2018/03/08 Planning Commission Minutesrzq ROHNERT PARK PLANNING COMMISSION MINUTES March 8, 2018 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Adams presiding. Call To Order Chairperson Adams called the meeting of the regular session to order at approximately 6:00 p.m. with Chairperson Adams leading the pledge. Roll Call Present: (4) Commissioners: Commissioner Adams, Commissioner Blanquie, Commissioner Giudice and Commissioner Haydon were present. Commissioner Borba was excused. Planning Manager, Jeff Beiswenger, Technical Consultant, Brett Bollinger and Recording Secretary, Suzie Azevedo were present. Declaration of None. Abstention Acknowledgement of Chairperson Adams acknowledged the posting of the Agenda of this meeting in Public Noticing three (3) public places, per the requirements of the Brown Act. Approval of Minutes ACTION: Moved/seconded (Blanquie/Giudice) to approve the minutes of the December 14, 2017 regular Planning Commission meeting as presented. Motion carried by the following unanimous 4-0 vote: AYES: Adams, Blanquie, Giudice, Haydon; NOES: None; ABSTAIN: None; ABSENT: Borba Unscheduled Public None. Appearances Conditional Use Permit CONSIDERATION OF RESOLUTION 2018-18, APPROVING A CONDITIONAL USE PERMIT FOR AN ADULT DAY CARE FACILITY IN AN EXISTING MULTI - File No. PLUP18-0001 TENANT INDUSTRIAL/COMMERCIAL BUILDING LOCATED AT 5420 STATE FARM DRIVE (APN143-021-046) Maribeth Lucero/Amani Day Services Planning Manager, Jeff Beiswenger presented the staff report. Mr. Beiswenger reviewed the operation of the proposed day care facility and overviewed the proposed conditions. RECOMMENDED ACTION(S): Conduct a public hearing, consider all testimony, adopt Resolution No. 2018-18 approving an adult day care facility in an existing multi -tenant industrial/commercial building located at 5420 State Farm Drive. Chairperson Adams opened the public hearing. ACTION: Moved/seconded (Blanquie/Giudice) to adopt Planning Commission Resolution No. 2018-18, approving an adult day care facility in an existing multi - tenant industrial/commercial building located at 5420 State Farm Drive. Mr. Bollinger reviewed the operational details of the model home complex use and noted the following: • 1 —Temporary Sales Trailer • 3 — Model Homes (Sales Office)Code/Public Safety Compliance issues • ADA Accessible Pathways, Parking & Bathrooms • 14 Parking spaces • Model Home Signage • Landscaping RECOMMENDED ACTION(S): Conduct a public hearing, consider all testimony, adopt Resolution No. 2018-19 approving a Temporary Conditional Use Permit for the University District Vast Oak East DAP II Juniper Temporary Sales Trailer, Model Home Complex and Sales Office Chairperson Adams opened the public hearing. ACTION: Moved/seconded (Giudice/Blanquie) to adopt Planning Commission Resolution No. 2018-19 approving a Temporary Conditional Use Permit for the University District Vast Oak East DAP II Juniper Temporary Sales Trailer, Model Home Complex and Sales Office Motion carried by the following unanimous 4-0 vote: AYES: Adams, Blanquie, Giudice, Haydon; NOES: None; ABSTAINS: None; ABSENT: Borba MUNICIPAL CODE CONSIDERATION OF RESOLUTION NO. 2018-20, RECOMMENDING TO THE AMENDMENT CITY COUNCIL AMENDMENTS TO ROHNERT PARK MUNICIPAL CODE (RPMC), CHAPTER 17.25.091 (A) PLANNING COMMISSION APPOINTMENTS File No. PLMC18-0002 — TERMI OF OCIE — COMPENSATION — VACANCIES, CHANGING THE TERMOF OF OFFICE FOR COMMISSIONERS FROM TWO YEARS TO FOUR Planning Commission Minutes March 8, 2018 City of Rohnert Park YEARS AND EXENDING THE TERMS OF OFFICE OF EXISTING COMMISSIONERS City Clerk, JoAnne Buergler, presented the staff report. In August 2017 an ad hoc Committee reviewing current City Council practices was formed and recommended to the City Council to change all terms of office for Commission, Committee, Board members (CCB) to four years to coincide with the appointing councilmember's term of office. City Council unanimously supported the Committee's recommendation and directed staff to move forward with implementation. Implementation includes communicating with the CCB members, amending various resolutions and ordinances, and updating procedures. RECOMMENDED ACTION(S): Conduct a public hearing, consider all testimony, adopt Resolution No. 2018-20 recommending to the City Council amendments to Rohnert Park Municipal Code (RPMC), Chapter 17.25.091 (A) as presented. Chairperson Adams opened the public hearing. Chairperson Adams closed the public hearing. To maintain Presentation/Discussion consistency with the City Council concurrence was reached that going forward RE. Minutes action minutes would be presented to the Commission with a "for the record" statement at any time to be included if so desired by any Commissioner. Matters from Planning None. Commissioners Matters from Planning Jeff Beiswenger provided an update on the General Plan Update contract and Staff General Plan kick-off/Town Hall Meeting. Mr. Beiswenger also noted that the City Council denied the Development Area Plan amendment for the Sycamore neighborhood.
