee members might want to change the Chairperson and needed the opportunity to do so.Ms.
Tacata noted that at the last election of officers, the term of office was stated as 2 years;the current
Chair and Vice-Chair have not finished their terms yet, and an election would not be needed until after
December 2018. Chair Gold said that there might be need to elect a Chair soon, as he might be moving
out of the area. He said he would like the Committee to consider 1-year terms for officers. Finally, he
would like the election process to be a secret ballot.
Committee Member Gutierrez asked what other committees do for election of officers. He said that he
did not feel strongly about needing a secret ballot. Committee Member Musick said that other
committees she has served on have nominations from the floor, or a call for those interested in being
officers, then a vote. There was brief discussion about methods of voting(e.g. show of hands, roll call,
secret ballot); maximum number of terms; and rotation of Chair or Vice-Chair succession to Chair.
Ms. Tacata said that officer elections for the Committee have been informal in the past. She suggested
Committee Bylaws to address these organizational issues and clarify procedures. Chair Gold was
concerned about Bylaws being too constrictive; he favored simplicity. Ms.Tacata said that she has seen
1-page Bylaws that are simple, and at the minimum, address committee election of officers and what
constitutes a quorum for decision-making. Committee Member Musick said that flexibility could also
be built. Chair Gold asked that staff research samples of Bylaws for the Committee for discussion.
6. Sonoma County Age-Friendly Initiative
Committee Member Gutierrez said that he followed-up with Renee Tolliver, Sonoma County Age-
Friendly Initiative Project Coordinator, in particular regarding the Neighborhood Walkability Survey -
Rohnert Park Bicycle and Pedestrian Advisory Committee

He learned that the Walkability Audits were accomplished by Sonoma County Adults and Aging
Division staff, who worked in conjunction with senior centers in participating communities
There was discussion among the Committee about the potential for the Walkability Audits to be
accomplished with high school students needing community service hours; grant funding for programs
that create intergenerational connections;the value of Rohnert Park-specific data about active seniors
and bicycling and walking by seniors; and involving the Senior Citizens Advisory Committee.
Committee Member Gutierrez said that we should find out if the Senior Citizens Advisory Committee is
interested, perhaps by bringing it up at one of their meetings. Ms. Tacata said that she would find out
the date of their next meeting and talk to the staff liaison of that Committee.
7. Transportation Development Act Article 3 Funds: Trail to Crane Creek Regional Park
Ms. Tacata reported that staff is considering submitting a request for$384,000 in Transportation
Development Act Article 3 ("TDA Article 3")funds for the Trail to Crane Creek Regional Park.
Committee Member Hensel asked if cattle would be allowed to graze on the lands where the trail is
located; Ms Tacata answered that Sonoma County Regional Parks allows cattle-grazing for land
management. Committee Member Hensel asked if there would be parking off Petaluma Hill Road; Ms.
Tacata answered that Sonoma County Transportation and Public Works did not want it. Ms. Tacata
reported that a new traffic signal at Laurel Drive and Petaluma Hill Road would be installed.
Committee members concurred with this use of the TDA Article 3 funds for the Trail project.
8. Staff and Committee Member Updates on Previous.Matters
Chair Gold reported that he attended the Rohnert Park Planning Commission of January 11, 2018 and
reminded them that the BPAC is available to help them with bicycling and pedestrian issues. There was
discussion about whether someone from Committee should attend each Planning Commission meeting;
Committee Member Musick said probably only as relevant matters come up
9. Announcements and New Matters for Future Consideration
Ms. Tacata reported that Deputy City Engineer Art da Rosa left the City of Rohnert Park, effective
February 16 for employment with the City of Pocatello,Idaho, allowing him to be closer to his family.
Ms. Tacata reported that staff applied for an MTC/ABAG Priority Development Area Technical
Assistance Grant for the development of construction drawings and bid documents for the improvement
of the 4 connector paths between Santa Alicia Drive, Enterprise Drive and Copeland Creek
The Committee members discussed the 2018 meeting calendar and agreed to change the May meeting
from May 28 (Memorial Day)to May 21; December 24(Christmas Eve)to December 17, and March 26
to March 19. The March 19 meeting would be visits to the Rohnert Park and Cotati SMART Stations.
10. Adjournment
The Committee concurred to adjourn the meeting at approximately 7:01 PM.
