SIMULTANEOUS MEETING COMPENSATION DISCLOSURE (Government Code § 54952.3):
Members of the City Council receive no additional compensation as a result of convening meeting of the
City of Rohnert Park Foundation.
PUBLIC COMMENTS: Provides an opportunity for public comment on items not listed on the agenda,
or on agenda items if unable to comment at the scheduled time (limited to three minutes per appearance
and a 30 minute total time limit, or allocation of time determined by Presiding Officer based on number
of speaker cards submitted). PLEASE FILL OUT A SPEAKER CARD PRIOR TO SPEAKING
NOTE: Time shown for any particular matter on the agenda is an estimate only. Matters may be
considered earlier or later than the time indicated depending on the pace at which the meeting proceeds.
If you wish to speak on an item under discussion by the Board which appears on this agenda, after

to discuss the matter to determine if it is an emergency item under said Government Code and may take

Senior Analyst L. Tacata presented the item. Recommended Action(s): Discuss
priorities for Casino Mitigation Community Investment funds; consider the
establishment of a Community Grant Program.

ACTION: By Consensus (none opposed), the Board supported staff’s
recommendation to establish a Small Grants Program and the proposed
distribution of Rohnert Park/Casino MOU non-guaranteed Community
Investment Funds (Reserve and Future 17%, Small Grants Program 33%,
Community Events 17%, and Municipal Projects 33%). In order to
discourage an organization from becoming reliant on small grants
funding, the Board provided direction that the Small Grants Program will
not provide funding to the same organization or entity for two
consecutive fiscal years.

Agenda Title: Review and Consideration of Adoption of City of Rohnert Park
Foundation Operating Budget for FY 2018/19
RECOMMENDED ACTION:
Consider for approval a resolution adopting the City of Rohnert Park Foundation Budget for
Fiscal Year 2018/2019.
Background:
In November of 2008, the City of Rohnert Park (“City”) created a non-profit, charitable
corporation called the Focus Rohnert Park Corporation (“Foundation”). The Foundation is a
legally separate organization for which the elected officials of the City are financially
accountable as its Board of Directors. In February of 2012, the Foundation officially changed its
name to the City of Rohnert Park Foundation.
On May 2, 2017, the Foundation Board authorized a memorandum of understanding to accept
on-going Casino Mitigation Community Investment donations provided by the City’s Agreement
with the Federated Indians of Graton Rancheria. City of Rohnert Park passes these contributions
to the Foundation via memorandum of understanding with the City. Contributions from the
Federated Indians of Graton Rancheria for casino mitigation and community investment
purposes began in the fourth quarter of Fiscal Year 2016/2017 and have been received every
quarter in Fiscal Year 2017/18. The Foundation expects to continue receiving these quarterly
contributions for FY 2018/2019.
The Foundation’s projected fund balance for the fiscal year ending June 30, 2018, is $144,763.
Furthermore, the Foundation does not have any encumbered obligations or liabilities, and its
cash balance is positive.
Analysis:
Fiscal Year 2018/2019 revenues are expected from four sources:
(1) $336,236 from cumulative Graton Mitigation Fund Community Investment quarterly
contributions.
(2) $15,650 in revenue from Spreckels Performing Arts Center (PAC) concessions sales;
(3) $3,000 in wine donations received from PAC beverage/concession fundraising sales;
(4) $525 in interest income.

The City’s memorandum with the Tribe for Graton Mitigation Fund moneys does not place any
usage restrictions on the charitable contributions made to the Foundation. It is important to note
that the quarterly contribution is only paid if there are sufficient funds remaining in the Graton
Mitigation Fund after guaranteed obligations to the City and County of Sonoma have been met.
Expenses proposed:
(1) $100,000 expenditures for the Small Grants Program, the annual framework of which
was approved at the February 13, 2018 Board Meeting;
(2) $100,000 expenditures for the Municipal Projects. The two projects proposed involve the
resurfacing of the courts at Ladybug Park and Rainbow Park;
(3) $50,000 expenditures for the City Facility Fee Waiver Program, the annual framework of
which was approved at the February 13, 2018 Board Meeting;
(4) $14,430 expenditures for PAC concessions purchases, taxes and fees;
(5) $5,000 distribution of concessions sales proceeds to PAC. The $5,000 budget is an
estimate of net proceeds of concessions sales given previous years’ experience and the
number of productions PAC expects in the next fiscal year. Only the amount received in
PAC concessions proceeds shall be distributed to the PAC;
(6) $1,000 contractual and professional services. This amount is budgeted to cover attorney
fees, consultation, or other professional services obtained next fiscal year.
The proposed budget projects the 2018/2019 year-end fund balance to be $229,744. Fund
balance can be carried over to subsequent years or be expended as approved by the Board
through appropriations.
OPTIONS CONSIDERED:
(1) Option 1: Approve the attached budget and resolution authorizing the Fiscal Year
2018/2019 Budget as proposed;
(2) Option 2: Modify the proposed Fiscal Year 2018/2019 Budget and approve a resolution
authorizing the new fiscal year’s annual budget;
(3) Option 3: Do not authorize an annual budget and either approve an operational budget at
a later time or consider budget appropriations on an as-needed basis. The absence of a
budget is not a recommended option.

A RESOLUTION OF THE CITY OF ROHNERT PARK FOUNDATION
APPROVING AND ADOPTING THE OPERATING BUDGET
FOR FISCAL YEAR 2018/2019
WHEREAS, the Treasurer has heretofore prepared and submitted to the City of Rohnert Park
Foundation Board a proposed operating budget for the City of Rohnert Park for the fiscal year
2018/2019; and,
WHEREAS, on June 26, 2018, the City of Rohnert Park Foundation Board has considered the
operating budget submitted by the Treasurer.
NOW, THEREFORE, BE IT RESOLVED, by the Board of Directors of the City of Rohnert
Park Foundation that City of Rohnert Park Foundation Proposed Operating Budget for Fiscal
Year 2018/2019, attached hereto as Exhibit A, and incorporated by this reference, is hereby
approved and adopted as the operating budget for the City of Rohnert Park Foundation for Fiscal
Year 2018/2019.
