Edwards wants to decrease the number of screens tQ ,12 within, the same "size floor area, Although (on the surface) this appears ,to be a reduction, it actually increases the impact on traffic. Movie theaters "snigger" their showtimes to spread the volume of customers over a period of time. When you spread the same number sof car trips over 12 intervals instead of 16, you increase peak traffic. SOLUTION Require a traffic study to evaluate the:change in trip generation. Require that the number of seats be reduced so that traffic Impacts will also be reduced, ,CONCERN ',Edwards 'has proposed increasing the mass of the building (above what was previously approved) by 30 percent. They want to do this by increasing the overall height of the building by 10 feet, The change in the visual impact of the building will be enormous. SOLUTION Require an environmental impact report to study the visual impact of this new proposal. Require that the .building be relocated on the property, to where there will be less visual impact on our neighborhood. CONCERN Edwards' theaters„are, famous for using more neon, lighting (BOTH inside and outside) than piny other'theater owner in California. Their recently opened theaters in Irvine and -Ontario, CA, each have literally miles of neon: We do not want the glow from this massive pro- ject to light up our neighborhood each night. In fact, if all" three must compete, the following scenario would probably occur. First, the Empire Cinemas will close and next, the Price Club or Edwards, theater will close. We risk hav- ing two large empty buildings. The risk is not worth approving yet another new big -box building where.it `Is not wanted. SOLUTION Require an economic and social impact study as part of�an environmental impact report for this MEGAPLEX.
