2018/03/22 Planning Commission Minutes�L ROHNERT PARK PLANNING COMMISSION MINUTES March 22, 2018 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Vice -Chairperson Giudice presiding. Call To Order Vice -Chairperson Giudice called the meeting of the regular session to order at approximately 6:00 p.m. with Vice -Chairperson Giudice leading the pledge. Roll Call Present: (3) Commissioners: Commissioner Blanquie, Commissioner Borba and Commissioner Giudice were present. Commissioner Adams and Commissioner Haydon were excused. Director of Development Services, Mary Grace Pawson, Planning Manager, Jeff Beiswenger, Planner III, Zach Tusinger and Recording Secretary, Suzie Azevedo were present. Declaration of None. Abstention Acknowledgement of Vice -Chairperson Giudice acknowledged the posting of the Agenda of this meeting Public Noticing in three (3) public places, per the requirements of the Brown Act. Approval of Minutes ACTION: Moved/seconded (Blanquie/Borba) to approve the minutes of the March 8, 2018 regular Planning Commission meeting as presented. Motion carried by the following unanimous 3-0 vote: AYES: Blanquie, Borba, Giudice; NOES: None; ABSTAIN: None; ABSENT: Adams, Haydon Unscheduled Public None. Appearances Time Extension/Site CONSIDERATION OF RESOLUTION 2018-21, APPROVING A ONE- YEAR Plan and Architectural EXTENSION OF THE APPROVALS OF THE SITE PLAN AND Review ARCHITECTURAL REVIEW FOR BELLA CREEK/AVRAM HOUSE PROJECT File No. PLTX18-0001 Planning III, Zachary Tusinger presented the staff report. Mr. Tusinger provided background information as follows: Eric Price/Lowney Architecture • 90 unit apartment complex • SPAR approved March 9, 2017 • Project must adhere to PDA EIR's MMRP • Project ownership changed in mid -2017 • Applied for time extension February 1, 2018 Planning Commission Minutes March 22, 2018 Development Agreement Amendment File No. PLDA17-0001 Eric Reid/SOMO Village RECOMMENDED ACTION(S): Conduct a public hearing, consider all testimony, adopt Resolution No. 2018-21 approving a one-year extension of the approvals of the Site Plan and Archictectural review for Bella Creek/Avram House Project. Vice -Chairperson Giudice opened the public hearing. Public Comment: David Santi, representing the applicant, was recognized and responded to Commission questions. Discussion arose regarding the project and the possibility of modular construction at this location. The project will be committed to the architectural style and conditions as approved. Vice -Chairperson Giudice closed the public hearing. ACTION: Moved/seconded (Borba/Blanquie) to adopt Planning Commission Resolution No. 2018-21, approving a one-year extension of the approvals of the Site Plan and Architectural Review for Bella Creek/Avram House Project. Motion carried by the following unanimous 3-0 vote: AYES: Blanquie, Borba, Giudice; NOES: None; ABSTAIN: None; ABSENT: Adams, Haydon CONSIDERATION OF RESOLUTION 2018-22, RECOMMENDING TO THE CITY COUNCIL APPROVAL OF THE PROPOSED THIRD AMENDMENT TO THE DEVELOPMENT AGREEMENT BY AND AMONG THE CITY OF ROHNERT PARK AND SOMO VILLAGE LLC AND SOMO VILLAGE COMMERCIAL Director of Development Services, Mary Grace Pawson, noted that staff would like to open the public hearing, hear all testimony and continue the item to a date certain of March 29, 2018 to allow full attendance of the Commission. RECOMMENDED ACTION(S): Conduct a public hearing, hear all testimony, continue the item to a date certain of March 29, 2018 to allow full attendance of the Commission. Vice -Chairperson Giudice opened the public hearing. Public Comment: Representative of the applicant, Aaron Curry, was recognized - Vice -Chairperson Giudice closed the public hearing. ACTION: Moved/seconded (Borba/Blanquie) to continue the item to a date certain of March 29, 2018 to allow full attendance of the Commission. Motion carried by the following unanimous 3-0 vote: AYES: Blanquie, Borba, Giudice; NOES: None; ABSTAIN: None; ABSENT: Adams, Haydon Matters from Planning None. Commissioners Matters from Planning Mr. Beiswenger informed the Commission that Zach has been promoted from Staff Planner II to Planner III and will be focusing on housing development and issues within the City.
