CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Stafford called the joint regular meeting to order in honor and remembrance of Maurice Fredericks, Co -Founder of the City of Rohnert Park, at 5:00 pm, the notice for which being legally noticed on April 19, 2018, and called for a moment of silence. Mayor Stafford announced Deputy City Clerk Caitlin Saldanha was named 2018 Clerk of the Year by the City Clerk's Association of California. PUBLIC HEARING (NO EARLIER THAN 6 PM) (Noticed: 4/6/2018 and 4/13/2018) Consideration of Accepting the Final Sewer Rate Report, Hold a Public Hearing to Consider Written Protests to the Proposed Sewer Rate Increases, and Adopting a Resolution to Increase Sewer Service Rates Director of Public Works & Community Services McArthur and Bob Reed, Reed Group Inc., presented the item. Recommended Action(s): accept the Final Sewer Rate Study Report, hold a public hearing to consider any written protests on the proposed Sewer rate increases, certify the final count of any written protests and, if written protests are not presented by a majority of the affected parcels, and adopt a resolution to increase sewer service rates. Hearing Opened 6:37 p.m. Mayor Stafford reviewed the process for this public hearing reminding everyone that if they wished to file a written protest against the proposed increases in sewer rate charges to sustain City of Rohnert Park Joint Regular Meeting Minutes April 24, 2018 for City Council/Rohnert Park Financing Authority/Successor Agency Page 6 of 8 City sewer operations, they must deliver it to the City Clerk before the close of this hearing. The requirements for a valid written protest were sent to all the City's sewer customers in February, with additional copies of that notice at the back of the room. Only written protests received by the clerk before closing this hearing tonight will be counted. If written protests are received for a majority of the parcels that would be subject to the new rates, we will not proceed further. Public Comments: None. Hearing Closed 6:38 p.m. Report from City Clerk Buergler: Eight (8) written protests were received. The number of protests is less than one half of the parcels that would be subject to the new and/or increased rates. Rohnert Park has over 8,000 parcels. Therefore, a majority protest has not been filed. ACTION: Moved/seconded (Callinan/Ahanotu) to adopt Resolution 2018-060 Adopting New Sewer Service Rates For the record, Councilmember Mackenzie reported that the Waste Water subcommittee recommends moving forward with Recommended Action and adoption of the resolution. TEFRA (Tax Equity and Fiscal Responsibility Act of 1982) PUBLIC HEARING (NO EARLIER THAN 6 PM) (Noticed: 4/6/2018) Approval of Issuance of Charter School Revenue Bonds by the California Public Finance Authority for the Benefit of Credo High School Assistant City Manager Schwartz presented the item. Recommended Action(s): Adopt a resolution approving the issuance by the California Public Finance Authority ("CPFA") of charter school revenue bonds (the "Bonds") for the benefit of Credo High School in an amount not to exceed an aggregate principal amount of $6,400,000 for facility improvements, educational equipment, materials, and supplies, redemption of pre-existing revenue bonds in the approximate amount of $3,000,000, and funding of a debt service reserve and capitalized interest, if required, and the costs of issuing the bonds. Santa Rosa Plain Groundwater Sustainability Agency (GSA) Mayor Stafford reported the Board discussed funding options for the fee/rate study and future GSA funding. Development Services Director Pawson reported that this topic will be heard at the May 8, 2018, City Council meeting. 4. Russian River Watershed Association (4/1.2) Mayor Stafford reported the Board received an April storm update and the recent rains have helped fill lakes, the Safe Medicine Disposal Ordinance is being finalized, and the student video contest is coming up. 5. Sonoma County Mayors' & Councilinemhers' Association (4/12} No report. C. Other Reports Mayors' & Councilnicrtibe:rs' Association 1_,eizislative Committee Councilmember Belforte reported according to the California State Legislator, $13-$15 billion has been lost due to the wildfires and two-thirds of people are underinsured by $350,000. Polling appears strong for Propositions 68 and 69. Senate Bill 827 was defeated, however, our representatives are looking for input on affordable, dense housing. Senate Bill 901 which would shut off the electrical grids during Red Flag warnings is under consideration. 12. COMMUNICATIONS None.
