MEETING - CALL TO ORDER/ROLL CALL
Mayor Stafford called the joint regular meeting to order at 5:00 p.m., the notice for which being
legally noticed on May 3, 2018.

3. PRESENTATIONS
A. Little Community Managers: University Elementary 1 st & 2nd Graders' Project
University Elementary Teachers, Ryan Kurada, Kristin Ballard, and Jessica Bender
and their students presented the "Little Community Managers" project and shared
ideas on how to make our community better which included a community forest, play
skyscraper, wildlife reserve, home for homeless, animal rescue center, and
underground train.
B. Mayor's Certificate of Recognition: Honoring Tyler -Avery Lewis for Winning the
Title of 2018 Miss Sonoma County

C. Mayor's Certificate of Recognition: Honoring Pinkeo Phongsa for Winning the Title
of 2018 Miss Sonoma County's Outstanding Teen
Mayor Stafford read and presented Certificates of Recognition to 2018 Miss Sonoma
County, Tyler -Avery Lewis and 2018 Miss Sonoma County's Outstanding Teen,
Pinkeo Phongsa, who both thanked Council for their support.
4. SSU STUDENT REPORT
Isabelle Briseno, Legislative Representative, Sonoma State University (SSU) Associated
Students, Inc. (SSU ASI) reported that finals week will take place next week and introduced
Briana Rodriguez, who will be the new student representative for the next school year.
5. DEPARTMENT HEAD BRIEFING
None.
6. PUBLIC COMMENTS
Jackie Donohoe expressed her concerns regarding requirements for state licensed contractors to
notify the Contractors' State Licensing Board about civil actions and urged Councilmembers to
send a letter of support for Senate Bill 1465.
Ed Ghilardi spoke about issues regarding loud parties held by college students at 5749 Davis
Circle.
Jack Buchanan shared his frustrations regarding loud parties held by college students at 5749
Davis Circle and requested fine penalties for the first party call offense.
Public Safety Director Masterson responded to Mr. Ghilardi and Mr. Buchanan by explaining
the process regarding party call offenses and described the fines outlined in the City's loud
parties ordinance. Public Safety Director Masterson also noted the number of party calls has
decreased in recent years.

Vice Mayor Callinan requested staff to distribute the signed letter to other cities in
Sonoma County to encourage cities to join Rohnert Park's support for the legislation.

8. Discussion and Direction on the Santa Rosa Plain Groundwater Sustainability Agency
Regarding Funding and Administration
Director of Development Services Pawson presented the item. Recommended Action(s):
Provide direction to staff and the City's representative to the Board of Directors of the Santa
Rosa Plain Groundwater Sustainability Agency on issues related to the funding and
administration of that agency.

Public Comments: None.
ACTION: By Consensus (none opposed, Ahanotu and Belforte absent), City Council
directed staff to move forward with the recommended actions by supporting
the following actions: forego term reimbursement of initial contribution,
establish a rate based on groundwater use, eliminate flat parcel tax or fee from
consideration, and consider a request for proposal for Groundwater
Sustainability Agency (GSA) Administrative Services. Council also agreed
with staff s recommendation to not support funding an additional three years
of costs.
9. Discussion and Direction on Potential Ballot Measure to Increase Rohnert Park Hotel
Tax Rate
Assistant City Manager Schwartz presented the item. Recommended Action(s): Staff
recommends not pursuing an increase in the city's TOT (Transient Occupancy Tax) rate in
November 2018 because the City's TOT level is among the highest in the County and there is
a pending ballot measure that makes the target vote for a measure unclear.
Public Comments: Steve Jung, Doubletree Hotel General Manager, spoke in support of not
increasing TOT rates at this time.
ACTION: By Consensus (none opposed, Ahanotu and Belforte absent), City Council
directed staff to move forward with the recommended actions and not pursue
an increase in the City's TOT rate in November 2018.
10. Consideration and Approval of Tenant Improvements and City Occupancy of 6250
State Farm Drive and Resolution to Increase Appropriations
City Manager Jenkins and Human Resources Director Perrault presented the item.
Recommended Action(s): Perform the tenant improvements and partially occupy 6250 State
Farm with the IT Department and the General Plan Headquarters. Human Resources staff

would relocate to the third floor of Public Safety Main in the space previous occupied by the
IT Department.

Authorizing and Approving the Director of Finance to Increase
Appropriations for FY2017-18 within Various Accounts for Tenant
Improvement and Relocation Costs.

Conduct a Weed Abatement Protest Hearing to Consider Abatement of Weeds
Constituting a Nuisance
Fire Marshal Thompson presented the item. Recommended Action(s): Staff recommends
receiving public comment and moving forward with the weed abatement process by adopting
Resolution 2018-072 which allows the City Manager to Abate Nuisances Existing within the
City of Rohnert Park.

Director of Development Services Pawson presented the item. Recommended Action(s):
Hold a Public Hearing and adopt resolution to establish the East Cotati Avenue Underground
Utility District and authorize the City Manager to execute certain agreements with PG&E
relating to the undergrounding of utilities.

Planning Manager Beiswenger presented the item. Recommended Action(s): Conduct a public
hearing on the Proposed Amendment to Vast Oak East Development Area Plan II: Sycamore
Neighborhood at University District. (File Nos. PLDP17-0005) and adopt a resolution
approving the proposed amendment to the Development Area Plan.

their feedback and stated that the changes to the plan are consistent to the concepts initially
presented by Brookfield developers.

Vice Mayor Callinan requested to have future discussions on putting money away for a new
City Hall facility.
Mayor Mackenzie reported on the Peter Pan show and commended staff members at
Spreckles Performing Arts Center for their high caliber performance.
