CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Stafford called the joint regular meeting to order at 5:03 p.m., the notice for which being legally noticed on July 5, 2018. Present: Pam Stafford, Mayor Joseph T. Callinan, Vice Mayor Amy O. Ahanotu, Councilmember Gina Belforte, Councilmember Jake Mackenzie, Councilmember Absent: None. Staff present: City Manager Jenkins, City Attorney Marchetta-Kenyon, Development Services Director Pawson, Finance Director Howze, Public Safety Director Masterson, Public Works and Community Services Director McArthur, City Clerk Buergler, Building Official/Development Engineering Manager Bradford, Senior Analyst L. Tacata, Acting Deputy City Engineer Garrett and Assistant City Clerk Saldanha. 2. PLEDGE OF ALLEGIANCE Led by Sonoma County Library Commissioner, Barbara Mackenzie. 3. PRESENTATIONS A. Mayor's Certificate of Recognition: Recognizing City Clerk, JoAnne M. Buergler, for Obtaining Her Master Municipal Clerk Certification Mayor Stafford read and presented the Certificate to City Clerk, JoAnne M. Buergler, who thanked Council for their support. Mary Gourley, Sebastopol Assistant City Manager/City Clerk, Stephanie Williams, Santa Rosa Deputy City Clerk, and Kathy Flamison, Calistoga City Clerk/Region 16 CCAC Director commended City Clerk Buergler for her hard work and inspiration towards the City Clerk profession. Department of Public Safety: 411 of July Briefing Public Safety Director Masterson provided the update. Councilmember Mackenzie requested to agendize the topic of fireworks at a future City Council meeting. ACTION: By Consensus (none opposed), City Council directed staff to agendize the topic of fireworks at a future City Council meeting. 5. PUBLIC COMMENTS Cactus Pete spoke about medicinal marijuana, high rent prices, border issues, cactuses and congratulated City Clerk Buergler on her award. Carlos Formoso expressed his concerns regarding the City's regulations on accessory dwelling units and stated his support for Airbnb rentals. 6. CONSENT CALENDAR A. Approval of Minutes for: 1. City Council Resolutions for Adoption: 1. 2018-097 Changing Bicycle and Pedestrian Advisory Committee Members' Term of Office from Two Years to Four Years and Adjusting the Terms of Office of Existing Members D. Designation of Assistant City Manager, Don Schwartz, as a Voting Delegate for the League of California Cities Annual Conference — September 12 —14, 2018, Long Beach, CA ACTION: Moved/seconded (Mackenzie/Ahanotu) to approve the Consent Calendar. Discussion and Direction Regarding the Fire Station #3 Project (Westside Station) Acting Deputy City Engineer Garrett and Development Services Director Pawson presented the item. Recommended Action(s): Receive as an informational item which provides Council with an overview of the project history, status, and current ideas for delivering the Westside Station. Public Comments: None. ACTION: By Consensus (none opposed), City Council directed staff to move forward with the project and look into additional cost saving measures. 8. Consideration of At -Large Nominations and Appointments to the Building Appeals Board for Three Vacancies City Clerk Buergler and Building Official/Development Engineering Manager Bradford presented the item. Recommended Action(s): Make at -large nominations and appointments to the Building Appeals Board (four-year terms) for three vacancies with two terms expiring December 31, 2022 and one term expiring December 31, 2020. Public Comments: None. ACTION: Vice Mayor Callinan nominated Charles Lucas for appointment to the Building Appeals Board for a Four -Year Term Expiring December 31, 2020, Gary Tatman for appointment to the Building Appeals Board for a Four -Year Term Expiring December 31, 2022 and Bryan Waters for appointment to the Building Appeals Board for a Four -Year Term Expiring December 31, 2022. Councilmember Ahanotu seconded. Motion carried by the following 4-1-0 vote to support the three appointments: AYES: Ahanotu, Mackenzie, Callinan and Stafford, NOS: Belforte, ABSTAINS: None, ABSENT: None. 9. Consideration of an At -Large Nomination and Appointment of the City of Rohnert Park's Representative to the Sonoma County Library Commission for a Four -Year Term Expiring August 1, 2022 City Clerk Buergler presented the item. Recommended Action(s): Make an at -large nomination and appointment of Rohnert Park's representative to the Sonoma County Library Commission for a four-year term which expires on August 1, 2022. Public Comments: Sonoma County Library Commissioner, Barbara Mackenzie, shared updates such fund balance policies, sales tax information and the hiring of a new interim Library Director, Susan Hildreth. ACTION: Mayor Stafford nominated Barbara Mackenzie for appointment as Rohnert Park's representative to the Sonoma County Library Commission for a Four -Year Term Expiring August 1, 2022. Councilmember Ahanotu seconded. Status Report on Implementation of Rohnert Park Strategic Plan City Manager Jenkins presented the item. Recommended Action(s): Receive and accept the Status Report on implementation of the City's Strategic Plan. Public Comments: Carlos Formoso shared his thoughts on how airbnbs relate to Goal D of the City's Strategic Plan and should not be viewed as a nuisance. Mr. Formoso also spoke on the Westside Station. ACTION: Moved/seconded (Mackenzie/Callinan) to accept the Status Report on implementation of the City's Strategic Plan. Motion carried by the following unanimous 5-0 vote: AYES: Ahanotu, Belforte, Mackenzie, Callinan and Stafford, NOS: None, ABSTAINS: None, ABSENT: None. 11. PUBLIC HEARING (NO EARLIER THAN 6 PM) (Noticed on June 29, 2018) Consideration of a General Plan Amendment and Rezoning, from Industrial to High Density Residential, for the Press Democrat Parcel on the Southeast Corner of Business Park Drive and Dowdell Avenue Development Services Director Pawson presented the item. Recommended Action(s): Open the Public Hearing on the General Plan Amendment and Rezoning, from Industrial to High Density Residential, for the Press Democrat Parcel on the Southeast Corner of Business Park Drive and Dowdell Avenue, take any public comments and continue the public hearing to July 24, 2018. Public Hearing Opened: 7:41 p.m. Public Comments: None. ACTION: Moved/seconded (Callinan/Belforte) to continue the Public Hearing to a date certain, July 24, 2018. Sonoma Clean Power (7/5) No report because meeting moved to July 12, 2018. 2. Sonoma County Transportation Authority (SCTA)(7/9) Councilmember Mackenzie reported on new technology programs at SMART and distributed a Greenhouse Gas Inventory Report to the Councilmembers showing that Rohnert Park is performing well in this area. C. Other Reports None. 13. COMMUNICATIONS None. 14. MATTERS FROM/FOR COUNCIL Mayor Stafford announced that Aladdin will be playing at Spreckles Performing Arts Center from July 20, 2018 through July 29, 2018. Councilmember Belforte informed Councilmembers that Debbie Bailey, also known as the "Queen of the Girls Scouts," passed away last week. Councilmember Belforte spoke about policy issues and answering to the public. Councilmember Belforte requested a closed session item on the interdiction case at a future City Council meeting. Councilmember Mackenzie supported the request. 15. PUBLIC COMMENTS None. 16.
