CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Stafford called the joint regular meeting to order at 5:00 pm, the notice for which being legally noticed on August 9, 2018. Present: Pam Stafford, Mayor Amy O. Ahanotu, Councilmember Gina Belforte, Councilmember Jake Mackenzie, Councilmember Absent: Joseph T. Callinan, Vice Mayor. Staff present: City Manager Jenkins, Assistant City Manager Schwartz, City Attorney Marchetta-Kenyon, Public Safety Director Masterson, Development Services Director Pawson, Finance Director Howze, Human Resources Director Perrault, Director of Public Works and Community Services McArthur, Senior Analyst L. Tacata, Planning Manager Beiswenger, IS Analyst Son, and City Clerk Buergler. 2. PLEDGE OF ALLEGIANCE Led by Public Safety Director Masterson. Councilmember Mackenzie announced resident and former Rohnert Park Planning Commissioner David Mochel passed away and requested that Mayor Stafford adjourn a City Council Meeting in his honor. 3. PRESENTATIONS A. Mayor's Proclamation: Honoring Public Safety Director, Brian Masterson, on the Occasion of His Retirement Mayor Stafford read and presented the Proclamation to Public Safety Director Masterson. The City Council expressed their appreciation of Chief Masterson and thanked Sharon Masterson for supporting her husband's career. Chief Masterson reflected on his 10 years of service to the City of Rohnert Park and spoke about Rohnert Park's future. Development Services Department: Introduction of New Employees, Code Compliance Officers, and Updates on Changes in Code Compliance Division. Development Services Director Pawson introduced Code Compliance Officers Michelle Tasseff and Kim Varner and provided an update on changes in the Code Compliance Division. 5. PUBLIC COMMENTS None. 6. INTRODUCTION OF ORDINANCE - Consideration of an Ordinance Amending Rohnert Park Municipal Code Section 10.20.010 to Declare Prima Facie Speed Limits on Rohnert Park Roadways Development Services Director Pawson presented the item. Recommended Action(s): Introduce by title only, and waive first reading of, an ordinance to amend Municipal Code Section 10.20.010 to update the speed limits on roadways within the City. Public Comment. None. ACTION: Moved/seconded (Mackenzie/Ahanotu) to introduce Ordinance 924 Amending Rohnert Park Municipal Code Section 10.20.010 to Declare Prima Facie Speed Limits on Rohnert Park Roadways. Title Read by Mayor Stafford. Motion carried by the following unanimous 4-0-1 unanimous vote: AYES: Ahanotu, Belforte, Mackenzie, and Stafford, NOS: None, ABSTAINS: None, ABSENT: Callinan. 8. Discussion and Direction on Emergency Alert System Public Safety Director Masterson presented the item. Recommended Action(s): Authorize the use of a single Emergency Alert System to be used by the Department of Public Safety. Public Comment: None. ACTION: By Consensus (none opposed, Callinan absent) directed staff to educate the community on emergency preparedness now, wait for Sonoma County to complete their research of emergency alert systems and report back at a future meeting with recommendations on emergency alert system(s). 9. Consideration of an Employment Agreement between the City of Rohnert Park and Jeffrey D. Weaver for Interim Public Safety Director Services City Manager Jenkins and Human Resources Director Perrault presented the item. Recommended Action(s): Approve a resolution authoring and approving compensation stated in the attached Employment Agreement between the City of Rohnert Park and Jeffrey D. Weaver for Interim Public Safety Director Services. Public Comment: None. ACTION: Moved/seconded (Mackenzie/Ahanotu) to adopt Resolution 2018- 111 Approving Authorizing and Approving an Employment Agreement between the City of Rohnert Park and Jeffrey D. Weaver for Interim Public Safety Director Services. PUBLIC HEARING (NO EARLIER THAN 6 PM) (Noticed: 8/3/2018) Consideration of Bristol Tentative Subdivision Map and Development Area Plan for the Bristol (Gee) Property (PLDP 17-0004) located with the University District Specific Plan Area (APN 045-253-009 through -012) Planning Manager Beiswenger presented the item. Recommended Action(s): Conduct a Public Hearing on the proposed Bristol Tentative Subdivision Map and Development Area Plan for the Bristol (Gee) Property (PLDP 17-0004) and consider a resolution approving the Bristol Tentative Subdivision Map and Development Area Plan for a 42 -unit development on a 6.2 acre property. Hearing Closed 6:48p.m. ACTION: Moved/seconded (Mackenzie/Belforte) to adopt Resolution 2018-112 Approving a Tentative Subdivision Map and Development Area Plan to Allow the Subdivision and Development of Property (Commonly Known as the Gee Property) Located South of Keiser Avenue and Within the University District Specific Plan Area, Consisting of 42 - Single -Family Residential Lots. Motion carried by the following unanimous 4-0-1 unanimous vote: AYES: Ahanotu, Belforte, Mackenzie, and Stafford, NOS: None, ABSTAINS: None, ABSENT: Callinan. 11. COMMITTEE/ LIAISON/ OTHER REPORTS A. Standing Committee Reports None. B. Liaison Reports 1. Russian River Watershed Association (RRWA) (7/26) Mayor Stafford reported safe medicine disposal and sharps remains a big issue, on SB - 212 Solid waste: pharmaceutical and sharps waste stewardship, and Sonoma County is moving forward with an ordinance. 2. Sonoma Clean Power (8/2) Councilmember Belforte reported they reviewed the goals established for the executive director which include solar on government buildings and an integrated resource plan. 3. Santa Rosa Plain Groundwater Agency (8/9) Mayor Stafford reported they continue to work on the rate and fee study and have begun the process of selecting a GSA Administrator. Sonoma County Mayors' & Councilmembers' Association (8/9) Councilmember Mackenzie reported the meeting was held in Cloverdale. Library Commission Chair Reece Foxen and Vice Chair Barbara Mackenzie were introduced, and presentations on Rebuilding Sonoma County Working Group and Sonoma Wildfire Cottages at the Medtronic Site were received. Sonoma County Transportation Authority(8/13) Councilmember Mackenzie reported the August meeting was cancelled. Councilmember Belforte asked if a seat could be installed at the bus stop on Commerce Blvd. near the Black Bear Dinner. City Manager Jenkins stated the City will send a request to the Sonoma County Transit. 6. Water Advisory Committee (8/6) Councilmember Mackenzie reported the Sonoma County Water Agency is now called Sonoma Water. Sonoma -Marin Saving Water Partnership tracking program reports year-to-date water usage we are 18% less that the 2013 benchmark. An update on new water use efficiency legislation (SB 606 and AB 1668) was received and the Water Supply Strategies Action Plan is under discussion. C. Other Reports Sonoma County Tax Pavers Association Councilmember Mackenzie reported the Association is holding a lunch Thursday and he will be attending with the position of no on Proposition 6. Councilmember Mackenzie will have talking points from the Sonoma County Transportation Authority and Metropolitan Transportation Commission and asked if the City had talking points to provide them. 12. COMMUNICATIONS Councilmember Belforte reported on an email she received from Ms. Cappa regarding the garbage and debris along Copeland Creek and requests that more garbage cans be installed along the creek paths and City Council set aside money in the 2019 budged to help with the homeless mental health issues. 13. MATTERS FROM/FOR COUNCIL None. 14. PUBLIC COMMENTS Councilmember Ahanotu announced he will not be seeking re-election due to other obligations. 15. CLOSED SESSION — Item not heard.
