2018/01/25 Planning Commission MinutesROHNERT PARK PLANNING COMMISSION MINUTES January 25, 2018 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Haydon presiding. Call To Order Chairperson Haydon called the meeting of the regular session to order at approximately 6:00 p.m. with Chairperson Haydon leading the pledge. Roll Call Present: (5) Commissioners: Commissioner Adams, Commissioner Borba, Commissioner Blanquie, Commissioner Giudice and Commissioner Haydon were present. Planning Manager, Jeff Beiswenger, Technical Advisor, Brett Bollinger, Zachary Tusinger, Planner III and Recording Secretary, Suzie Azevedo were present. Election of Officers ACTION: Moved/seconded (Borba/Giudice) nominating Commissioner Adams as Chairperson. Mr. Bollinger responded to commission questions and comments which included details on landscaping, recycled water and operational specifics. Chairperson Adams opened the public hearing. Public Comment: The architect for the applicant, Thomas Reddy, was recognized and spoke briefly to the Commission. Chairperson Adams closed the public hearing. ACTION: Moved/seconded (Blanquie/Giudice) to adopt Planning Commission Resolution No. 2018-04, approving the Mitigated Negative Declaration for the Future Express Car Wash commercial project located at 6258 Redwood Drive. RECOMMENDED ACTION(S): Conduct a public hearing, consider all testimony, approve application PLSR17-0009, as conditioned. Mr. Bollinger and Planning Manager, Jeff Beiswenger responded to questions and comments from the Commission in regards to the environmental document that addresses a portion of the entire Press Democrat subdivision project with exception of one lot on the front end corner of the project area and the potential tiger salamander issues that will need to be addressed separately. It was noted that the application came before the Commission previously as a study session; the Commission was appreciative that the applicant took into consideration comments and suggestions made at that study session, especially with regard to architectural articulations on the exterior elevations. Kev discussion coir Planning Commission Minutes January 25, 2018 Municipal Code Amendments File No. PLMC18-0001 City of Rohnert Park included the age targeted philosophy, solar installed concept and capability and the attractiveness of the proposed design. President of Signature Homes, Gary Galindo was introduced and spoke to the Commission with regard to the California room concept and optional features available such as lighting, fireplace treatments, TV ready installations, just to name a few. Mr. Galindo also spoke to solar installed. He noted that Signature Homes will commit to provide solar install on all models constructed. Chairperson Adams closed the public hearing. ACTION: Moved/seconded (Haydon/Blanquie) to adopt Planning Commission Resolution No. 2018-08, approving File No. PLDP17-0005, as conditioned and with addition of Condition 31. A solar system shall be installed on each of the model homes constructed. RECOMMENDED ACTION(S): Conduct a public hearing, consider all testimony, approve Resolution No. 2018-10, recommending to the City Council amendments to Municipal Code Title 17, to regulate additional bedrooms and garage conversions on single-family residential parcels. ACTION: Moved/seconded (Adams/Borba) to adopt Planning Commission Resolution No. 2018-10, recommending to the City Council amendments to Municipal Code Title 17, Zoning to regulate additional bedrooms and garage conversions on single-family residential parcels as presented by Planning staff with an addition to Exhibit A, paragraph C, sentence number 2. Any approval under this subsection shall include the requirement that for each additional bedroom, one additional off street non -tandem parking space to be located in the front yard or street side yard shall be required. In no case shall said additional space cause more than forty percent of a lot's front yard to be devoted to parking.
